The changing dynamics of agricultural lands throughout 2005-2020 has been investigated. Transformation of agricultural lands is related to various unresolved legislative issues. According to the research results the efficient use of agricultural lands is interfered with the current legislative environment, degradation factor, huge amount of unused soils registered in the agricultural land assets and soil fragmentation. To eliminate the mentioned factors and to reduce their effect, it is necessary to make legislative changes and to implement land management activities.

Land legislation - the Land Code of the Russian Federation, the Federal Law " Land Management", the Federal Law "Turnover of Agricultural Lands", the Federal Law "State Regulation of Agricultural Lands Fertility" proclaimed the obligation of state authorities, local governments, legal entities and individuals realize their activities with preservation of land as the most important component of the environment and a natural resource, and carry out measures for the reproduction of the fertility of agricultural lands. There are proclamations, but no effective economic, administrative mechanisms and institutions of enforcement to save productive land and soil fertility. Regulations for the environmentally safe use of separately cultivated plots of arable land, contours of hayfields and pastures with spatial identification of the boundaries of their action on the map for land management have not been established – we can see negative impacts of excessive cultivation of arable land. The proposed measures to ensure the fertility of agricultural lands are aimed not at land use with soil-saving agricultural technologies in the process of agricultural activities when growing crops (in accordance with the established regulations), but at restoration of soil fertility after depletion of agricultural land use through reclamation and other measures for agrochemical services. This article proposes to restore the compulsory land management activities in case of identification of lands with water and wind erosion and other negative impacts with the development of regulations for environmentally safe agricultural land use for each field or part of it, the contour of hayfields and pastures exposed to negative impacts of anthropogenic or natural load. It is easier to prevent than to cure.

The article discusses the issue of application geographic information systems for inventory agricultural land and assessment of their condition. A geoinformation project has been developed for conducting geoecological appraisals agricultural land of the Altai region of the Republic of Khakassia. The structure of agricultural land, the area determined fallow lands and an inventory of forest belts investigated territory has been studied based on analysis of the agricultural map of scale 1: 100,000, interpretation of Landsat 4-5, 7, 8 and Sentinel 1 and 2 images, and also ground based satellite research. To processes overgrowth tree and shrub vegetation the deposits subject were revealed. The research results showed that on the study area in the structure of agricultural lands 56860 hectares of land belong to the deposits located on different stages of recovery. The elm overgrowing processes covered about 28580 hectares of post-agrogenic lands.

In  densely populated areas, such as Flanders, serious conflicts arise due to the  afforestation of agricultural lands. Roughly speaking, three sectors are  involved: agriculture, forestry and nature conservation. These groups do not  always share the same points of view. But even within the different sectors  there are several subgroups with their own interests and approaches.  Generally speaking, agriculture is strongly opposed, forestry has a  relatively diversified meaning, whereas nature conservation is either opposed  or in favour, depending on the region's biological value.     The policy in this matter is not forest friendly. Legislation strongly  hampers the afforestation of agricultural lands. Moreover the subject leads  to a series of ecological problems, which have not really been considered up  to now.

The accident at the Fukushima Daiichi Nuclear Power Plant has raised questions about the accumulation of radionuclides in soils, the transfer in the foodchain and the possibility of continued restricted future land use. This paper summarizes what is generally understood about the application of agricultural countermeasures as a land management option to reduce the radionuclides transfer in the food chain and to facilitate the return of potentially affected soils to agricultural practices in areas impacted by a nuclear accident.

Fundamental reforms are being carried out in many spheres of the national economy in our republic. In particular, the development of the agricultural sector in the liberated territories is one of the main goals today. It is very important to reorganize the agrarian sector on the basis of the adopted laws, to use lands efficiently, and to organize agricultural land management in a modern form. The article studied the agrochemical properties of meadow-gray soils in the territory of Aghdam region and determined that the 0-100 cm layer of soils is poorly supplied with common and active forms of nitrogen, phosphorus and potassium elements. The purpose of the article is to reveal the experience of the functioning of the market circulation of agricultural land in Denmark, in order to further implement in Ukrainian practice, the positive and avoid negative aspects of this experience. Research methods. The study used an empirical method (comprehensive assessment of the modern model of market turnover of agricultural land in Denmark); generalization and systematization (construction of the concept and logical-structural model of economic turnover of lands); abstract-logical method (theoretical generalizations and formulation of conclusions). Research results. It was found that the tightly regulated market turnover of agricultural land in Denmark was changed to a more liberal one, with permission to buy land for foreigners, but this not only did not attract investment as expected, but on the contrary, led to even more negative and crisis phenomena in country. The main tools, mechanisms and conditions of land turnover in agriculture of this country are determined. Scientific novelty. The main purpose of regulating the market turnover of land in Danish agriculture has been established. The legal framework of Denmark for regulating the market circulation of agricultural land has been studied. The structural and logical scheme of market circulation of agricultural lands is formed. The provisions on the Ukrainian model of regulating the market turnover of agricultural lands were further developed, taking into account the experience of the studied country. Practical significance. The results of the study of the experience of the Kingdom of Denmark on the market turnover of land, in terms of granting non-residents access to the right to purchase agricultural land, is a clear practical answer and a caveat that should undoubtedly be taken into account in Ukraine. The aim of the work was the landscape analysis of agricultural geographical landscapes in the Altai Territory and elaboration of measures aimed at the rational use of agricultural lands. Environmental and landscape (landscape) approach became the main method of scientific research used in the analysis of modern agricultural landscapes. The cartographic method, using GIS-technologies, made it possible to digitize the obtained materials. Synthesized maps of agro-ecological, natural and other zoning of territories are based on topographic, soil, geobotanical and other thematic maps made during land surveying during the field survey. Retrospective analysis, induction and deduction methods,analysis and synthesis, as well as the abstract-logic method were also used in the work. Our main result was the analysis of land use territory for agricultural enterprise in municipal district of Altai Krai. Exploration of lands indicates a pronounced plant-growing specialization of JSC “Pobeda” with a developed animal breeding direction. Limiting factors affecting the rational use of land are natural and climatic conditions, terrain,unsystematic anthropogenic activity and, as a result, the development of erosion processes. The degree of eroded and deflated arable land is more than 50%, hay and pasture lands are also very unstable. Landscapes have been typified, based on which eleven types of land have been identified and their geomorphological description has been carried out. The first five types of land can be used for agricultural production with limitations compensated by crop technology and erosion control measures, the sixth and seventh types require grassing and, in some cases,conservation, the eighth and ninth types can be partially used for pasture and area valorization; the remaining two are not suitable for agricultural use but should be potentially used for planting and forest management. As a result of the presented transformation of agricultural lands, the structure of cultivated areas has changed. The area of arable land decreased by 877 ha, and of pastures by 365 ha,while the area under hayfields, fallow lands, and forest lands increased by 295, 191, and 875 ha respectively. Low-productive lands were withdrawn from agriculture. We suggested that the sustainability of agricultural land use was mainly caused by the reduction of anthropogenic load and increase in ecological equilibrium of the territory.

Розглянуто необхідність створення інформаційної бази створення екологічних чинників використання земельних ресурсів. Проаналізовано проблеми використання земель сільськогосподарського призначення в умовах тотального зниження продуктивності та ступінь негативного впливу деградаційних процесів, а також їх вплив на сільськогосподарське виробництво. The analysis of increase of use of natural resources by man and its influence on self-reproduction of biosets is carried out. Advantages of ekologo-landscape land management in system of territorial planning of agricultural land tenure in comparison with traditional methods of the organization of territory are proved. The necessity of creation of information base of formation of ecological factors of use of land resources is considered. The adverse action of degradation processes and their impact on agriculture is analyzed.
