Although the U.S. Army has significantly increased racial diversity in the aggregate, non-white Americans remain underrepresented as commissioned officers, especially in the General Officer ranks. This is a significant defense policy problem because research shows a strong correlation among the diversity of senior leaders and effectively processing complex information to generate innovative, creative, and efficient solutions. These positive traits of diversity will help General Officers prepare for and manage the long-term and strategic threats posed by peer or near-peer competitors and violent non-state actors. Increased diversity also improves the civil-military relationship by ensuring Army Generals mirror the nation they serve and the soldiers they lead. This paper addresses the lack of racial diversity among U.S. Army General Officers by using descriptive statistical analysis to outline racial diversity trends over the past 10-years and then identifying where and how policies can be most effective. The paper’s findings provide policy makers three options to increase U.S. Army General’s racial diversity.

We have investigated the differences in support for the U.S. Supreme Court among black, Hispanic, and white Americans, catalogued the variation in African Americans’ group attachments and experiences with legal authorities, and examined how those latter two factors shape individuals’ support for the U.S. Supreme Court, that Court’s decisions, and for their local legal system. We take this opportunity to weave our findings together, taking stock of what we have learned from our analyses and what seem like fruitful paths for future research. In the process, we revisit Positivity Theory. We present a modified version of the theory that we hope will guide future inquiry on public support for courts, both in the United States and abroad.

Background By a 5–4 margin, the U.S. Supreme Court in Parents Involved in Community Schools v. Seattle School District No. 1 declared that voluntary public school integration programs were unconstitutional. Citing the prospective harm that students and their families might incur from being denied admission to the high school of their choice, the Supreme Court declared that the plaintiffs, Parents Involved in Community Schools (PICS), had a valid claim of injury by asserting a interest in not being forced to compete for seats at certain high schools in a system that uses race as a deciding factor in many of its admissions decisions. Purpose The goal of the article is to discuss how conceptions of harm and fairness as articulated in Parents Involved in Community Schools v. Seattle School District No. 1 privilege the self-interests of White students and families over the educational needs of students of color. Research Design This article is a document analysis. Conclusions By referencing the Brown v. Board of Education of Topeka decision of 1954 (Brown I) to buttress its decision, the U.S. Supreme Court has determined that programmatic efforts to ensure students of color access to quality learning environments are inherently ominous. The dilemma moving forward for policy makers and scholars concerned with the educational advancement of students of color is not to develop new ways to integrate America's public schools or reconcile the gaps in the Supreme Court's logic, but rather to craft programs and policies for students of color around the human development and workforce needs of the global economy.

This study investigates the growing influence of Middle Eastern non-state actors as agents of foreign policy and their interactions with states through an analysis of the U.S.-Kurdish relationship. Incorporating archival data and interviews with Kurdish and American policy makers, the paper analyses the factors that have affected the U.S.-Kurdish relationship from World War II to the recent Syrian crisis in the context of the mainstream theoretical approaches within the discipline of International Relations. Natural gas vehicles (NGV) have attracted more and more attention from policy makers since natural gas is a clean substitute for traditional fossil fuel that is also readily accessible. In some areas such as the state of Texas, vehicles that do not use traditional fossil fuel (e.g., NGVs) are exempt from paying fuel taxes. Government financial incentives have motivated substantial adoption of NGVs. This paper studies NGV adoption behavior in both U.S. and Texas markets to estimate the dynamics of NGV diffusion. This research employs well-known Bass diffusion models applied to NGV adoption, using data from both the U.S. and Texas. Among several interesting results, we find that NGV adoption through an imitation effect appears to be significant for the U.S. NGV market.

Abstract We assess the causal impact of a spontaneous relaxation of social distancing practices on the spread of SARS-CoV-2 in the U.S., while controlling for social mobility and state-imposed social distancing restrictions. Using the quasi-experimental setting created by the U.S. nationwide protests precipitated by George Floyd’s tragic death on May 25, 2020, we document a country-wide increase of over 3·06 cases per day, per 100,000 population, following the onset of the protests (95% CI:2·47–3·65), and a further in-crease of 1·73 cases per day, per 100,000 population, in the counties in which the protests took place (95% CI:0·59–2·87). Relative to the week preceding the onset of the protests, this represents a 61·2% country-wide increase in COVID-19 cases, and a further 34·6% increase in the protest counties. Hence, we conclude that social distancing practices causally impact the spread of SARS-CoV-2. The observed effect cannot be explained by changes in social distancing restrictions and social mobility, and our placebo tests rule out the possibility that this finding is attributable to chance. Our research informs policy makers and provides insights regarding the usefulness of social distancing as an intervention to minimize the spread of SARS-CoV-2.

Policy makers take action largely on issues that attain the pinnacle of the policy agenda (Pertschuck, 2001). As a result, how decision makers choose which issues are important has been the subject of much research. Agenda-setting conceptualizes the process of how issues move from relative unimportance to the forefront of policymakers’ thoughts (Dearing & Rogers, 1996). An area within agenda-setting research, Health Promotion Agenda-Setting, provides Health Promotion practitioners with an innovative framework and strategy to set agendas for sustained courses of action (Kozel, Kane, Rogers, & Hammes, 1995). In this interdisciplinary and bi-national exploratory study, funded by the Center for Border Health Research of the Paso del Norte Health Foundation, we examine agenda-setting processes in the Paso del Norte Region and evaluates how the public health agenda is determined within the U.S.-Mexico border population. Integrating both quantitative and qualitative data collection methods, the current research is focused on identifying deficiencies in the public health infrastructure in the U.S.-Mexico border area, and identifying channels that exist for working toward the bi-national goals presented in Healthy Border 2010 (U.S.-Mexico Border Health Commission, 2003). Research directions, design, and methodologies for exploring health promotion agenda-setting in applied settings, such as Healthy Border 2010, provide health practitioners and policy makers the potential to improve public health leadership by influencing the public health and policy agendas.

Summary The latest global economic and financial crisis has had adverse social consequences in many areas, including income and the social situation of households and their living conditions, especially when the housing phenomenon is addressed. The reality of this uncertainty has made the study of the housing phenomenon even more relevant, in particular from the perspective of an analysis of its evolution. In this context, we revisit EUROSTAT’s databases. This analysis was done for twelve Euro Area countries over five years, using the HJ-BIPLOT method developed by Galindo (1986). This multidimensional approach identified and represented twelve Eurozone sample countries in latent constructs of reduced dimensionality related to the housing policy problem. The simultaneous factorial representation identified (a) the most relevant variables to characterize these countries, (b) their trajectories during the period in analysis, and (c) the relations between variables, between countries, and between variables and countries. This approach also identified the most significant factors contributing to the countries' performance. This methodological approach can be useful in housing research, when studying data of a multivariate nature, and is also, by its visual interpretation, a potential tool for producing richer information not only for academia but also for policy makers.

This chapter discusses social choice theory, an axiomatic and deductive approach to societal problem solving by existing or possible voting procedures. Social choice theory in economics and political science considers how the members of a society such as voters or policy makers may make societal decisions such as selection among competing candidates to office or policies by existing or possible voting systems. Thus, social combination models and social choice theory address the same basic issue: the aggregation of group member preferences to a collective group response. As a historical example, the representatives from the American colonies who met at the Constitutional Convention of 1787 faced a multitude of judgmental issues on the composition, powers, and procedures of their government. Over four months, they achieved consensus on the U.S. Constitution. Once this consensus on judgmental issues was achieved, the U.S. Constitution became a conceptual system and guide for group problem solving for subsequent generations of Americans.

<p>Defining flash drought is important not only for the development of the science but also for ensuring clear and useful early warning information to end users. In preparation for a December 2020 U.S-based workshop on flash drought, the National Integrated Drought Information System (NIDIS) and National Drought Mitigation Center (NDMC) undertook a survey of NIDIS contacts to explore how flash drought is understood within and outside of the research community. End users represented in the survey include researchers (outside of flash drought specialty), policy-makers, decision-makers, communicators, and educators and public engagement specialists, largely working within universities or federal agencies across the U.S. Flash drought researchers were asked to describe how they intend for the term “flash drought” to be interpreted when they use it. End users (whether they had heard/used the term before or not) were asked to describe what they think of when they hear the term “flash drought”. Their answers emerged into themes, including: onset/intensification, duration, drivers, impacts, seasonality, predictability, intensity, spatial scale, and uncertainty about its meaning. In this presentation, we will elaborate upon these themes, and discuss similarities and differences in how flash drought researchers and end users conceptualize flash drought.</p>


The authors perceive that institutionalized racial hierarchies are the greatest barrier to educational equity in the United States. While P-12 teachers may express the desire to make their classrooms spaces of joy, creativity, and intellectual brilliance, it is primarily through intentional skills development that teachers succeed. The authors assert the need for greater investments by school districts and teacher education programs in professional development for in-service P-12 teachers that further empower them and, in turn, their students, to contribute to the dismantling of racism in the U.S. Teacher educators, administrators and policy makers need to position themselves as cultivators and supporters of P-12 teachers in ways that encourage and sustain their antiracist advocacy and equity work in their teaching.
