This study aimed to know the administrative and educational problems facing integrating people with special needs in basic government schools in Tulkarm Governorate from the viewpoint of teachers and managers, and to know the impact of the study variables (gender, educational qualification, years of experience) on administrative and educational problems facing integration of people with special needs In the basic public schools in Tulkarm Governorate from the point of view of teachers and administrators, and to this end the descriptive approach has been used And designing a questionnaire consisting of (20) paragraphs, distributed on a random stratified sample of (60) teachers and administrators in the basic government schools in Tulkarm Governorate: The study reached the following results: that the total degree of administrative and educational problems facing the integration of people with special needs in Basic public schools in Tulkarm Governorate have an average of (3.86 out of 5), and at the level of fields; the field of administrative problems got (3.87) and the field of educational problems got an average of (3.85) and all of them are verbal (large), and that there are no statistically significant differences for the problems Administrative and educational facing the integration of people with disabilities The special needs in the basic government schools in Tulkarm Governorate from the viewpoint of teachers and administrators are attributed to the study variables (gender, educational qualification, years of experience) Based on the results, the study recommended the need for special places to play for people with special needs, and to find treatment programs in the event of problems for those with special needs.

Educating children with special needs is a difficult challenge for both families and society. The newest trends in education for these children in Romania are represented by their inclusion in inclusive classes or inclusive schools. It is a beginning of the road both from a legislative point of view and from the point of view of analyzing the efficiency of the system. The issue of the resources dedicated to special education is concerned, this aspect being related both to the level of material resources and to the human resources, their availability, and the level of their training. The analysis of the progresses and the challenges that the Romanian-integrated education is encountering is an important step in identifying possible solutions for increasing the quality of special education in Romania.

People with disabilities, who represent a significant part of the population of today's world, are still on the margins of social goods and values because of the attitudes of people who are not. Although, in earlier social eras, they were observed mainly from the point of view of social possibilities of existence, the appearance of significant world documents, and affirmations on the labour market, these attitudes changed somewhat. Nevertheless, in many countries of the world, the upbringing and education of children and young people with disabilities is burdened with numerous difficulties and problems. This chapter will help students, professionals, and others interested in these problems to get to know them and thus enrich their cognitive, emotional, social, and work competencies that may be needed to work with them. It will help them in practical application at all levels of their education, which will contribute to strengthening positive attitudes towards inclusion.

The study aimed to identify the application of inclusion, to apply the comprehensive integration of students with special needs between reality and expectations from the viewpoint of teachers in primary schools in the Northern District within the Green Line. To achieve the aim of the study, the descriptive and analytical approach was used, through the development of the study tool, and verification of its validity and reliability. The study sample included (450) teachers chosen randomly. The results of the study showed that the degree of application of comprehensive integration of students with special needs between reality and expectations The teachers ’view of primary schools in the northern district within the green line came with a degree of (medium), and the results showed that there were no statistically significant differences in the areas of comprehensive integration of students with special needs between the reality and the expectations from the teachers’ point of view in the primary schools in the northern district within the line. Green is attributed to the gender variable, academic qualification, and years of experience variable, while the results showed differences according to the job title variable, and the existence of differences according to the limitations of the merged student.

The article stresses the necessity of forming a tolerant attitude towards others in order to ensure effective interaction of all subjects of inclusive education, namely: pedagogical staff; children (both with special needs and ordinary pupils); parents, or persons who replace them. A comparative analysis of the content load of the concepts of «inclusive education» and «tolerance» is made. The ideology of social partnership and the establishment of «social peace» are defined. The compromise, as the leading method of solving social conflicts within the framework of social partnership, is emphasized. It has been determined that cooperation of all subjects in the context of inclusive education should be based on universal values, mutual respect and tolerance. It is proved that social partnership is a pledge of non-conflict tolerant interaction of children with special needs and their environment. The special role of the teacher from the point of view of tolerance is outlined, and the importance of possessing the technology of tolerant communication. It is emphasized that personal example and favorable environment help to establish and practical implementation of the value of tolerance. It is proved that one of the conditions for inclusion of a child in inclusive education is the ability of parents to consciously perceive the child’s condition, to be able to work with teachers, acting as their active assistants. It is stressed that the problem of education of tolerance for people with special educational needs should unite specialists of different directions and levels: philosophers, psychologists, teachers, managers, etc.; The representatives of different age groups are no exception. Tolerance, as the key value of the individual, has to become the dominant social partnership of all subjects of inclusive education, the uniting solution for a brick for the full development of children with special educational needs.
