" The paper deals with the role and importance of the code of academic ethics as a tool of education and management in modern educational environment, it also reviews the challenges associated with development and introduction of the code in the academic environment. The outcomes of the study of the procedure of developing and introducing the code of ethics in HEI’s management are presented as the main document underlying the formation of corporate culture in any educational institution. The study was based on the results of surveys on Code of Ethics in Academic Environment conducted among the staff and students of Public Administration Academy of RA, and The Effects of the Current Emergency Situation on the Daily Tasks of the Staff of Armenian Scientific and Educational Organizations. The analysis of the attempts to create a Code of Ethics allows one to conclude that although such codes are needed as regulators of relationships among all participants of educational process, there are no unified approaches or suggestions for their formation. The analysis has revealed that the legislation on education in Armenia is lacking provisions on code of ethics or ethic rules: the imperfection of mechanisms of applying these provisions is obvious. Legal provisions related to regulation of ethical dilemmas as well as building efficient framework for their supervision need to be developed. It is worth noting that the Draft Law on Higher Education and Science has added a number of provisions to be addressed in this article."

The article is devoted to the issues of conflict interaction in the “pupil – teacher” system in an educational institution. The purpose of the article is to consider the voiced problem through the prism of a socio-pedagogical approach, taking into account not only the state of society, but also the educational potential of the family, as well as the structure of the class team and the personal age characteristics of schoolchildren. Special attention has been paid to the negative side of the conflict, which affects the weak psyche of the pupil, as well as the mental health of the teacher, which ultimately worsens the psychological comfort at school and interferes the educational process. It has been shown that in conflict situation teacher`s behavior in most cases relates to such types of response as “repressive measures” and “ignoring the conflict”. In conflict situations in the “pupil – teacher” system, teachers use external suppression, as well as apply sanctions. Conflicts in the “pupil – teacher” system from the point of view of age characteristics of schoolchildren have been considered. The article is intended for employees of educational organizations and those interested in conflict issues.

The issues of determining the subject of the code of ethics of a higher educational institution, identifying its legal characteristics, as well as the particularities of applying this regulator of relations are yet to be studied in Russia. In order to fill the gap in legal knowledge, we have made an attempt, starting with the analysis of the ethics of education in the broad sense, to generalize the Russian and foreign experience in adopting and applying codes of ethics and offer a modern vision of the essence and regulatory function of ethical codes in the practice of educational institutions. The study was conducted using general scientific and special methods of cognition: logical, functional, systemic-structural, methods of generalization, synthesis, induction, and deduction. Certain material conclusions are made based on the sociological research method. The code of ethics of a higher educational institution is a code of conduct for a good faith participant in the educational process. The code is a compromise between different types of ethics: that of a teacher and a student, of a student and an administrative employee. In this regard, the process of discussing specific practical cases and reflection in the code of effective scenarios of interaction between the parties in critical situations are of particular value. In their legal essence, codes of ethics are normative acts, but traditionally they are not regarded as legal acts, as they are adopted by bodies of professional communities and are not often supported by the power of state coercion.

The article is substantiated the practical aspects of the formation of IC-competence of the future master of public administration (for students of the second (master's) level of higher education of the educational-professional program 281 Public administration and administration. State educational policy) in terms of informatization of higher education; the role of Google services (for example, Google Classroom, Google Docs & SpreadSheets, Google Forms, Google Calendar) in the formation of IC-competence of the future master of public administration is revealed; their characteristics are outlined: 1) saving money on the purchase of software; 2) reducing the need for specialized classrooms, as in any classroom you can organize a modern educational process using laptops and wireless network; 3) the ability to perform many activities, monitor and evaluate student achievement online; 4) openness of the educational environment for those who teaches (teacher) and those who studied (student); examples of pedagogical using of elements of Google services for the formation of IС-competence of the future master of public administration in higher education institutions in the process of studying the discipline (educational component) "Management of the IT-structure of the educational institution".

Statement of the problem. Article presents an overview of theoretical positions and studies devoted to the formation of students’ motivation, considered as certain human actions aimed at achieving a goal, as well as being one of the conditions for successful self-organization. The purpose of the article is to characterize the features of the motives of educational activity among students from cadet schools and Mariinsky female gymnasiums, depending on the level of self-organization. Research methodology. Theoretical and methodological basis of research includes the following approaches: a systematic approach: the principle of consistency, the principle of development (L.I. Antsyferova, B.A. Drummers, I.V. Blauberg, B.F. Lomov, E.G. Yudin, etc.), activity-based approach: the principle of determinism, the principle of unity of consciousness and activity (K.A. Abulkhanova, A.G. Asmolov, L.S. Vygotsky, A.N. Leontiev, V.D. Shadrikov, etc.), and subject-developmental approach: the principle of balance between individual and the public (a. Adler, A. Maslow, K. Rogers, K.A. Abulkhanova, S.L. Rubinstein, E.A. Sergienko, L.V. Slobodchikov, etc.). The study involved 920 students of the cadet and female gymnasium education system of the Krasnoyarsk Territory aged 12 to 17. The research was based on the regional state educational organizations with the specialized name “cadet (sea cadet) corps” and the regional state educational organizations of the Mariinsky female gymnasium, as well as the regional state autonomous educational institution “Regional boarding school for work with gifted children “Cosmonautics School”. We used the following for diagnostics: the “Methodology for diagnosing the type of school motivation” in high school students by E. Lepeshova, and “Methodology for diagnosing personal time disorganizers” by O.V. Kuzmina. Statistical data processing included comparison of samples and analysis of the interdependence of features. To compare the samples, the Mann Whitney U-test was used, the correlation analysis was based on the calculation of the Spearman correlation coefficient. Research results. The key reasons leading to unproductive organization of the activity of students in cadet schools and Mariinsky gymnasiums are emotional tension and emotional apathy. Organizational disorganizers associated with the lack of skills in planning, setting priorities, ability to work on one problem for a long time, desire to postpone duties. Internal motives of learning related with knowledge, self-development, self-realization are noted in a small number of students. There is a high level of motivation associated with awareness of social need for education, prestige of education in a family, with approval of parents. The motives associated with the approval of teachers, classmates, and the prestige of studying in the classroom are mostly presented at a low level. The value-semantic disorganizers of time and emotional apathy have direct interrelationships in all other parameters of personal disorganizers. Conclusion. Understanding the interrelationships of the parameters of personal time disorganizers and the key motives of adolescents will increase the overall level of self-organization among students and help competently organize psychological work during the educational process in closed educational institutions.

The article substantiates the importance of communicative competency for a modern professional, the professional activity of a teacher and specifically a preschool teacher. The results of studying individual components of communicative competency among teachers of preschool educational organizations are presented. The deficiencies in its development are highlighted and the possibilities of the educational process in a higher educational institution and methodological support in a preschool educational organization in the development of this competency are shown.

The paper presents an attempt to articulate the link between the notions of «interculturalism», «internationalization», «collaborative online international learning» as a new educational paradigm enhancing intercultural competence of all actors of educational process within jointly established multicultural academic environment. The focus of empirical research is centered on the «internationalization-at-home» paradigm, which is viewed as the nexus of international and intercultural dimensions integrated into formal, non-formal, and informal learning with the application of digital teaching formats such as international virtual exchange and virtual mobility projects, etc. The analysis has been conducted with regard to the internationalisation process at Slovak higher education based on the empirical data provided by online open platforms of Commenius University in Bratislava, Slovak Republic. The collected data have showed that the enhancement of interculturalism in higher education should be aimed at developing more of an education for all in the spirit of recognizing the differences that exist within the same society, and less an education for different cultures, which would involve isolation of cultural groups. Among the results of the research the ways of achieving interculturality at higher educational institution are highlighted, such as: simultaneous learning of at least two foreign languages; integration in twinning European programmes; obtaining scholarships for academic mobility (including virtual one), etc.

The specifics of professional burnout of teachers engaged, in addition to their direct pedagogical activities, in the administration of their educational organizations are studied. The relevance of the raised research problem is determined by the significant socio-economic and political changes taking place in the modern education system: its intensive modernization and the introduction of innovative technologies in education have an impact not only on the content side of the educational process but also on its organization. The implementation of these innovations falls on the shoulders of the administrative and managerial personnel of schools, demanding huge emotional, intellectual and mental costs from the latter. The purpose of this study was to identify the characteristics of professional burnout and its symptoms in administrative and managerial personnel of educational organizations in relation to the severity of their psychological defenses and personality motivational profile. The sample was composed of 75 teachers (54 women, 21 men) in the position of school deputy director for studies and educational work. Their administrative work experience in an educational organization ranged from 1 to 23 years, the average age was 37.5 years. The study used a set of valid and reliable psychodiagnostic methods, including The Maslach Burnout Inventory (MBI) Questionnaire by Ch. Maslach and S.E. Jackson (adapted by N.E. Vodopyanova), The Life Style Index (LSI) by R. Plutchik, H. Kellerman and H.R. Conte (adapted by E.S. Romanov and L.R. Grebenshchikov) and Diagnosis of the Motivational Structure of Personality by V. Milman. The correlation analysis revealed that among teachers who additionally occupy in an educational institution, professional burnout is interconnected with the manifestation of psychological defenses of suppression, projection and intellectualization. Also, a relationship was established between professional burnout and a decrease in motivation for communication, general activity, creative activity and social usefulness of activities. The revealed specifics of professional activity and burnout of school deputy directors as well as the characteristics of their strategies for overcoming crisis situations in professional activity under conditions of changes and uncertainties open up opportunities for us to develop and implement programs on preventing professional burnout in this category of teachers and providing psychological support for their professional activities.

The article points to the effectiveness of social and educational partnership in the management of a modern educational institution and its importance in the process of forming a positive image. Emphasis is placed on the urgency and importance of the issue of the positive image formation of the mountain school, which provides educational services to the population in mountain regions of the Ukrainian Carpathians. The formulation of the goals of the article is to outline the socio-cultural orientation of the state and public administration of an innovative educational institution in the Ukrainian Carpathians region through the prism of social and educational partnership. The author defines community and education partnership as one of the important indicators of the effectiveness of public administration, and argues that it is impossible to create a quality educational space in a mountain educational institution without a partnership, which sets the ground for a positive school image. It is emphasized that the formation of a positive school image is a process of a sustainable image modelling on the basis of available socio-cultural resources. Its formation helps to increase competitiveness, attract additional investment, establish new and expand current partnerships, provide autonomy in management decisions. A holistic analysis of the organizational and theoretical foundations of social and educational partnership and the peculiarities of forming a positive image of a modern educational institution in mountainous areas is presented. The sustainable positive image of the school today can be seen as an important indicator of teamwork and corporate culture, and an additional resource for management and development. It is noted that positive image of the educational institution is the optimal indicator of the professional level of the teaching staff, contributes to the development of a qualitative assessment of their prospects and professionalism. The article focuses on the ethical issues of distance learning as a challenge faced by education during the COVID-19 pandemic. The author considers the moral and value aspects of distance learning at different levels - from problems of an international nature to individual communication between teacher and student. The range of problems related to the ethical component of distance learning is quite wide: digital inequality, digital literacy, pedagogical relations between "digital aborigines" and "digital immigrants", features of the use of digital material, etc. The author demonstrates the ambiguity of the problems that arose in the era of the pandemic. Thus, on the one hand, distance education requires a complete transition to digital format, on the other - both sides of the educational process are not ready for this format, because they do not have the necessary technical knowledge. Ethical issues are often financially related, such as addressing digital inequality or digital literacy. The article emphasizes that the digitalization of education requires a high level of responsibility and trust from all participants in the educational process. The most important condition of ethical behavior is awareness of digital etiquette and the effectiveness of penalties for its violation or incentives for its observance: compliance with ethical standards is a fundamental condition for success in the format of distance learning. At the same time, this requires first of all the development of distance learning principles and a corresponding code of ethics at the level of a specific educational institution.
