Public transport is of great importance for the development of urban and suburban areas, so high importance is attached to the analysis of the current situation in order to identify certain shortcomings and room for improvement. The area of Dubrovnik is of a specific character, apart from its location along the coast, it has the character of a very attractive tourist centre. This paper will present the results of the analysis of the organization of public transport in this area and present certain conclusions from it.

In free market conditions, if public passenger transport services are commercially unprofitable, there will be no interest for transport companies to perform them. However, directly because of the citizens’ interests, on the one hand, and indirectly because of the economy, passenger public transport services have become of a general public interest. The authorities must prepare appropriate legal fair market conditions, based on which public transport will be subsidized and conducted. In order to achieve that, for the mutual benefit of the public, users and transport companies, it is necessary that the right Public Service Obligation Model (PSO model or in some literature PCS—Public Service Compensation) be defined. Within this study, the optimal approach to assigning a PSC contract to transport companies for performing the PSO in integrated and regular public passenger transport systems is determined. A novel model, presented in this paper, can help national, regional and local authorities to choose and determine the way and level of PSCs for conducting the public transport of passengers and establishing a sustainable public passenger transport system.

<p>Na presente contribuição, analisa-se a experiência britânica de desregulamentação do transporte publico de passageiro. Inicialmente, retomam-se as discussões que colocaram em questão o padrão comum de envolvimento do Estado nesses serviços, que é de regulamentá-lo fortemente, subsidiá-lo e até de operá-lo. Descrevem-se as medidas colocadas em prática pelo governo britânico para reintroduzir a pura lógica de mercado no setor, assim como as justificativas por ele declaradas. Em seguida, são resumidas as avaliações por parte de diversas fontes, da dita experiência, sendo esse resumo sistematizado nos submodos transporte urbano, transporte rodoviário interurbano e transporte rural. Após esse relato, retoma-se o confronto de discussões, desta vez das realizadas depois da implantação do processo. Por fim, a luz dessas análises e a título de conclusão, algumas indagações sobre a estrutura econômica e institucional do setor de transporte publico são colocadas pelo autor.</p><p><strong>Abstract:</strong></p><p>In the present contribution, the British public passenger transport deregulation experience is analyzed. Initially, the discussions which put into question the common role of State with respect to these services (strong regulation, subsidies and even direct operation by government) are resumed. The measures taken by the British Government in order to reintroduce market orientation into the sector and also their justifications are then described. In a further section, the evaluations made by several studies on deregulation experience are systemized with respect to urban, intercity rural transport. After this description, the opinions and positions put after the ion of the deregulation experiation are resumed. Finally and conclusively, the author puts some questions on the economic and institutional structure of the public transport sector.</p>

The survey, which consisted of counting, polling and recording, has provided data on the existing volume of passenger flows in public bus stations/terminals within the Primorsko-goranska (Littoral-Mountainous) County (hereinafter: the PG County), the density rate of passengers on bus lines that operate on County connections and on bus lines connecting the PG County with other counties in Croatia. In addition to the quantitative parameters, the qualitative data were analyzed that had been obtained by polling passengers at the Rijeka bus terminal, whereupon detailed opinions of direct users of the service were elaborated with the aim of obtaining a picture of the current situation of the public bus transport in the PG County. The data collected were used in evaluating the quality of the passenger transport service provided and in determining measures to be taken in order to bring both the actual quality of transport and the satisfaction of passengers to a higher level.

Ongoing competition between bus and railway systems in European (especially in the middle, south and east part) regional passenger transport is a current problem. Long term sustainability and efficiency in passenger transport requires a balanced transport policy. These subsectors need to be complement each other, not compete. The parallel bus and railway links can result in a competition. This research explores solutions to this issue for long term environmental and economic sustainability optimization. Some of the important factors include the number of inhabitants to be served, public transport availability, and efficiency in time of travel for vehicles and passengers. To ensure long term sustainability of the presented methodology, the effect of interventions was analyzed. The study compares Finland and Hungary in terms of the competition regional railway and bus links.

AbstractIf the Ukrainian economy is to be successfully restructured going forward, a restructured railway system will have to be part of the picture. This paper begins with a discussion of the crucial role that the Ukrainian railway plays in the Ukrainian economy. We follow with a survey of the world experience with railways restructuring: a large number of countries have already undertaken the task of converting sagging government-owned monopoly railways into more dynamic and competitive transport enterprises, and their experience in very diverse settings may have important lessons to offer. We then examine the current state of rail reform plans in Ukraine. We conclude with discussions of alternative paths forward that seem most likely to be successful in Ukraine, based on both the experience elsewhere and the country’s current situation.

Mass movements based on reason and morality—the enforcement of freedom, equal human dignity, justice, sovereignty of the people and self-determination—are not mere expressions of pious desire, but are expressions of real, irresistible political necessity that must not be ignored.István BibóThe preceding studies in this volume have provided an overview of the history and current situation of Hungarians living as minorities in Slovakia, Ukraine, Romania, and the regions of the former Yugoslavia. The purpose of this conclusion is not to analyze past experience and current hardships but rather to illuminate the future prospects of Hungarian communities located outside Hungary's current state borders by looking at various autonomy proposals. Since the collapse of state socialist regimes in the late 1980s and early 1990s, persons belonging to Hungarian national communities in the region have expressed a political will to preserve their identity and to determine and govern their own affairs. It is, therefore, instructive to take a closer look at the various proposals for autonomy advocated by the representatives of these Hungarian communities because they offer a peaceful and democratic solution, not only to the current problems of the countries they inhabit, but also to the growing destabilization of the region due to ethnic strife.

Before proceeding to explore potential strategies for energy conservation in urban passenger transport, this paper presents some evidence on energy efficiencies of various transport modes and on travel behaviour under energy constraints. Knowledge of the relative energy efficiencies of different modes of transport is evidently necessary for analysing and developing policies for fuel conservation. Although the automobile does appear to be significantly more energy-intensive than public transport modes, this does not automatically indicate that a policy to attract people to public transport would lead to the maximum possible fuel savings. Available evidence on travel behaviour under energy constraints indicates that the elasticity of travel demand is very small. Increasing prices, within the range expected, are not likely to result in satisfactory fuel savings, and it is therefore necessary to consider alternative strategies. The strategies to be considered here may be outlined as follows: (1) improving fuel efficiency of automobiles by modifying driving habits, reducing speeds, improving traffic flows, and keeping vehicles properly maintained; (2) increasing efficiency of automobile travel by promoting higher occupancies; (3) attracting car travellers to public transport; (4) shifting to smaller, more fuel-efficient vehicles, changing vehicle and engine designs such as to improve the inherent fuel efficiency of the automobile; (5) technological change: new propulsion systems, alternative fuels, and rapid personal transport; (6) reducing travel needs by changing land-use patterns and improving communications. These strategies are discussed in turn and, given the available information about travel patterns and behaviour, an attempt is made to assess their likely impact. Clearly those strategies should be selected which offer the maximum potential fuel savings and which can be introduced with minimum sacrifice.

The paper describes outcomes of a study that was carried out within the research project of the Moscow State University of Psychology &amp; Education called “The Scientific School of L.I. Bozhovich: Analyzing the Current Situation”. The study explored how the ideas developed within L.I. Bozhovich’s school of thought evolved at the end of the 20th century and the beginning of the 21st; it revealed a growing interest in these ideas among scholars and an increase in the number of works aimed at gaining new data and refining Bozhovich’s concept in modern settings. The paper highlights the most essential features of current situation and future perspectives of Bozhovich’s school of thought and also gives a detailed overview of the International Conference “L.I. Bozhovich’s Scientific Legacy and Modern Psychology of Education” that was held in Moscow on September 24—25, 2018 by the Moscow State University of Psychology &amp; Education together with the Psychological Institute of the Russian Academy of Education.
