The level of education of PAUD teachers in Bogor Regency is still a lot of only junior high school or high school graduates, not meeting the National Education Standards, PAUD learning is still focused on learning to read and write arithmetic (calistung), assistance to institutions provided by the local government still does not meet the needs of the number of institutions existing PAUD. This study aims to determine the policy of the Bogor Regency Education Office in Improving the Quality of PAUD Education. This research approach with qualitative methods and data collection through observation, interviews, and documentation studies. The policy of the Bogor Regency Education Office in improving the quality of PAUD has been carried out to the maximum in the competence of its teachers by providing education and training as well as providing incentive assistance to honorary teachers although it is carried out in stages. The implementation of PAUD policies always synergizes and partners with organizations/institutions whose members are managers and educators. Obstacles in implementing policies in Bogor Regency are still constrained in human resources, namely the number of inspectors as PAUD supervisors is not balanced with existing PAUD institutions. The results of policy implementation in improving quality with the spread of Holistic Integrative PAUD in Bogor Regency. Keywords: Policy, Quality, PAUD Education.

How much influence is the strategy for improving the quality of education through meeting education standards and education personnel. The purpose of this study is to find and describe efforts to improve education standards and education personnel in schools in terms of: planning, implementing and supervising education, influencing, directing teachers and school staff in improving the quality of education. As stated in the National Education Standards (SNP) article 1 No. 17 of Law 20/2003 on National Education System and article 3 of Government Regulation No. 19 Year 20015 that: "Where SNP functions as the basis for planning, implementation and supervision of education at the level of education to realize a national education that is of good quality and aiming at guaranteeing the quality of national education in the framework of educating the life of the State and forming a dignified national civilization ". In expressing these things the writer uses a qualitative research approach. To extract data and information from informants, the authors used participant observation, in-depth interviews, and documents in the research data collection process. The research results revealed that; in meeting education standards and education personnel can influence teachers and school management staff so that what is done is aimed at school success and achievement, in order to improve the quality of education at SMP Negeri 1 Rambang Muara Enim Regency.

Financing education in schools is an important thing in effort to improve the quality of education. This study aims to (1) Planning financing strategies in improving school quality; (2) Implementation of financing strategies in improving school quality; and (3) Evaluation of financing strategies in improving school quality. The research approach used is qualitative research with a type of case study research. Data obtained through observation, interviews, and documentation in obtaining data. The stages carried out in the research are the stages of preparation, implementation, and reporting. Data were analyzed by analyzing data, compiling data, synthesizing, looking for patterns, finding out what was meaningful, what was researched and decided to be reported systematically. The results obtained from this study are (1) Planning strategies for improving the quality of Sambas 2 State Junior High School compiled and outlined in the form of RKS and RAPBS; (2) Implementation of financing strategies in Sambas 2 State Junior High School using economic unit strategies, donations of school committee funds and parents of students, submitting proposals to the government and school committees and BOS; (3) Evaluation of financing strategies in improving the quality of education in Sambas 2 State Junior High School is carried out through four stages: evaluation of results of activities for a year/semester and/or quarterly, evaluation of employee performance results through programs, evaluation carried out in accordance with organizational mechanisms, and evaluation analysis SWOT includes the results of internal and external analysis; (4) Evaluation of financing strategies at Sambas 2 State Junior High School is done by making school financial reports which are divided into several items according to the technical reporting guidelines. Based on the results of the study stating that the implementation of the quality improvement strategy through financing strategies at Sambas 2 State Junior High School has been running very well and is in accordance with the principles of financial management and the process of improving the quality of the institution.

The purpose of the  research is to describe the  strategy of the  Ministry  of Religious  Affairs in Improving the Quality  of Madrasah Aliyah Management in Seluma District. This type of research includes qualitative research. The subject of this study  was head of Seluma, Head of Madrasah and  principal. Instrument of data  collection using  obser- vation, interview and  documentation, Technique of data  analysis with qualitative data  analysis done interactively and progress continuously until complete, so that data  is saturated. The results of this study indicate that the strategy of the Ministry of Religious Affairs in improving the quality of Madrasah Aliyah management in Seluma Regency by improving the academic and  non  academic quality by meeting the 8 national education standards in accordance with the PP. 32Year 2013 which  includes content standards, process standards, equipment and  infrastructure standards, graduation competency standards, management competency standards, financing competency standards, competency standards of educators and  education personnel as well as assessment competency standards. Constraints experienced by the Ministry  of Religious  Affairs Seluma in improving the  quality of Madrasah Aliyah management such  as teachers and educators who have not met  the academic standards, still low ability to take advantage of IT, and  Infrastructure Inad- equate. The purpose of this study was to determine 1) the condition of the existing SMP potential in achieving the National Education Standards (SNP), 2) analyze the gap / gap between the real conditions Potential SMP with National Education Standards, 3) formulate an implementation strategy of the National Education Standards to Potential Junior High School. The unit of analysis in this study is 6 Potential Secondary Schools in the city of Bandung, which are in cluster 1 (1 Junior High School), cluster 2 (2 Junior High School) and cluster 3 (3 Junior High Schools). The results showed the level of the gap between the real conditions Potential Secondary Schools in Bandung with National Education Standards are as follows: standard financing is the largest gap compared with other standard is 59.2%. The next largest gap in a sequence is the standard of infrastructure (46.1%), the standard process (39.6%), the standard assessment (29.7%), teachers and education personnel standards (25%), the standard management (23.3 %), content standards (23.2%), and the smallest value of the average gap is competency standards (11%).

By having a challenge to escalate quality at course and training institutions (LKP) which is appropriate to 8 National Education Standards, it is necessary to have an approach related to managementfunctions; planning, implementation, evaluation and improvement on institution management related to quality. Due to that reason, Plan Do Check and Act (PDCA) approach is implemented toward courseand training institutions. Problem statement proposed is in what ways Plan Do Check and Act (PDCA) approach can escalate effectiveness in supervising the quality control at course and training institutions.The objective is to describe the implementation of PDCA approach at the institutions. The method used is a qualitative descriptive approach by conducting data observation to collect the data, interviews, andsome related literature. PDCA approach which is useful for supervisors, can be used as work patterns, to implement quality changes, measure them, and improve the quality sustainably. Activities run by supervisors as quality controllers are making a commitment together with managers, planning, implementing, and assessing. The purpose of this activity is to provide training courses for workshop and training of automotive mechanics and to grow the entrepreneurship spirit, helping government program in overcoming unemployment. The methods used are lectures, questions, discussions, demonstrations and practice exercises. The benefits of this service are; The participants get the knowledge and mechanical skills otmotif, Lecturer can implement one tri Dharma Higher Education, for the local government the formation of qualified candidates. This activity was held in West Labuhbaru Village, Payung Sekaki Sub-district, followed by 15 participants, 1 elementary school graduate, 7 junior high school graduates and 7 senior high school graduates. This activity begins by gathering participants in the West Labuhbaru Village hall as a training ground. The results of community service activities in outline include the following components; 1). The success of the target number of trainees. 2) Achievement of training objectives 3) Achievement of material targets that have been planned 4). The ability of participants in the mastery of the material. Target trainees as planned before 10 people. In the implementation, this activity was attended by 15 participants. Thus it can be said that the target participants reached 100%. Improving the quality of human resources (HR) is a need that can not be bargained again, especially in the face of changes and developments in the field of science and technology so rapidly. This need will be felt even more when entering the era of globalization which is highly oriented to the quality of human resources according to Busro. As it is known, the globalization of information and communication has the potential to improve human resources. The need for learning to a minimum need to be improved in isolated communities through original values ​​that have been established and are rooted in people’s lives. Local knowledge or local wisdom must be included in the education curriculum as a source of innovation and skills that can be empowered for the welfare of society. Every educational process essentially is an effort to direct and mobilize two forces; on the one hand the power to preserve and on the other hand the power to advance. Fulfilling the rights of citizens to obtain educational services, especially 9-year of basic education, the Indonesian Ministry of National Education develops two channels of education, namely education through schools and non-formal education. Non-formal education consists of package A (equivalent to elementary school), package B (equivalent to junior high school), package C (equivalent to senior high school) and various life skills. A non-formal education is more flexible than formal education in terms of curriculum, time, place, students and educators. A non-formal education is one of the alternatives because it does not undermine the activities of students to learn and to pursue real life in their environments.

This study aims to examine the implementation of academic quality assurance, as well as the strategies and models used in improving academic quality assurance in the Islamic Senior High School of Surabaya and Islamic Senior High School of 2 Malang. This study used a qualitative approach with a multi-site research design. Based on the results of the research that has been done, it is concluded that the implementation of academic quality assurance in the process of implementing education at Madrasahs has been carried out well in improving the quality of learning, academic achievement, and competitiveness of these madrasah graduates. The implementation of quality assurance can be done using the first strategy, the leadership has given trust and responsibility in implementing management guidelines, second, the madrasah activity program is socialized intensively, and third, the preparation of learning tools that are carried out collaboratively. Overall, the implementation of madrasah academic quality assurance has been carried out according to national education standards.
