The article examines and describes the practical experience of the first-time use of IPSAS in the preparation of reporting by Russian educational institutions participating in the Russian Academic Excellence Project (5Top100 Project). It presents the results of the most typical reclassification adjustments of reporting items made by the universities when preparing their inductive statements of financial position as of the date of transition to IPSAS. Conclusions and Relevance. Rapid technological development and digital transformation in all areas of life have resulted in a dramatic change in the nature of thinking and requirements to skills. In the information economy, it is not money or natural resources, or territory but people with their critical thinking and high-quality skills, who have become a valuable asset. In this regard, the educational sector advances to the forefront. However, education hardly complies with the requirements of the new economy and retains its basic features of the industrial era. The curricula and educational processes at universities fail to prepare young people for life in our complicated world, or develop critical thinking; they discourage creativity and ability to cooperate. Curricula tend to focus on the development of professional skills and neglect the development of social and cognitive skills. The study sets out to investigate the usefulness of higher social and cognitive skills in the educational process at the Faculty of Humanities in Perm National Research Polytechnic University and offers recommendations on the development of these skills in the educational process.

This article introduces the theoretical and methodological foundations for studying the development of identity and tolerance in foreign university students. The research featured the organization of the educational process that encourages the development of personality identity and tolerance in foreign students. The authors defined the main directions and approaches to the problem of identity and tolerance development as a set of skills. The article describes the identity and tolerance profile of foreign students that study at Russian universities. The author proved that tolerance developed under the effect of national, cultural, and religious factors, as new sociocultural environment affected the personal characteristics of foreign students. The results were both positive and negative, thus forming both tolerant and intolerant attitudes. Subsequently, the personality profile of foreign students demonstrated a combination of tolerant and intolerant traits. The levels of ethnic nihilism and egoism were low; so were the levels of ethnic isolationism and fanaticism. The level of ethnic and social tolerance appeared average. The ethnic indifference and communicative tolerance were also at an average level. However, the level of positive ethnic identity was high. The research revealed a link between tolerance and ethnic identity in foreign students. The results can help to organize the development of identity and tolerance in foreign students.

Introduction. Curricula are the main tool for organizing the educational process in Russian universities. The quality of education and the possible level of formation of the graduate's competencies directly depend on their validity and balance. Going on a competence model of education demanded change in the principles of drawing up of curricula. However, until now, the quality of curricula is assessed according to formal criteria that are weakly related to the competence-based approach. Also, answers to simple questions have not been formulated: how many disciplines can and should form one competence, how many competencies can be formed within one discipline and within one semester, how the presence of gaps in the process of forming competencies affects the final level of their formation. The aim of the work is to propose quantitative characteristics for assessing the balance and consistency of the process of forming competencies based on a statistical analysis of the current curricula of Russian universities. Materials and methods. As a material for the study, curricula were chosen in the specialty "Applied Informatics" of federal state budgetary and autonomous educational organizations (45 institutes and universities in total). Methods of mathematical and statistical analysis were applied: frequency analysis, methods for comparing means, analysis of standard deviations. Research results. On average, each competency forms from 2 to 8 disciplines. The largest number of disciplines in most curricula forms 1, 2 or 3 competencies. There are relatively few disciplines that form more than 4 competencies in the curricula of most universities. It is shown that the lack of continuity and development, the presence of gaps in the process of forming competence can reduce the achieved level of competence to 30% of the possible due to forgetting. The discussion of the results. The presence of deviations from the average indicators may in some cases indicate an insufficient balance of curricula. In the future, it is possible to embed the proposed methodology into an intelligent system for assessing the characteristics of the educational process within the framework of the university's QMS.

The article describes the key trends in education for the IT and radio electronics sectors, considers the comparative analysis of approaches to organization of scientific and educational activities in 30 foreign and domestic universities leading in subject ratings of QS Computer Science & Information Systems and Engineering – Electrical & Electronic. Characteristics of the trends are: • close and constantly increasing integration of educational and scientific fields of activity, which is reflected in the emergence of interdisciplinary educational programs, linking the educational process to research in breakthrough areas of knowledge and the formation of specific university ecosystems aimed at leadership in specific technologies; • the variety of forms of organization of the educational process, the orientation towards modularity, individuality and continuity, which are actively used in the promotion of educational services; • the general backlog of Russian universities from IT practice and expectations of the real sector. The research methodology included analysis of the content and models for the implementation of educational products, expert opinions on the requirements for the formation of IT professionals. As a result, disparities between current industry trends, the current situation in education and demands of the real sector were defined. In the context of the example of a number of master’s programs developed at the Institute of Radioelectronics and Information Technologies of the Ural Federal University, a mechanism for integrating science, education and consulting in order to develop highly-demanded interdisciplinary educational products has been demonstrated. The results of the research can be used by domestic and foreign universities working in IT-segments, to increase competitiveness and implement strategic scientific and educational initiatives.

The paper describes the preconditions and specifics of electronic learning resources in Russian universities and focuses on the priorities in the development of electronic education. As it is revealed, there are certain problems with employing electronic resources in mixed forms of learning, i.e. when such resources are only a part of the educational process, not a complete substitute. The paper explores the advantages and shortcomings of electronic learning in full-time instruction basing on the outcomes of a survey for students and teachers carried out in one the Russian universities. These outcomes help to assess the effectiveness of electronic learning and further perspectives of mixed forms of instruction. The paper finally provides some recommendations on how to increase the effectiveness of electronic learning by means of its integration with traditional technologies in education.
