This study aims to determine the management process of Public Information Services at the General Elections Supervisory Agency (Bawaslu) of South Kalimantan Province in terms of the functions of planning, organizing and implementing as well as the constraints that exist in the service process. This research was conducted with a qualitative descriptive type approach and data collection was carried out by means of interviews, documentation studies and observations. The results of the study indicate that the implementation of the Provincial Bawaslu's public information service management to the public is still not optimal. This is due to several obstacles including the absence of a strategic plan, minimal budget support, limited human resources, and imperfect regulations.

This study aims to describe the Klaten Diskominfo PR PR cyber strategy in optimizing public information services. The background of the research is the management of public information services primarily through the website of the Klaten Regency government which has not been optimal. The method used in this research is a descriptive qualitative method. The results of this study can be concluded that in optimizing the public information service owned by Diskominfo, Klaten Regency has practised a cyber PR strategy that combines 4 things as a whole, namely Strategic (has a communication design plan that is not done haphazardly. Next is Integrated (using the internet and its facilities as a means publication, this has been realized with the official website of klatenkab.go.id which is integrated with other websites underneath), Targeted (has and can reach specific target audiences, namely the Klaten community, government officials and millennial generation to generation Z), and Measurable (It has measurable results, in this case, it has clear measurement data such as the number of visits, followers (in social media), and web traffic. With the existing cyber PR strategy, it can optimize public information services managed by Klaten Diskominfo.

The Information and Documentation Management Officer (PPID) at State University of Medan was formed to answer the Minister of Research and Technology Regulation No. 75 of 2016 concerning Public Information Services in the Ministry of Research, Technology and Higher Education. In carrying out its duties as a provider, store, document, and safeguard public information, PPID synergizes with the Cooperation and Public Relations Subdivision which routinely publishes all information through the State University of Medan official website and social media immediately. This research was conducted with the aim of analyzing the role of PPID in carrying out the task of implementing policies, services, and public information publications at Medan State University, as well as analyzing the obstacles encountered and providing solutions to efforts to overcome these obstacles. The method used in this research is descriptive research method. The results showed that based on observations made, it was obtained that more than 70 percent of respondents concluded that they were very satisfied with the public information services provided so far. 2. There are three main substances of the KIP laws and regulations that are used as the main reference for determining the assessment parameters that will be used as an assessment instrument. First, fulfillment of the obligation on information that must be provided and announced periodically in accordance with Article 9 of the FOI Law, which is more detailed in Article 11 of the Information Commission Regulation Number 1 of 2010 concerning Public Information Service Standards (SLIP). The review of information that must be made available and announced periodically is done by means of publication in the form of the main website of the Public Agency with instruments to fulfill the points as stipulated in the KIP laws and regulations. 3. The efforts made by PPID State University of Medan are in overcoming the obstacles faced are: a) Provision of information, b) Information services that are fast, accurate, and simple, in accordance with applicable regulations, c) Determination of operational procedures for disseminating public information, d) Testing of consequences, d) Classification of information, e) Determination of excluded information that has expired, f) Determination of consideration for each policy taken to fulfill the right of everyone to public information.

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

The author discusses the differences in development policies between city and village, as well as differences in financial investment of public information service, education, and individual’s income level between A and B towns.

The existence of village information service using technology is one of the villages effort to achieve transparency of information to various parties. The existence of information systems make citizens’ access to get information more widely and easily. The important thing in this system is about the participation of the villagers. This research was conducted in Terong village, Dlingo - Bantul with the assumption that the information system in this village is one of the applications which afforded by LSM Combine Resource Institute participatory. The method of the research uses a qualitative descriptive study. Target of the research is social life or society as a whole or a whole entity. A technique to obtain data is from observations, focus group discussions and interviews with informants who are considered to be related to the information system of the village. The data analysis are using interactive analysis model which developed by Miles and Hubermann. The result showed that: 1. Public participation to the existence of village information system started when the system is put in place. 2. The emergence of community participation due to the great synergy between village officials, LSM and communities. 3. Participation of community should be increased by controlling the presence of village information system for the public.

The objectives of this study are: 1) Improved Integrated Data Bank services for staffing data and information; 2) Enhanced support system for data and information service server usage; 3) Improving data and information services that are accurate for Staffing Management. The research method used is Research and Development (R&D). Data collection techniques using questionnaires and interviews. Product trials were conducted twice, the first trial involved 15 people, the second trial involved 35 people. The results of the study are 1) Integrated Data Bank services for employee data and information can be used effectively and efficiently. This is based on system reliability with a success rate of 100%. In addition, the efficiency test using GTMetrix gives the results of the PageSpeed Grade B (85%) with a loading rate of the system page 7.4 seconds; 2) the support system for the use of data and information service servers runs according to the Integrated Data Bank application; 3) Personnel management data and information services can be used as an accurate staffing database and show that the Integrated Data Bank staffing management information system can be used as a supporting management system for staff at SMK Muhammadiyah Karangpucung; 4) Integrated Data Bank Products have gone through the process of design validation, instrument validation, and product validation through judgment experts and experts, which produce data in the form of Data Flow Diagrams (DFD), Unified Modeling Language (UML) design, and Entity Relationship Diagram Bank designs Integrated Data. Based on the results of the product design validity test showed that the layout (layout), interface (interface), and content (content) of the system itself obtained a final percentage of 84%. Suggestions in this study include 1) Socialization of the Integrated Data Bank system to employees about the existence of this system can be optimized so that all information can be conveyed properly; 2) Integrated Data Bank systems can be utilized optimally to integrate staffing data; 3) Integrated Data Bank System can be developed into a superior product as a staffing database system in the SMK environment.

Abstract Government’s performance in the public service regarding building permit in Urban Planning Department of Gorontalo City. This research aims at investigating the public service performance at the Urban Planning Office of Gorontalo city. This qualitative descriptive research employed observation, interview, and documentation in collecting the data. The technique of data analysis comprised of data reduction, data display, and conclusion. The results reveal that the government’s performance is influenced by 1) human resources, 2) facilities and infrastructures, and 3) job mechanism. Furthermore, the efforts to improve the performance are 1) participation of the officers in technical training about building permits policy; 2) disseminating the insight regarding building permit on the district level through the media such as newspaper, television, and radio; 3) providing proper facilities and infrastructures. Efforts to improve the performance should include 1) upgrading human resources; 2) providing facilities and infrastructures; 3) coordinating with the local government unit; 4) promoting awareness of the society since some people do not have a properunderstanding of the legality of building permits. Keywords: Performance and Public Services
