В статье изложены результаты полевых социологических исследований по проблемам оценки горожанами градостроительных проблем и городской среды в г. Тамбове в 2008 и 2020 гг. Показано, что количественный состав жителей г. Тамбова в последние 30 лет остается стабильным, при возросшем жилищном фонде за это время на 1 жителя с 14,1 м до 29,6 м. Из 75 городов России г. Тамбов находится, на основании мнений тамбовчан, на 36-м месте по качеству жизни. Актуальность статьи обусловлена научным интересом к проблеме взаимодействия горожан со средой обитания и формирования комфортной городской среды. Целью статьи является срез субъективного мнения горожан о градостроительных проблемах и условиях формирования оптимальной среды проживания. По результатам опросов установлены основные негативные факторы городской среды, в частности, плохая экология, отсутствие благоустройства. Названы предпочитаемые и нежелательные районы города для проживания. На основе ответов респондентов сформирован «социальный заказ» по оптимизации городской среды, решению градостроительных проблем. Показано, что приобщение населения к решению городских проблем повышает социальную ответственность горожан за создание комфортной среды проживания. На основании эмпирического исследования делается вывод о том, что для создания благоприятной городской среды обитания в самих горожанах должны появиться градостроительное сознание и культура с человеческим измерением. The paper presents the results of field sociological research on the problems of assessing urban planning problems and urban environment in Tambov in 2008 and 2020. The research shows that the quantitative composition of Tambov inhabitants in the last 30 years remains stable, but the housing stock during this time increased from 14.1 m to 29.6 m per inhabitant. Tambov is ranked 36th out of 75 cities in Russia in terms of quality of life according to the opinions of Tambov residents. The relevance of the publication is due to the scientific interest in the sphere of interaction of citizens with the environment and comfortable urban environment formation. The purpose of the paper is to analyze the subjective opinion of residents about urban planning problems and the conditions of optimal living environment formation. Based on the results of the polls the main negative factors of the urban environment were identified, in particular, poor ecology, lack of landscaping. Preferred and undesirable areas of the city for living have been named. Based on the respondents' answers, a “social order” was formed to optimize the urban environment and solve urban planning problems. The authors suggest that involving the citizens in solving urban problems increases their social responsibility for creating a comfortable living environment. The empirical research allows us to think that in order to create a favorable urban environment, urban planning consciousness and culture with a human dimension must appear among townspeople. In this article according to sociological surveys, we have broadly subjectively revealed and assessed the quality of life of respondents in the non-production fixed assets of social consumption in Tambov.

Resumen: El crecimiento de la población en las zonas urbanas es una dificultad que se genera a nivel mundial y que requiere de tácticas que permitan contrarrestar sus efectos. Las ciudades inteligentes son vistas como una excelente solución a esta problemática ya que genera soluciones viables al apoyarse en la tecnología para gestionar diversos aspectos dentro de los que se incluye el entorno urbano. Este trabajo presenta una revisión de investigaciones que involucran la gestión urbana dentro de las ciudades inteligentes. Analizando el papel que cumple la gestión urbana dentro las ciudades inteligentes, lo que nos muestra que la gestión urbana apoyada de las TIC coopera visiblemente en la conformación de las ciudades inteligentes logrando mejorar la calidad de vida de sus habitantes. ___Palabras clave: ciudad inteligente, gestión urbana, planificación urbana, TIC. ___Abstract: Population growth in urban areas is a wordwide-generated difficulty and requires of tactics to counteract its effects. Smart cities are seen as an excellent solution to this problem, because they generate viable solutions to rely on technology to manage various aspects within which the urban environment is included. This paper presents a review of research involving urban management in smart cities. Recreational areas of Voronezh require urban optimization to create comfortable living conditions for citizens by the reason of physical and moral wear of elements of amenities and plantings. The purpose of this paper is to analyze and evaluate plantings on the Deputatskaya street in optimizing the urban development and the landscape-planning structure for the scientific justification for the creation of adaptive landscaping systems. The research algorithm includes the sequence and parallelism of activities for conducting complex analytical processes, field and cameral works, and a model-concept of the territory improved according to the principles of urban optimization.The paper discusses the results of architectural principles for optimizing recreational area using urban planning methods. The main conceptual approaches are identified. It is shown that preproject activities for the development of adaptive, kind of statement hypothesis involving the interconnected solution of urban planning problems, identifying potential key objects, building targeted walking routes as well as determining the tourist function, the geographical boundaries, etc., such optimization can significantly improve the level and quality of life in the city.The article discusses the results of architectural principles for optimizing the structure of recreational territories by urban planning methods. The main conceptual approaches are identified. It has been established that pre-project activities for the development of adaptive, a kind of statement (hypothesis), involving the interconnected solution of urban planning problems, identifying potential key objects, building targeted walking routes, as well as determining the tourist function, the geographical boundaries of the object, etc., such structuring can significantly improve the level and quality of life of the population of the city.

The author considers the development of a comfortable urban environment in Russian cities. A direct relationship between the development of urban spaces and their impact on urban residents is revealed. The results of sociological research related to the implementation of projects aimed at improving the quality of life and creating a comfortable urban environment are analyzed. The article concludes that the timely and rational implementation of projects aimed at creating a comfortable urban environment can change the life and ways of cities of all types. At the same time, the development of information technologies will lead to the formation of a new economic model of the city, as well as a completely new social community.

Cerebrovascular diseases are a problem of the world today, and according to the forecast, the problem of the near future arises. The main risk factors for the development of ischemic disorders of the cerebral circulation include oblique and aging, arterial hypertension, smoking, diabetes mellitus and heart disease. An effective strategy for the prevention of cerebrovascular events is based on the implementation of large-scale risk control measures, including the use of antiagregant and anticoagulant therapy, invasive interventions such as atheromectomy, angioplasty and stenting. In this connection, the efforts of neurologists, cardiologists, angiosurgery, endocrinologists and other specialists are the basis for achieving an acceptable clinical outcome. A review of the SF-36 method for assessing the quality of life in patients with the effects of transient ischemic stroke is presented. The assessment of quality of life is recognized in world medical practice and research, an indicator that is also used to assess the quality of the health system and in general sociological research.

Background: The analysis has involved social interactions in a multicultural environment. The social context has been defined by the Vilnius region (Lithuania), where national, religious, and cultural differences exist across generations (multicultural community). The space of “social relationships”, as one of the modules of the WHO quality of life assessment, has been studied. An innovation of the research has been related to the analysis of the phenomenon of community of nationalities and cultures as a predictor of quality of life (QoL). The social motive of the research has been the historical continuity (for centuries) of the construction of the Vilnius cultural borderland. Here, the local community evolves from a group of many cultures to an intercultural community. Interpreting the data, therefore, requires a long perspective (a few generations) to understand the quality of relationships. We see social interactions and strategies for building them as a potential for social QoL in multicultural environments. Methods: The research has been conducted on a sample of 374 respondents, including Poles (172), Lithuanians (133), and Russians (69). A diagnostic poll has been used. The respondents were adolescents (15–16 years). The research answers the question: What variables form the interaction strategies of adolescents in a multicultural environment? The findings relate to interpreting the social interactions of adolescents within the boundaries of their living environment. The description of the social relations of adolescents provides an opportunity to implement the findings for further research on QoL. Results: An innovative outcome of the research is the analysis of 3 interaction strategies (attachment to national identification, intercultural dialogue, and multicultural community building) as a background for interpreting QoL in a multicultural environment. Their understanding is a useful knowledge for QoL researchers. The data analysis has taken into account cultural and generational (historical) sensitivities. Therefore, the team studying the data has consisted of researchers and residents of the Vilnius region. We used the interaction strategies of adolescents to describe the category of “social relationships” in nationally and culturally diverse settings.

The study reveals the aspects that defi ne the concept of “lifestyle”, including the main categories: standard of living, lifestyle, quality of life and lifestyle. Insuffi cient knowledge of the mutual infl uence of people’s “lifestyle” on the typological structure of apartments and residential buildings, on the quality of the urban environment is emphasized. The infl uence of the level of urbanization of the city territory on the characteristics of the “urban lifestyle” is considered. Problematic issues are raised related to the debate on the relationship between building density and comfort and the quality index of the living environment. The main directions of fundamental research in the fi eld of architecture, aimed at the development of new types of buildings, are touched upon. The emphasis is made on the methods of using high-rise buildings for the humanization of the urban environment and the formation of a modern “compact city”.

The article provides the assessment of the quality of life of the population resident at the radioactively contaminated areas of the Yemilchyno, Malyn, Korosten, Narodychi, Olevsk, Luhyny and Ovruch raions of the Zhytomyr region. The basis for the study and assessment of the quality of life of the population of radioactively contaminated administrative raions of the Zhytomyr region were the statistical data of the Main Directorate of Statistics in Zhytomyr Region, the Health Directorate of Zhytomyr Region State Administration, as well as our own results of a sociological survey. It was established that for the period between 2002 and 2018, the population of radioactively contaminated areas decreased by 24.7% (maximum values are representative of Malyn and Korosten raions). Natural population decline rates in rural settlements exceeded the corresponding values for urban settlements from 1.4 (Malyn raion) to 13 times (Olevsk raion). There is also the aging of the population, the largest share of the elderly (65 years old and older) - 21.7% and 20.8% are resident in the Korosten and Narodychi raions. The values of birth rates (7.5 (Ovruch raion) - 13 (Olevsk raion) per 1,000 of present population) did not have a positive effect on the demographic situation as a whole because of the high mortality rate exceeding the birth rate by 1.1 (Olevsk raion) - 2.9 times (Malyn raion). The main causes of death are diseases of the circulatory system (75.4%), cancer (10%) and external factors (7.3%). It was noted that there is a deterioration of the health of the local population; they pointed out that diseases related to the ChNPP accident include cardiovascular diseases, diseases of the circulatory, nervous and endocrine systems, diseases of bones and joints, headaches. The living conditions of the population resident at the radioactively contaminated areas of Zhytomyr region are unsatisfactory, which is confirmed by both objective data and subjective assessments of the residents themselves. The housing stock is outdated and it needs renovation. In order to improve the quality of life of the population of radioactively contaminated territories in the Zhytomyr region, it is necessary to reform the state policy, to provide financial support for their revival and creation of normal living and reproduction conditions for the population.

O presente artigo tem como objetivo aprofundar o debate acerca da emergência do tema da qualidade de vida vinculado ao meio urbano e de suas possibilidades para o planejamento urbano. De caráter exploratório, através de pesquisa bibliográfica e documental, o artigo procura delimitar marcos conceituais sobre a qualidade de vida e sua relação com um novo modelo de planejamento urbano a partir do paradigma do desenvolvimento social e de diretrizes do Estatuto da Cidade (2001), além de discutir formas de operacionalização desse conceito tendo como base algumas experiências de construção de sistemas de indicadores de qualidade de vida urbana no Brasil. Como resultados, evidencia-se que a preocupação com a qualidade de vida tem sido expressão recorrente nos debates sobre o presente e futuro das cidades, ganhando espaço e legitimidade a partir de um esforço de delimitação conceitual e de instrumentos para sua mensuração, destacando a contribuição de indicadores georreferenciados para melhor compreensão de desigualdades intraurbanas em diversas áreas. Acredita-se que a incorporação dessa discussão ao planejamento urbano pode contribuir de maneira significativa para pensar e operacionalizar instrumentos que auxiliem no direcionamento de ações e efetivação de políticas públicas para melhoria das condições de vida da população. Palavras-chave: Planejamento Urbano; Indicadores; Qualidade de vida.   GEOREFERENCED INDICATORS OF URBAN QUALITY OF LIFE: possibilities for urban planning  Abstract  This article aims to deepen the debate on the growth of the quality of life theme linked to the urban environment and its possibilities for the urban planning. With exploratory character, through bibliographical and documentary research, the article seeks to define conceptual frameworks on the quality of life and its relationship with a new urban planning model from the social development paradigm and the “City Statute” guidelines (2001), besides discussing ways of operationalizing this concept, basing on experiences of previously existing systems of urban quality of life indicators in Brazil. As a result, it is clear that the concern for quality of life has been a recurring point in discussions regarding the present and future of cities, gaining ground and legitimacy from efforts of conceptual delimitation and tools for its measurement, highlighting the contribution of georeferenced indicators for a better understanding of intra-urban inequalities in many areas. It is believed that the incorporation of this discussion into urban planning can contribute significantly to think and operationalize instruments that can help to direct actions and execution of public policies to improve the living conditions of the population. De carácter exploratorio, a través de la investigación bibliográfica y documental, el artículo busca definir los marcos conceptuales de la calidad de vida y su relación con un nuevo modelo de planificación urbana desde el paradigma del desarrollo social y las directrices del Estatuto de la Ciudad (2001), además de discutir maneras de hacer operativo este concepto basado en algunas experiencias en la construcción de sistemas de indicadores de calidad de vida urbana en Brasil. Como resultado de ello, es evidente que la preocupación por la calidad de vida ha sido una expresión recurrente en los debates sobre el presente y futuro de las ciudades, ganando terreno y legitimidad a través de esfuerzos de delimitación conceptual y herramientas para su medición, destacando la contribución de indicadores georeferenciados para una mejor comprensión de las desigualdades intra-urbanas en muchas áreas. Se cree que la incorporación de esta discusión a la planificación urbana puede contribuir significativamente a pensar y operar instrumentos que ayudan a dirigir las acciones y ejecución de políticas públicas para mejorar las condiciones de vida de la población.
