Macroeconometric Input-Output Model For Transport Sector Analysis

Effective government transport policy can be based only on realistic data, sophisticated and detailed transport sector analysis, and productive modelling. The aim of the paper is to demonstrate the main elements used to develop a relatively small macro-economic input-output model with the emphasis on transport for one European Union (EU) country. Transport sector faces similar problems in various countries linked with emissions, transport flows, road accidents and other issues hence appropriate modelling tool should be selected. The model presented in this article consists of econometric and input-output relations. The research analyses and examines three scenarios and stresses the importance of the transport investment not only for development of the transport sector, but also for the economic development in general. The scenarios imply zero, 9 million and 6.7 million additional investment in transport sector eligible to the EU funding. As the result of additional investment, GDP recovers faster leading to 0.3-1.7%points faster growth rates as compared to the base scenario with no additional investment leading to faster cohesion with the average EU level, as well as higher number and turnover of passengers in the public and commercial transport, while the number of passenger cars is lower. The model can also be applied to study regional development, if it is possible to distinguish, which regions will benefit from the investment, as well as influence on fuel consumption and CO2 emissions, if the investments are targeted to specific means of transport.

This paper measures the development of the national income share of the bioeconomy for 28 European Union Member States (MS) and 16 industries of BioMonitor scope from 2005 to 2015. The paper proposes a model which includes the up- and downstream linkages using Input-Output tables. The results show that for the majority of the MS the value added of the up- and downstream sector is at the band of 40%–50% of the total bioeconomy value added and has on average increased since the financial crisis.

Abstract Background This study aims to analyse the relative importance of the health care sector (health care activities and services), its interrelations with the rest of productive activities, aggregate supply and demand, employment requirements and apparent labour productivity in the European Union (EU) economy as a whole, and in the economies of member countries. Methods The methodology used is based on input–output analysis. Data are extracted from National Accounts and, specifically, from the input–output framework for 2010. Data in national currencies are adjusted using as a conversion factor, specific purchasing power parities for health. Results In the EU, market production predominates in the provision of health care activities, which are financed mainly by public funding. However, there is significant variability among countries, and, in fact, non-market production predominates in most EU countries. The health care sector has direct backward and forward linkages lower than the average for all sectors of the economy and the average for the services sector. Thus, this sector is relatively independent of the rest of the productive structure in the EU. The health care activities industry is key because of its ability to generate value added and employment. Regarding apparent labour productivity, there are significant differences among EU countries, showing that productivity is positively related to the weight of market production in health care activities and negatively related to the number of hours worked per person employed. Conclusions Our results provide useful insights for health authorities in the EU, as they analyse the effect of health policies on macroeconomic indicators using an input–output framework, as well as comparing these effects with those in EU member countries. To the best of our knowledge, an analysis of the health care sector in the EU economy and the countries that integrate it using an input–output framework has not been undertaken. In addition, to compare health care expenditure between countries, data in national currencies have been adjusted using specific purchasing power parities for “health”, and not ones referring to the total economy (GDP), which is common practice in many previous studies.

Summary of recommendations1.A new Nutrition Committee for the European Union1.1 A new Nutrition Committee for the European Union, should be created to give independent scientific and policy advice on nutrition, diets and physical activity to the Commission. This should be supported by a strengthened Nutritional Unit within the Commission.2.Policy development2.1 There needs to be a comprehensive and coherent nutritional policy for the EU2.2 The development of European dietary goals should continue after the completion of the Eurodiet Project.2.3 The European Commission should revise its Recommended Daily Allowances for vitamins and minerals using a systematic, evidence-based approach. Recommended Daily Allowances should be set at a level which would prevent deficiencies and lower the risk of disease.2.4 The European Commission should produce, preferably every four years, a report on the state of nutrition, diet and physical activity in the EU. In a multilevel governance system such as the European Union (EU) policy processes at one level may create challenges and dilemmas at lower levels. Multilevel governance involves a multiplicity of regulatory regimes and succeeding governance ambiguities for national actors. These regulatory challenges and ensuring governance dilemmas increasingly affect contemporary European public administration. These challenges and dilemmas are captured by the term turbulence. The inherent state prerogative to formulate and implement public policy is subject to an emergent and turbulent EU administration. Organized turbulence is captured by the supply of independent and integrated bureaucratic capacities at a “European level.” Throughout history (1952 onwards) the EU system has faced shifting hostile and uncertain environments, and responded by erecting turbulent organizational solutions of various kinds. Studying turbulence opens an opportunity to rethink governance in turbulent administrative systems such as the public administration of the EU.

In recent judgments, the Court of Justice of the European Union (CJEU) has been developing its interpretation of the notion of “communication to the public”. This forms one of the exclusive rights of copyright holders that have been harmonised by the InfoSoc Directive (Directive 2001/29/EC (OJ 2001 L 167 p.1)). As was established in 2006 (Case C-306/05, Sociedad General de Autores y Editores de España (SGAE) v Rafael Hoteles, ECLI:EU:C:2006:764, at [31]), despite the lack of an explicit definition in that directive, the notion of a “communication to the public” must be given “an autonomous and uniform interpretation” throughout the EU. This finding initially resulted in the creation of a considerable amount of uncertainty for national courts. The gradual accumulation of information through subsequent CJEU judgments has begun to bring some clarity, while also raising new questions.

In recent times, the European Union has been confronted with huge challenges and crises, which, in the absence of prompt and effective measures, call into question the future of the European project itself. The political incongruities, the disintegrating tendencies culminating with Brexit, the divisions between northern and southern states over economic crisis and austerity measures, the refugee waves and their poor integration into society, the rise of populist and extremist currents, etc. have caused anger, confusion and fear among Europeans, influencing the relations between member states and public perceptions. In this unstable context, studying people’s opinion on the EU and its subtle mechanisms becomes an important and pragmatic effort, as the public has the means to pursue action based on its feelings of support or opposition towards the community block. Oana Ștefăniță’s book, Uniunea Europeană – un trend în derivă? proposes such an insight into the world of young European citizens, investigating their interest in European issues, the EU’s place on the agenda of interpersonal conversations, the way they understand and experience the feeling of European belonging, and their perspectives on the future of the Union.

AbstractThe EU trademark law has recorded the important changes in the last years. The Community trademark in the past and the EU trademark at the present have become very popular legal measures not only in the EU Member States but also in the third countries. Its preferences are increasing year to year. The EU trademark may consist of a sign that fulfils two main attributes. Firstly, there is a distinctive character. Secondly, there is a capability of being represented on the Register of the EU trademarks. The second attribute is new and replaced the previous attribute - capability of being represented graphically. The interpretation of the above mentioned attributes is not possible without the judgements of the Court of Justice of the European Union. It is necessary to take into account the kind of trademark, list of the goods and services, which should be signed by the trademark, and its perception by the public. The paper includes the main judgements of the Court of Justice of the European Union related to the interpretation of the sign that may be registered as the EU trademark. They are very helpful in the application practice of the European Union Intellectual Property Office and the national offices of the intellectual property as well.

The subject of this article is the competence of the European Union (EU) in the public health field within the territory of the Member States of this organization. The purpose of this article is to analyze how the EU's competence is distributed in relation to the competence of the member states using the primary treaty of the organization as a source. The article examines the powers of the EU organization within both the main and additional competence and analyzes how the EU interacts with the member states in the framework of health protection in accordance with the legal provisions of the primary source. The main and additional competence of the EU is considered separately, and there is also an analysis of the features and possible prospects of the legal regulation of health protection within the relevant branch of the law of the European Union.

The EU Summit in Thessaloniki in 2003 is often referred to as a milestone in the relations between the Western Balkans and the European Union because the region was given strong promises of a prospective European perspective through the Stabilization and Association Process. However, the initial enthusiasm that followed has melted over the coming years because the expectations of most countries in the region have not been met (with the exception of Croatia that became an EU member in 2013). Even though we get assurances from the Brussels that they will not give up on enlargement, it is obvious that this issue is not on the list of priorities of the EU at the moment. Not only that its decisiveness to encompass with enlargement the Western Balkans is on shaky grounds due to the numerous challenges that the EU is facing at the moment, but such decline in interest leads to a decline in interest in the countries of the mentioned region that are currently in the accession process. This further leads to the rise in Euroscepticism for which the Western Balkans is a breeding ground. The reasons for Euroscepticism existed even before the enlargement has been brushed aside from the Union agenda (those were mostly reasons related to pre-accession strategy for candidate countries/potential candidates and were present even in the case of countries of Eastern and Central Europe, even though there were also reasons specific for each of these countries.). However, it seems they have become stronger with the new developments in the Union. Incertitude of membership affects the rise of negative attitudes towards the Union in the public opinion of these countries which becomes manifest if we look at numerous public opinion polls. The focus of this paper will be the interpretation of the results of the research that the Institute for Political Studies conducted on an annual basis from 2015 to 2018.
