The aim of the paper is to present a methodological framework for the development of an English-Lithuanian bilingual termbase in the cybersecurity domain, which can be applied as a model for other language pairs and other specialised domains. It is argued that the presented methodological approach can ensure creation of high-quality bilingual termbases even with limited available resources. The paper touches upon the methods and problems of dataset (corpora) compilation, terminology annotation, automatic bilingual term extraction (BiTE) and alignment, knowledge-rich context extraction, and linguistic linked open data (LLOD) technologies. The paper presents theoretical considerations as well as the arguments on the effectiveness of the described methods. The theoretical analysis and a pilot study allow arguing that: 1) a combination of parallel and comparable corpora enable to considerably expand the amount and variety of data sources that can be used for terminology extraction; this methodology is especially important for less-resourced languages which often lack parallel data; 2) deep learning systems trained by using manually annotated data (gold standard corpora) allow effective automatization of extraction of terminological data and metadata, which enables to regularly update termbases with minimised manual input; 3) LLOD technologies enable to integrate the terminological data into the global linguistic data ecosystem and make it reusable, searchable and discoverable across the Web.

Open data provide great potential for society, for example, in the field of smart cities, from which all citizens might profit. The trust of these citizens is important for the integration of various data, like sensitive user data, into an open data ecosystem. In the following study, we analyzed whether transparency about the application of open data promotes trust. Furthermore, we formulated guidelines on how to create transparency regarding open data in an ethical way. Using an open-data-based fictitious smart city app, we conducted an experiment analyzing to what extent communication of the technical open data application process and the ethical self-commitment for the transparent communication of data application affect trust in the app’s provider. The results indicate that the more information users obtain regarding the use of open data, the more trustworthy they perceive the app provider to be, and the more likely they are to use the app.

Abstract Open citation data can improve the transparency and robustness of scientific portfolio analysis, improve science policy decision-making, stimulate downstream commercial activity, and increase the discoverability of scientific articles. Once sparsely populated, public-domain citation databases crossed a threshold of one billion citations in February 2021. Shortly thereafter, the threshold of one billion public domain citations from the Crossref database alone was crossed. As the relative advantage of withholding data in closed databases has diminished with the flood of public domain data, this likely constitutes an irreversible change in the citation data ecosystem. The successes of this movement can guide future open data efforts.

Open data are important for adding legitimacy and transparency to public sciences. These data have also a potential to be used as a first approach for scientific investigation, such as spatial evaluation of ecosystem services. This paper presents a methodological approach to evaluate the trade-offs between agriculture and supporting ecosystem services based on spatial analysis and open data. The study area is an important agricultural production region in Bahia State, Brazil. The framework was able to establish the spatial interactions between agriculture and ecosystem service provision, while the regional scale was useful in supporting guidelines regarding sustainable land use for agricultural areas.

While great progress in the development of a methodological approach to measure the accessibility of healthcare services has been made, the exclusion of the complex multi-mode travel behavior of urban residents and a rough calculation of travel costs from the origin to the destination limit its potential for making a detailed assessment, especially in urban areas. In this paper, we aim to describe and implement an enhanced method that enables the integration of multiple transportation modes into a two-step floating catchment area (2SFCA) method to estimate accessibility. We used a travel-mode choice survey, based on distance sections, to determine the complex multi-mode travel behavior of urban residents. Taking Nanjing as a study area, we proposed complete door-to-door approaches to determine every aspect of basic transportation modes. Additionally, we processed open data to implement an accurate computing of the origin-destination (OD) time cost. We applied the enhanced method to estimate the accessibility of residents to hospitals and compared it with three single-mode 2SFCA methods. The results showed that the proposed method effectively identified more accessibility details and provided more realistic accessibility values.

Comparable corpora come as an alternative to parallel corpora for the languages where the parallel corpora is scarce. The efficiency of the models trained on comparable corpora is comparatively less to that of the parallel corpora however it helps to compensate much to the machine translation. In this article, the authors have explored Wikipedia as a potential source and delineated the process of alignment of documents which will be further used for the extraction of parallel data. The parallel data thus extracted will help to enhance the performance of Statistical Machine translation.

The European Union’s Cohesion Policy is the most important structural policy in terms of financial commitment, geographical size and time frame, aimed at redistributing wealth between regions and countries, to stimulate growth in areas whose development is lagging behind. The reach of the investments prompted the EU Commission to promote an impact evaluation of the European Structural Funds (SF); however, the impact evaluation of EU programs is almost neglected in the Italian regions. This paper is based on the results developed within the RI.P.R.O.VA.RE project and is aimed at defining an impact evaluation of EU SF and other regional funds, based on evidence derived from the analysis of a specific case study in the Agri Valley area (Basilicata, Italy). To develop the impact evaluation process, the euro amounts of all the individual policies organized according to the themes of the New Urban Agenda (NUA), the impact indicators and the trend for the municipalities are considered together, in order to obtain an overall trend for the entire case study area. An important result is achieved above all in the methodological approach to impact evaluation: the municipal territorial scale is taken into account; the maps illustrate the use of resources; regardless of the type of funding source since there is a comparison between the priority axes of the funds with the NUA issues; and indicators are developed with open data available at a national level. This experiment makes it possible to detect that, even in the face of significant investments, some substantial aspects that are part of the policy objectives remain unchanged or even worsen.
