In project management, the project scope is the base of significant project planning processes such as estimating the cost, schedule and building work breakdown structure. Poor project scope definition directly affects project cost and schedule. Accordingly, dealing with unrealistic scope definition of cost and schedule may lead to failing a project. Besides, changes in project scope have a negative and positive impact on project success. This paper aims to predefine the potential scope changes to keep the project scope on track and identify any weakness in scope definition at the early stages of a project. Enhancing project scope quality has a massive impact on the success of a project and it adds more control over project scope. A method is proposed to improve the quality of project scope and increase the efficiency of controlling scope changes. The proposed method will help to avoid scope creeping by defining a clear statement of work, increase the learning opportunities of the development team to optimize its processes, reducing the communication gap between the clients and development team and screen adjustments of new tasks. The proposed method is validated using a survey and the results are found encouraging.

Today, the problem of reducing the cost of resources and time during planning and conducting tests remains relevant. This problem is especially acute in qualified testing agencies, where testing prototypes at different stages of the life cycle is the main functional task. Automation of planning processes and optimization of testing processes will significantly reduce such costs and improve the overall quality of testing. The article considers the theoretical issues of forming quantitative plans for testing samples of armaments and military equipment (AME) in obtaining zonal estimates of stochastic parameters and characteristics. The need for zonal estimates arises to confirm the quality of the sample for a given stochastic characteristic in the range from the allowable probabilistic value to the maximum (minimum) possible. The authors propose an approach to obtaining zonal estimates of the parameters of the armament and military equipment test sample, which theoretically meet the requirements of a given accuracy and reliability. The approach is based on the use of a flexible test plan, which is terminated when statistical confirmation of the probabilistic value not worse than specified by the developer is obtained. Ensuring the quality of evaluation is carried out by virtue of the minimum required number of repetitions of the experiment and the balance of the number of successful to the total number of experiments. It is shown that a flexible test plan can significantly reduce the total number of experiments, which will to some extent reduce the resource and time costs of testing samples of armament and military equipment. For the practical application of the approach of obtaining zonal estimates of the AME sample quality, its formalization and algorithmics is required. It is assumed that the developed approach will be implemented in the form of a functional module as а part of the subsystem of automated planning and quality management of AME sample tests.

The paper presents the definition of quality of life and its relationship with sustainable development. The paper analyses and compares the indicators of quality of life in Lithuania with other countries. A quality of life is an explicit or implicit policy goal. Various measurements and indicators to evaluate a quality of life were proposed during the recent years however there are no widely accepted objective indicators of quality of life able to compare countries. Sustainable development concept proposes new approach to measure quality of life. Therefore the aim of sustainable development is to increase quality of life. Quality of life can be addressed in terms of people health, the state of economy, employment, infrastructure development, crime and environment. All these indicators are interrelated as economic development creates preconditions to maintain public health, develop social and technical infrastructure, to increase employment, to ensure quality of environment, to tackle with crime etc. From the other point of view healthy and satisfied with the quality of life nation have positive impact on stable economic growth.

Increase in energy efficiency of construction allows reducing costs of technical operation of parks of the equipment and increasing construction energy saving level in general. To achieve these goals, it is offered to apply modern methods of the organization and works, to use the hi-tech construction equipment, and also to form an optimum set of mechanization for construction and installation works. A criterion of optimization is the cost of work. In definition of performance data of the car at the enterprise, its energy efficiency is taken into account, the options are compared, and the optimal set of cars is formed. During the solution of the task, conclusions were formulated, showing that ecological planning and steering together with energy audit on the construction site allow more rational formation of parks of cars, improving ecological component and quality of construction works.

Flowers, ornamental plants, planting material (saplings) and other plants with regard to which the market with possibility of carrying out independent adequate marketing was formed, are the subject of evaluation by the experts in field of forensic merchandising. With the development of the market and market relations such goods as flowers, planting material and others are increasingly encashed in the market of Ukraine and become the objects of forensic merchandising examinations and expert researches. Special feature of merchandising researches of the plant origin objects is the use of the comprehensive approach to the estimation of their quality and cost. Researches are carried out with the purpose of determination of properties, consumer value, conformity to standards and specifications of plants certain kinds. When studying a considerable variety of flower plants, one distinguishes scientific and industrial classifications. In merchandising flowers industrial classification of flower ornamental plants which provides distribution of flower plants to the separate groups similar on biological properties, the agricultural technician of cultivation and practical application in gardening is used. During carrying out merchandising examinations on an establishment of consumer properties of certain kinds plants, namely establishments organoleptic indicators of quality and quantity of flower decorative production given for research, the expert checks conformity of this production to requirements of normative and technical documents. Requirements to quality of flower production are normalised by standards depending on production kind – cutf lowers, pottery blossoming plants, pottery decorative sheet plants, sprouts of flower decorative production, planting material, seeds of flower ornamental plants. At carrying out merchandising researches of flower decorative production, plants and saplings it’s necessary for merchandising experts to pay special attention on definition of quality indicators and a grade of plants according to standards, and also to consider data concerning age of a plant, novelty of a grade and origin country of production.

Composting is an important technology used to treat and convert organic waste into value-added products. Recently, several studies have been done to investigate the effects of microbial supplementation on the composting of agro-industrial waste. According to these studies, microbial inoculation is considered to be one of the suitable methods for enhancing the biotransformation of organic materials during the composting process. This review provides up-to-date research findings on microbial inoculation strategies and their role and functions in enhancing the composting process and the improvement of compost quality. Based on this review, the addition of microorganisms could enhance the composting process such as accelerating the organic matter degradation, mineralization and microbial enzymes activities, and the quality of the end-products such as high germination index. It is important to notice in this strategy that sludge’s microbial consortium is feasible to enhance the composting process in pilot-scale and industrial-scale productions. Besides, it also reduces the cost of compost production. The findings of this review show the various positive impact of microbial inoculation on agro-industrial waste composting which in turn might be useful as a reference for selecting a suitable inoculum based on the type of waste materials.

Preservation of green mass of plants is an ancient method, which was used to preserve the nutritional value of feed in hermetic conditions. Enzymatic processes in the green mass of plants occur in a natural way due to the epiphytic microflora, which under anaerobic conditions begin to actively multiply and produce lactic acid. This acid is a good natural preservative, which lowers the pH of the medium to the acidic side (up to 3.8-4.2), contributing to a decrease in the vital activity of pathogenic microflora, thereby positively affecting the quality of canned voluminous juicy feed. Currently, in the world practice in the procurement of voluminous succulent feeds, various preservatives are actively used in combination with the withering of the green mass of plants. At the same time, the economic effectiveness of their use depends on external factors, moisture and chemical composition of phytomass, the cost of preservatives used. In this regard, this article considers a comparative assessment of the effectiveness of the influence of various biologics in preserving the green mass of alfalfa, as domestic production (Ferbak-Sil (Kazan), Bioamid-3 (Saratov), Biotroph (St. Petersburg) and the foreign one (Sil-Oll (Great Britain)) under laboratory conditions, the positive effect of biological preparations on the preservation of nutrients was established. Among the tested preservatives, Biotrof biological preparation distinguished itself stimulated in the biomass of lactic fermentation, which in turn had a positive impact on the preservation of dry matter, crude protein and metabolizable energy, whose performance has been higher than the control at 7.58%, 6.64% and 5.56%.

In the article, based on the results of the research of Russian projects of failed, the authors determine the need to increase the definition of project success. They add important criterion - the added value for a company and applicability of project results in operation. For systematize the reasons for the failure of projects, the article proposes the elementary taxonomy consisting of 2 groups. The presence of factors of the first group, the project definitely will not be successful upon completion. The presence of factors of the second group, the project can be completed within the budget and in the schedule, but the quality of the project results will suffer greatly, making them inapplicable in operations. The authors determine 4 types of state that the project lives while moving toward failure, thereby determining the typical path of degradation of project management. For identify the failure of the project, the authors propose to apply the early and late signs indicated in the article. To save the project, the authors indicate their recommendations, which are to stop and re-plan the project.

Background: Nursing continues to gain legitimation epistemologically and ontologically as a scientific discipline throughout the world. If a profession gains respect as a true autonomous scientific profession, then this recognition has to be put in practice in all environments and geographical areas. Nursing professional dignity, as a self-regarding concept, does not have a clear definition in the literature, and it has only begun to be analyzed in the last 10 years. Objectives: The purpose of this meta-synthesis was to determine the various factors that constitute the notion of nursing professional dignity. The target was to create a tentative model of the concept. Research design: The research design was a meta-synthesis (N = 15 original articles) of nursing professional dignity described in the literature, based on the guidelines by Noblit and Hare. Method and findings: Original studies were sought out from electronic databases and manual searches. The selection of literature was conducted on stages based on titles (n = 2595), abstracts (n = 70), and full-texts (n = 15) according to the inclusion and exclusion criteria. From this analysis, a clear definition of nursing professional dignity emerged that underscored two main macro-dimensions constituting this intertwined, multidimensional, and complex notion: characteristics of the human beings and workplace elements. Conclusion: The recognition of nursing professional dignity could have a positive impact on patients because the results clearly showed that nurses are more prone to foster patients’ dignity, patients’ safety, and a better quality of care if their own dignity is respected. If nurses are uncomfortable, humiliated, or not seen in their professional role, it is difficult to give to others good care, good support, or good relationships.

This research aims to demonstrate the ability of the resource consumption accounting system to create an addition to cost management at the Jordanian commercial banks through the following dimensions: providing appropriate information, reducing costs, and improving the quality of the cost accounting outputs of Jordanian commercial banks. The researchers relied on several study methods, represented in descriptive methodology for the purpose of scientific organized analysis and interpretation, the use of the questionnaire adopted on the basis of the theoretical literature of the previous studies and the analytical approach to describe the phenomenon as it is in fact and then to analyze, interpret and link it with other phenomena, in addition to the statistical approach by using statistical methods in processing and analyzing data pertinent to the subject matter of this research. The conclusions of the research have shown that resource consumption accounting system plays a positive role in cost management by providing appropriate information, reducing costs and improving the quality of banking services in Jordanian commercial banks. The most important recommendations were to urge the decision makers in Jordanian commercial banks to use of the resource consumption accounting system because of its positive impact on cost management, and the raise of awareness of cost accountants in Jordanian commercial banks of the need to develop the cost systems currently used to meet cost management needs.
