The article contains a historical and legal analysis of the formation of the right to housing in the context of the formation of the legal system of the Soviet state in the period 1917-1922. As a result of rule-making during the period of the policy of "war communism", the right to housing was represented by its content: the restriction of the right of ownership of residential premises, the creation of a system of rationing and distribution of living space and the class principle of housing policy. Under the influence of the new economic policy, the principles of the right to housing were supplemented with provisions on the continuity of pre-revolutionary law, the permission of individual construction on the right of development, the provision of public services on a paid basis.

The article gives a brief description of the main provisions of the new economic policy of the Soviet state, which had a significant impact on the criminalization of economic relations taking shape in the Soviet state of the period under review. The increase in the number of economic and official crimes, as well as the low efficiency of the investigation of crimes, put before law enforcement agencies a serious task to improve investigative activities. Based on the study of the unique works (1926, 1928 and 1931) of the forensic scientist V. I. Gromov, the conclusions are drawn and the most significant recommendations are given, which have not only historical value, but practical value for improving the practice of investigating economic crimes at the present stage.

Examined is the historical experience of our country, which in the difficult post-war years took the path of transformations and reforms, later they became an impetus for progress and development. The aim of the article is to identify the reasons, conditions, results and results of economic transformations during the NEP period. Highlighted are the main areas of activity of the Soviet state in the framework of economic reforms during the NEP period. In the process of writing the article, the historical-theoretical method was used. In addition, general scientific methods were applied, i.e. analysis, synthesis, comparison, generalization, the method of an integrated approach and others. This article analyzed the economic reforms carried out by the Soviet state during the New Economic Policy and summed up the results of these reforms. In addition, the factors influencing economic transformations were identified, and the successes and failures that the Bolshevik authorities had to face on the path of economic reforms during the NEP were considered. The authors conclusion is made, that the results of the New Economic Policy include the emergence of financially independent enterprises, overcoming the state budget deficit, the formation of the ruble as a hard convertible currency and the formation of the Soviet credit system. At the same time, the NEP was characterized by the rejection of the harsh methods of war communism and attempts to establish market relations. However, the bureaucratic leadership, which did not accept this relationship, remained.

We analyze the historical regulatory framework of the activity of pricing and conflict commissions of the early Soviet period, which existed during the period of the new economic policy. The relevance of the study lies in the fact that the quasi-judicial activity of pricing and conflict commissions is poorly studied, in this regard, the study of the quasi-judicial functions of pricing and conflict commissions is of historical importance, and also has parallels with the practice of modern labor dispute commissions. The aim of the work is to study the activity of pricing and conflict commissions during the period of the new economic policy with the study of the first Soviet regulatory documents, as well as the reconstruction of their history on archival materials of the Tambov Governorate. The research methods were the formal legal analysis of historical and legal acts of the Soviet era: a comparative analysis of the powers and activities of quasi-judicial bodies and people’s courts. Conclusions are drawn about the full formal conformity of the judicial process in modern world courts and historical quasi-judicial bodies that resolved labor disputes in the 1920s, the hierarchy of these bodies and the regulatory legal framework of their activities, as well as their integration into the system of Soviet public authorities, were reconstructed. We analyze the principles of the judicial process implemented in the activities of the commissions, such as the principles of openness, transparency, equality of parties.

It has been an article of faith in Mandelstam studies that he conceived an early antagonism for Soviet life and became an outcast. This chapter surveys the political language of journalism and poetry from 1918 until the collision with Stalin in 1934. Combining literary analysis, biography, and a forensic survey of his publishing record, it analyses his ideological positions. The profile of the writer in this revisionist account is of commitment to cultural revolution and professional involvement. In the late 1920s as the Proletarian movement and class warfare became entrenched, he sought to establish his credentials as a writer ‘made’ by the revolution, courting controversy at the end of New Economic Policy with views on state-sponsored translation as a tool of progress. His defence of expertise as the right means to enlighten cut across political trends, leading to a clash with fellow writers and Stalin.

The change of labour relationship in agriculture,the period of the new economic policy have been analyzed in detail. The process of agrarian reforms in the country aimed at transformation of peasant community into a part of a state system as well as state policy concerning villages have been considered.

The issue of justice in housing is rarely discussed in political philosophy. Yet, housing crises such as that currently faceSd by the UK highlight the importance of work in this area. In this article, I address the issue of housing justice by defending a basic right to housing. The right is in the first instance specific to a particular context, that of a Western liberal society. I defend a positive right to exercise a set of property rights called ‘lease rights’ over a self-contained living space of a certain standard, for a minimum term of 3 years. An important feature of this right is that it is a right to live alone. Where individuals have to live in communal housing because they lack the resources to do otherwise, their basic rights are violated. The account provides a distinctive understanding of how a government’s housing policy can fail its citizens.
