The policy development mechanism for the national identity number -based electronic ID card software is described in this report. In this analysis, a qualitative procedure was used in conjunction with a case study technique. The total number of informants was 19. Employees from the government who work on the national identity number -based electronic identification card software make up this group. The culture is often used as a source of information in this report. The findings of the study indicate that; Every organ and implementor personnel at every level in every Pasangkayu sub-district office understands and implements national Identity Number -based electronic identification card policy requirements and goals, namely: first, citizens with a identification card condition have the right to get a electronic identification card, which the government is required to promote. Second, get closer to the position where the community resides, in this case the office respective districts, such that the community is not inconvenienced and burdened, must go to the Disdukcapil office in the district capital. Third, since these programs are provided free of charge or at no expense to government, this approach would not impose an economic burden. Fourth, this proposal has little effect on the district's spending schedule. As a result, success policy is essentially an evaluation of how well expectations and policy priorities have been met. As a result, the policy's standards and objectives must be practical and specifically targeted, and any implementation entity (implementor) must be aware of the policy's standards and objectives.

The right man in the right place and the right man behind the right job. The placement of employees becomes very important to improve employee performance including ASN in the government office of Mare Subdistrict, Bone Regency. The purpose of the study is to see the influence or role of employee placement factors on the performance of ASN employees. Apakh has a significant influence. The research was conducted on a number of ASNs in the government office of Mare District of Bone Regency. The method of data collection is done by saturated survey method (census). The method of data analysis is to use a hypothesis test, which is a t-test to see the influence of independent variables, namely placement (X) on dependent variables, namely ASN performance (Y). The results of the study obtained that the placement factor had a significant effect (real) on the performance of ASN in the District Office mare Bone Regency. This is evident from the results of the t test where the placement variable (X) has a significance value (Sig.=0.001<0.05) and is also shown from a t-calculated value (4.015) greater than the value of t-table (1,667).

In this essay, I examine the controversy around the “Carnet de la Patria,” a national identity card issued in Venezuela in December 2016. I argue that this ID card belongs to a larger project of surveillance and regulation of identity developed by the Bolivarian Revolution and implemented by the late Hugo Chavez and continued by current president Nicolas Maduro. Amid its worst economic crisis, the government claims that the new ID card will allow citizens a better access to goods from supermarkets, replacing the fingerprint system (“captahuella”) that provoked massive protests in 2014. Opponents to this document have highlighted the parallel with the cards that exist in Cuba (“ration books”), and the manipulation of the database system to benefit only those who support the government and are already registered in previous official databases. The Venezuelan case provides an intriguing scenario that defies the regional region addressed to provide personal cards to undocumented groups. It also provides valuable comparative lessons about the re-emergence of surveillance technology and identity cards in modern authoritarian regimes.

This article discusses about the efforts of creeds religion flourished to maintain their existence since the 1950s until the late 2010’s in Indonesia. Using historical method, this article found the interesting facts about the struggle of creeds religion in political stage of Indonesia. In 1953, for example, the Ministry of Religion Affairs noted that there were 360 groups protected by the government according on the Constitutional Law 1945 Article 29. After the tragedy of 1965, migration of members to the religions took place. When Soeharto became president, these groups was allowed to flourish. However, they got discrimination and always being watched. The new hope was arose in 2006, when the government issued Law No. 23/2006 about Population Administration, although it still requires to fill the religious column in national identity card (KTP). In the end 2017, the Constitutional Court issued a fatwa related to the status of religious column in KTP of the creeds religion. This condition also encompassed to Aliran Kapribaden’s Romo Semono Sastrodiharjo in Purworejo, Central Java. This discrimination must be terminated, in the name of unity in diversity.

District office is one of the government agencies. This office certainly produces documents in every administrative process and policy. The document management provides a good solution for each document in order to be accessed and used by users. The improper document management causes difficulty to find the needed documents. Moreover, the document is very difficult to access because it is only kept by certain people for various reasons. Besides, the document is also public rights that should be accessed by many people. An Act number14 in 2008 on Public Information Disclosure indicates that the document is a certain entity to reduce a public dispute so that it is mandatory matter that must be done. Under this condition, it is expected that the document must be stored in the websitebased application to allow all parties to easily access the document stored.

<p>This thesis considers how best to administer redistribution policies. It focuses particularly on the information needed to assess relative circumstances, the implications of the government collecting such information, and processes by which the appropriate information may be assembled and assessed. In New Zealand, as with many other OECD nations, the Government's redistribution policies are administered through a range of different agencies, with duplication in some areas and gaps in others. An integrated approach to redistribution systems may offer a means to improve equity and efficiency. Part One discusses the assessment of relative well-being, and adopts the choice set as the intellectual device for this purpose. The time period for the assessment of income is examined in detail, with the conclusion that a long period should be used except where the individual is constrained to operate under a short time horizon. A new concept of "bankability" is developed as a means of identifying those operating under such constraints. Part Two uses the philosophical foundations of the value of privacy to develop a new statement of the right to privacy, such that everyone should be protected against the requirement to divulge information, unless that information is the "business" of another party. A view on the business of the state depends on one's ideology of the state. Since it is generally accepted in New Zealand in the late twentieth century that the state has a role in redistribution, the state has some right to collect information for that purpose. However, the rights of the state are moderated by the existence of a common law tradition of respect for individuals. A set of criteria for evaluating redistribution systems is devised in Part Three. These criteria, which include consideration of the information to be collected, individual control over personal information, and administrative simplicity, are then used to identify significant weaknesses in the systems currently used in New Zealand. The main problems identified are the collection of inadequate information, duplication, and complex institutional structures; the main virtue of the current systems is that information provided is only used for the purpose for which it was provided. An alternative approach is outlined which would address the problems while retaining the current protection of privacy interests. This thesis is a mix of inter-disciplinary academic enquiry and policy development. Part One is an amalgam of economic and philosophical approaches, Part Two involves philosophy and politics, and Part Three applies the theoretical considerations to issues of public administration.</p>

In Nigeria, the number of unemployed persons in recent times increased to 23,187,000 in the fourth quarter of 2020 from 21,765,000 in the second quarter of 2020, hence this paper is an exposition on the role of tertiary institutions in the entrepreneurial development of engineering graduates most of whom are unemployed. A brief discuss on the need for engineering-based entrepreneurship is presented. The key challenges hindering engineering entrepreneurship in Nigeria are highlighted. Some of the roles and strategies which the tertiary institutions in Nigeria can deploy to foster entrepreneurship amongst engineering graduates are presented and include; highly functional and strategic entrepreneurship development centers with think tanks, funding support for the most promising business ideas of students, business and entrepreneurship-motivated research, engaging with government and policymakers to make entrepreneurship fostering policies and minimize bottlenecks to business amongst others. Edo State University Uzairue is presented as a case study of a tertiary institution in Nigeria that has taken some steps in the right direction as regards entrepreneurial development. It is concluded that all stakeholders such as the government, industry, NGOs, and the students/graduates must partner with the tertiary institutions to achieve commendable results on the uphill task under consideration. While the Land Reform Programme (LRP) in 2000 and beyond was camouflaged as a distributive justice schema aimed to better the socio-economic status of the Indigenous people in Zimbabwe, it precipitated educational injustices for students arising from the creation of an education landscape marked by inequitable access to education. The study, undertaken after 20 years since the inception of the LRP, sought to check the progress made thus far by the Government of Zimbabwe to enhance access to education by children of the new farmers. Informed and guided by the international normative frameworks of the right to education, of which Education For All (EFA) and the Zimbabwean Education Act (1987) are part, the case study cast in the qualitative approach, presents constructed narratives of three primary school learners and their three teachers at one purposively selected satellite school. The study finds that as much as the advent of the LRP worked to bring equal access and redress in land appropriation between the settlers and natives, a new form of injustice has resurfaced as reflected by challenges of equitable access to education.

Right-based approach to governance became popular in India in the first decade of present century with the passage of legislations conferring Right to Information, Right to Work in rural areas, and Right to Primary Education upon its citizens. This article examines the next step in that direction—passage of Right to Service (RTS) Acts by a number of Indian States thereby providing its citizens the right to time-bound delivery of notified public services. These Acts not only empower citizens to make claims against the government if the rights are violated but also serve as a tool for the politicians and the senior bureaucrats to control lower bureaucracy. This article traces the genealogy of RTS Acts in Citizen’s Charter movement of the1990s in the UK and evaluates their progress and results with the help of various theories and concepts used for improving the public service delivery. How inept implementation has thwarted the promise of accountability inherent in these Acts will be seen in detail while piercing the veil of statistical data.

AbstractMichael Brown famously asked ‘Who owns native culture?’ This paper revisits that question by analyzing what happens to culture when the culturally defined boundary between it and nature becomes salient in the context of disputes between indigenous and settler populations. My case study is the dispute between the New Zealand government and Maori tribal groupings concerning ownership of the foreshore and seabed. Having been granted the right to test their claims in court in 2003, Maori groups were enraged when the government legislated the right out of existence in 2004. Though the reasons for doing so were clearly political, contrasting cultural assumptions appeared to set Maori and Pakeha (New Zealanders of European origin) at odds. While couching ownership of part of nature as an IPR issue may seem counter-intuitive, I argue that as soon as a property claim destabilizes the nature/culture boundary, IPR discourse becomes pertinent.

<p>In 2006, The Committee of the United Nations Convention on the Rights of the Child, expressed concern about rising tourism in Samoa, and the possibility of associated sexual exploitation of local children. The Committee had recommended that the Government of Samoa devote further research to the sexual exploitation of children, including identifying its scope, and root causes. This thesis became a response to The Committee’s recommendation to Samoa. I carried this study out in Apia, Samoa (2009). It presented three research objectives as follows, 1) To report the scope of child sex tourism in Samoa, 2) To identify, and report on the root causes that contributed to child sex tourism in Samoa, and 3) To present a set of recommendations as a baseline foundation for policy, advocacy, and research. Methodology was a qualitative, single embedded case study. Data sources were mixed-method and multi-perspective, aimed at triangulation to enhance trustworthy results. Data analysis was inductive. Anecdotal evidence revealed child sex tourism is a serious problem in Samoa. Victims were girls and boys (including straight and transgendered ones), perpetrators were all male; preferential and opportunistic. The data revealed 10 root causes facilitating CST in Samoa, as follows: 1) Poverty, 2) Hospitality, 3) Philanthropic exploitation, 4) Marginalisation of boys, 5) Family under pressure, and family dysfunction, 6) Unsafe schools, 7) Ifoga, or the culture of shame, 8) Sex tourism, 9) Tourism was excused of any action, and 10) Lack of awareness about child sex tourism. Additionally, four substantial root causes were identified, as follows: 1) Complacency, 2) Attitudes toward data collection, 3) Child sex tourism had to be ‘proven’ by statistics, and 4) Perpetrators beaten and deported leading to under reporting. This was a first study in Samoa. The baseline results this study presents, are important for policy development, advocacy, and for the academic research community, offer a platform to build on, both quantitative and qualitative.</p>
