Afforestation projects in Qinghai Province: what are the benefits of ecosystem services?

<p>Qinghai is a pivotal area for protection and ecological restoration, which is a unique plateau ecosystem composed of tundra, grasslands, Gobi, and the source of rivers. In response to afforestation projects, the government has successfully implemented the Sloping Land Conversion Program (SLCP), Natural Forest Conservation Program (NFCP), and Three-North Shelter Forest Program (TNSFP), etc. However, the ecological benefits after the implementation of the restoration project lack quantitative evaluation. In this study, we extracted farmland (slope> 25°) and wasteland as appropriate afforestation areas based on the ecological niche of tree species simulated by MaxEnt. Then, ecosystem services are selected as indicators to measure the benefits of restoration, with supply services and recreation services as direct benefits, and regulating services and supporting services as indirect benefits. We compared the impact of afforestation on ecosystem services, highlighting the benefits of ecological engineering. Under the assumption that all afforestation tree species survive, the appropriate afforestation areas are 549.25hm<sup>2</sup>, mainly distributed in the northeast of Qinghai. Regulating services, supporting services and the attractiveness of recreation services have improved, while crop supply and the accessibility of recreation services have decreased. Our findings can enrich theoretical and empirical research on ecosystem services and have implications for afforestation management in similar areas.</p>

In recent decades in northwest Vietnam, Arabica coffee has been grown on sloping land in intensive, full sun monocultures that are not sustainable in the long term and have negative environmental impacts. There is an urgent need to reverse this negative trend by promoting good agricultural practices, including agroforestry, to prevent further deforestation and soil erosion on slopes. A survey of 124 farmers from three indigenous groups was conducted in northwest Vietnam to document coffee agroforestry practices and the ecosystem services associated with different tree species used in them. Trees were ranked according to the main ecosystem services and disservices considered to be locally relevant by rural communities. Our results show that tree species richness in agroforestry plots was much higher for coffee compared to non-coffee plots, including those with annual crops and tree plantations. Most farmers were aware of the benefits of trees for soil improvement, shelter (from wind and frost), and the provision of shade and mulch. In contrast, farmers had limited knowledge of the impact of trees on coffee quality and other interactions amongst trees and coffee. Farmers ranked the leguminous tree species Leucaena leucocephala as the best for incorporating in coffee plots because of the services it provides to coffee. Nonetheless, the farmers’ selection of tree species to combine with coffee was highly influenced by economic benefits provided, especially by intercropped fruit trees, which was influenced by market access, determined by the proximity of farms to a main road. The findings from this research will help local extension institutions and farmers select appropriate tree species that suit the local context and that match household needs and constraints, thereby facilitating the transition to a more sustainable and climate-smart coffee production practice.

Abstract Achieving urban sustainability goals, and improving the quality of life in cities, are aided by the careful selection of tree species for public green spaces. Numerous trade-offs and synergies are necessary to consider when selecting tree species for successful public green spaces. In this transdisciplinary research we consider the impacts of nine different tree planting scenarios, as modelled with i-Trees, in three piazzas of Bolzano, North Italy. The scenarios consider the opinions of the general public gathered from focused workshops and data collected via a purposefully created smartphone application. Shade provision and aesthetics were the primary factors that influenced citizen tree preferences. Scenarios which included larger tree species generally performed the best due to the greater provision of ecosystem services that arises with larger tree dimensions. Ecosystem disservices also increase with larger trees but can be minimised by careful species selection. Public participation in the planning of urban green spaces can be a beneficial activity which ensures new planning outputs will be well-received whilst providing opportunities for education of citizens about the multiple ecosystem services and disservices in urban contexts.

Ecological engineering is a widely used strategy to address environmental degradation and enhance human well-being. A quantitative assessment of the impacts of ecological engineering on ecosystem services (ESs) is a prerequisite for designing inclusive and sustainable engineering programs. In order to strengthen national ecological security, the Chinese government has implemented the world’s largest ecological project since 1999, the Grain for Green Program (GFGP). We used a professional model to evaluate the key ESs in Lvliang City. Scenario analysis was used to quantify the contribution of the GFGP to changes in ESs and the impacts of trade-offs/synergy. We used spatial regression to identify the main drivers of ES trade-offs. We found that: (1) From 2000 to 2018, the contribution rates of the GFGP to changes in carbon storage (CS), habitat quality (HQ), water yield (WY), and soil conservation (SC) were 140.92%, 155.59%, −454.48%, and 92.96%, respectively. GFGP compensated for the negative impacts of external environmental pressure on CS and HQ, and significantly improved CS, HQ, and SC, but at the expense of WY. (2) The GFGP promotes the synergistic development of CS, HQ, and SC, and also intensifies the trade-off relationships between WY and CS, WY and HQ, and WY and SC. (3) Land use change and urbanization are significantly positively correlated with the WY–CS, WY–HQ, and WY–SC trade-offs, while increases in NDVI helped alleviate these trade-offs. (4) Geographically weighted regression explained 90.8%, 94.2%, and 88.2% of the WY–CS, WY–HQ, and WY–SC trade-offs, respectively. We suggest that the ESs’ benefits from the GFGP can be maximized by controlling the intensity of land use change, optimizing the development of urbanization, and improving the effectiveness of afforestation. This general method of quantifying the impact of ecological engineering on ESs can act as a reference for future ecological restoration plans and decision-making in China and across the world.

Urban community gardens (UCGs), greenspace cultivated and managed for vegetables by local communities, provide substantial ecosystem services (ES) and are warmly welcomed by residents. However, they also have many ecosystem disservices (EDS) and are almost always refused by the decision-makers of the government, especially in China. Better understanding the residents’ perceived ES and EDS and the impact on the behavioral intention (BI) toward UCGs is of great value to solve the conflicts between residents and the government concerning UCGs and to develop sustainable UCGs. Following the theory of planned behavior (TPB), we measured perceived ES/EDS, attitudes (ATT), perceived behavioral control (PBC), subjective norm (SN), and BI of 1142 residents in Changsha, China, and investigated their direct and indirect causal relationships using structural equation modeling (SEM). The results showed that: (1) ATT, PBC, and SN significantly and positively impact the BI of UCGs and together explained 54% of the variation of BI. (2) The extended TPB model with additional components of perceived ED/EDS improved the explanatory ability of the model, explaining 65% of the variance of BI. Perceived ES and perceived EDS showed significant direct positive and negative impacts on UCGs, respectively. They also indirectly impacted BI by influencing ATT, PBC, and SN. The findings of this study can extend our understanding of residents’ attitudes, behavior, and driving mechanism toward UCGs, and can help decision makers to design better policies for UCG planning and management.

This research illustrates the extent of correlation between the local economy and marine ecosystem services. Apart from being recreational destinations oriented to the economy, Tulamben and Pemuteran are places where coral reefs ecosystem grows and develops. Hence, it needs to be properly conserved. This study found the estimated number of tourists who dive and snorkel in these two areas, it reaches 297.752 per year, with actual annual expenditures amount to US$ 283.2 million. The economic impact of the whole diving tourism in Tulamben and Pemuteran approximately ranges from US$ 396.4 million to US$ 1.059.7 million per year. The high economic value achieved by the government and the local communities as a whole indicates a significant increase of diving activities in both areas. This result suggests that local economy and marine ecosystem services are closely related. However, tourism and the perception aroused about the environmental issues and values not only provide opportunities for macro business improvement but also pose a threat to the sustainability of the underwater ecosystem.

The current study was taken up to review the initiatives taken by the Government of India and Reserve Bank of India to promote financial inclusion in India. The aim was also to study the impact of these initiatives on the financial inclusion. The paper also intended to explore the impact of increasing penetration of mobile phone and internet on financial inclusion. The study revealed that government initiatives like Pradhan Mantri Jan Dhan Yojana, Aadhar Enabled Payment Systems and Direct Benefits Transfer; regulatory reforms by Reserve Bank of India such as Immediate Payment Service, Prepaid Payment Instruments, differentiated banks; digital revolution and active participation of private technology companies, are facilitating in successful transition into a financially inclusive economy.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.

Subject. The paper considers national projects in the field of transport infrastructure, i.e. Safe and High-quality Roads and Comprehensive Plan for Modernization and Expansion of Trunk Infrastructure, and the specifics of their implementation in the Rostov Oblast. Objectives. The aim is to conduct a statistical assessment of the impact of transport infrastructure on the region’s economic performance and define prospects for and risks of the implementation of national infrastructure projects in conditions of a shrinking economy. Methods. I use available statistics and apply methods and approaches with time-series data, namely stationarity and cointegration tests, vector autoregression models. Results. The level of economic development has an impact on transport infrastructure in the short run. However, the mutual influence has not been statistically confirmed. The paper revealed that investments in the sphere of transport reduce risk of accidents on the roads of the Rostov Oblast. Improving the quality of roads with high traffic flow by reducing investments in the maintenance of subsidiary roads enables to decrease accident rate on the whole. Conclusions. In conditions of economy shrinking caused by the complex epidemiological situation and measures aimed at minimizing the spread of coronavirus, it is crucial to create a solid foundation for further economic recovery. At the government level, it is decided to continue implementing national projects as significant tools for recovery growth.

Subject. We assess the impact of tight financial and monetary policy of the government of the Russian Federation and the Bank of Russia on the level of household income and poverty reduction in Russia. Objectives. The purpose of the study is to analyze the results of financial and monetary policy in Russia and determine why the situation with household income and poverty has not changed for the recent six years, and the GDP growth rate in Russia is significantly lagging behind the global average. Methods. The study employs methods of analysis of scientific and information base, and synthesis of obtained data. The methodology and theoretical framework draw upon works of domestic and foreign scientists on economic and financial support to economy and population’s income. Results. We offer measures for liberalization of the financial and monetary policy of the government and the Central Bank to ensure changes in the structure of the Russian economy. The proposed alternative economic and financial policy of the State will enable the growth of real incomes of the population, poverty reduction by half by 2024, and annual GDP growth up to 6 per cent. Conclusions. It is crucial to change budget priorities, increase the salaries of public employees, introduce a progressive tax rate for individuals; to reduce the key rate to the value of annual inflation and limit the bank margin. The country needs a phased program to increase the population's income, which will ensure consumer demand.
