The article presents the results of a study of innovative technology on improving the rationing of diesel fuel consumption on rolling stock in the railway industry. As an object of research, fuel consumption was studied on a Automotrisa diesel editing - ADE-1, which is used in the electrification and power supply facilities of the Transenergo Directorate. Motorized carriage loading transport (MLT – 6), which is used in the economy of the track. On the basis of a number of regulatory documents of the Russian Railways company, the Samara State University of Railway Transport was entrusted with the analysis of the efficiency of fuel consumption of SSPS on these types of rolling stock at one of the railway landfills. The special self-propelled rolling stock of the Russian Railways company was studied as an object of research. The method of forming fuel consumption standards by identifying the actual values of fuel consumption and indicators of rolling stock operating modes is considered. The statistical methods used in the research allow us to set the rate of consumption in the range of 8% of the actual flow rate. Based on the use of the obtained fuel consumption rate, a method for identifying and evaluating the level of unauthorized fuel overspendings (draining) is provided.

Digital transformation in the railway industry is an important element in the development of railways and should benefit commuters, railway operators, infrastructure managers and rolling stock manufacturers. The process of digitization applies to two domains, i.e. customer service and railway companies’ operation. This paper aims to present previous eff orts regarding the use of digital technologies in customer relations and in the field of operations and maintenance, which translates into the quality of services provided. This paper highlights important concepts of this domain with respect to passenger and freight transport, infrastructure, railway rolling stock and railway traffic management. It is also argued that the process of digitization needs properly trained staff . Examples of innovative initiatives of Polish and European railway companies are covered. Purpose. The aim of the article is defining the principles of strategic management of the development of railway enterprises in the context of future changes in the railway industry. Methodology of research. The theoretical and methodological basis for the study of strategic management in the railway industry is considered on the basis of the experience of domestic scientists. A comparative analysis of the dynamics of a number of indicators was carried out during the study, such as: the number of carried passengers, volumes of freight transported by rail, etc. The following methods are used: analytical – when considering scientific papers and strategies used in railway transport; graphical method – to reflect the developed generalized model of strategic management of JSC “Ukrzaliznytsya” activity; abstract and logical – in summarizing and formulating conclusions. Findings. The current state of the railway transport enterprise – JSC “Ukrzaliznytsia” is analysed, which allowed to evaluate the results of its activity and to identify a number of problems of strategic nature: long-term negative dynamics of cargo transportation; depreciation of fixed assets, especially rolling stock and infrastructure; low competitiveness in the European market; imperfect information support; poor adaptability to dynamic environmental conditions and the like. A generalized model of strategic management of JSC “Ukrzaliznytsya” activity was developed based on systematization of data presented in the Strategy of JSC “Ukrzaliznytsia” for 2019-2023. Originality. Problems and key factors that will influence the effective implementation of the JSC Strategy “Ukrzaliznytsia” for 2019-2023 are identified. Practical value. The conducted analysis of the results of the activity of JSC “Ukrzaliznytsia” in 2017–2018 allowed us to highlight the significant achievements and problems of the enterprise in need of solution. It is determined that the strategic guidelines for the activity of the railway transport company should be formed in the context of achieving its mission, taking into account the interests of the stakeholders and respecting corporate values. Over the decades, more attention has been paid to emissions from the means of transport and the use of different fuels and combustion fuels for the operation of internal combustion engines than on fuel consumption. This, in turn, enables research into products that are said to reduce fuel consumption. The report summarizes four studies of fuel-related innovation products. The studies covered by this report are conducted with diesel fuel and usually contain diesel fuel and three additives for it. Manufacturers of additives are based on already existing studies showing a 10-30% reduction in fuel consumption. Comparative experimental studies related to the use of commercially available diesel fuel with and without the use of additives have been performed in laboratory conditions. The studies were carried out on a stationary diesel engine СМД-17КН equipped with brake КИ1368В. Repeated results were recorded, but they did not confirm the significant positive effect of additives on specific fuel consumption. In some cases, the factors affecting errors in this type of research on the effectiveness of fuel additives for commercial purposes are considered. The reasons for the positive effects of such use of additives in certain engine operating modes are also clarified.

Introduction. The article presents the results of a survey of employees of the railway industry and volunteers of various professions on their attitude to the possibility of employment of women as a locomotive driver and assistant driver. The aim of study is to determine the socio-psychological aspects of allowing women to work as a driver and assistant driver of an electric train among employees of various professions, including in the railway industry. Materials and methods. Anonymous online survey conducted among 112 people: 60 women aged 29.9±7.9 years (from 19 to 55 years), and 52 men aged 29.6±8.4 years (from 15 to 53 years). Results. There is an ambiguous attitude to the prospects of allowing women to work as a driver and assistant driver of an electric train. The most urgent problems of an organizational nature that accompany changes in labor legislation are noted: the abolition of allowances "for harm", the increase in the retirement age, inconveniences in holiday homes that are currently designed exclusively for men. There are also positive prospects for these changes: the possibility of healthy professional competition and the emergence of new areas of professional growth for women, as well as increasing the prestige of OAS "Russian Railways" by creating an image of a company that provides candidates with equal rights regardless of gender. Conclusions. The appearance (although it would be more accurate to say "return") of women to work as drivers and assistant drivers is not a forced measure, as it was in wartime, but the result of the modernization of rolling stock and railway infrastructure, bringing to the fore the assessment of professionally important operator qualities, regardless of the gender of candidates. However, gender characteristics cannot be ignored in the socio-psychological context - for example, when recruiting locomotive crews with mixed composition or when creating a favorable psychological climate in a locomotive depot.

The article considers the main directions of development and modernization of the locomotive complex infrastructure. Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

- The liberalization process in the railway industry is highly influenced by the availability of rolling stocks. Although these assets are duplicable and cannot therefore be defined as essential facilities, evidence from many countries shows that they represent the most relevant barrier to entry in the market. In this paper, following the UK experience, we analyse the role of the rolling stocks and the hypothesis of a vertical separation of these assets from the present owner, i.e. the incumbent operator Trenitalia SpA. We therefore evaluate the pros and cons of a potential de-integration of the Italian railway industry in order to enhance market competitiveness and the overall efficiency of this industry. . Abstract The article proposes a method for determining the rational motion intensity of specific train traffic flows on railway transport corridors with account for balance of expenses on traction resources and cargo owners. A mathematical model based on stochastic optimization is developed, which allows to optimize, in the conditions of risks, the interval between trailing trains on the railway lines taking into account the limited resources of the traction rolling stock, the capacity of the stations and freight fronts at the cargo destination point. Solving this mathematical model allows to find a balance between the expenses for movement of train traffic flows from different railway lines to their terminal reference station and the expenses of a consignee, subject to the limitations of the technological logistics chain in cargo transportation. For the solution of this mathematical model, a Real-coded Genetic Algorithm (RGA) was used.

The Ukrainian railway transport is the leading branch in the national road transport complex. Until recently, the Ukrainian railways have been satisfying the transportation needs of the economy and the population. Today, the service life of the technical resource of railways is practically expired. Therefore, there is a threat that the railway transport fails to satisfy future transportation needs of the Ukrainian economy.According to the accounting reports of Ukrzaliznytsya PJSC, at the end of 2016, the deterioration level of the fixed assets in the industry was 69.4%. In the context of a constant budget shortfall, the most urgent issue for Ukrainian railways is focusing on activation of innovation activity. We believe that most of the schemes of the traditional economy in the 21st century no longer work; therefore, alternatives should be searched for, the most obvious of which now is the cryptoeconomy with its decentralized system. The development and implementation of innovations in the Ukrainian railway industry requires new approaches to the system of financing innovations in the country; in this respect, ICO is a modern and promising method of attracting investments.
