Coastal safety accidents are characterized by a high proportion of human negligence and repeated occurrences of accidents caused by the same factors. The Korea Coast Guard prepares and implements various countermeasures to prevent accidents at coastal safety accident sites. However, there is a shortage of safety facilities and safety management personnel according to the limited budget. In addition, the ability to be proactively and proactively respond is low due to the limitations of the coastal safety accident risk forecasting system, which relies on the meteorological warning of the Korea Meteorological Administration. In this study, as part of preparing the foundation for establishing a preemptive and active coastal safety management system that can manage accident-causing factors, predict and evaluate risk, and implement response and mitigation measures after an accident occurs before coastal safety accidents occur. The establishment of a risk assessment system was proposed. The main evaluation factors and indicators for risk assessment were established through the analysis of the status of coastal safety accidents. The risk assessment methodology was applied to 40 major hazardous areas designated and managed by the Korea Coast Guard.

The absence of a regional, open water vessel collision risk assessment system endangers maritime traffic and hampers safety management. Most recent studies have analysed the risk of collision for a pair of vessels and propose micro-level risk models. This study proposes a new method that combines density complexity and a multi-vessel collision risk operator for assessing regional vessel collision risk. This regional model considers spatial and temporal features of vessel trajectory in an open water area and assesses multi-vessel near-miss collision risk through danger probabilities and possible consequences of collision risks via four types of possible relative striking positions. Finally, the clustering method of multi-vessel encountering risk, based on the proposed model, is used to identify high-risk collision areas, which allow reliable and accurate analysis to aid implementation of safety measures.

Abstract In recent years, ammonia leakage accidents occur frequently, which causes a great concern in China. Based on traditional risk analysis methods and the equipment characteristics, a risk evaluation method for small ammonia refrigeration units is proposed. The method includes a risk assessment model based on area division, a failure probability assessment method based on expert scoring system, a failure consequence assessment method based on regional population density and consequence mitigation measures, and a HAZOP risk correction method. Based on the proposed method, a risk assessment system of small ammonia refrigeration units is developed. This risk assessment method and system will provide a scientific basis to carry out the cold storage management in China.

The purpose of this thesis is to solve the issue that the development of the work safety usually falls behind of the development of the production, which is driven by methodology that evaluating the effectiveness of the safety management by ranking the accidents. The research provided a production accident early warning index to reflect the real time safety status in order to prevent the accident at the source, to control the process and to measure the performance. A correlation analysis was then conducted parameters that meet the requirement of confidence intervals were given. A forecasting method using both quantitative and qualitative tools was proposed and the weights of each early warning index and the correlation between the indexes were determined. Finally, a mathematical model of production accident early warning was established to generate the production accident risk index which could represent the status of work safety and its future trends to forecast and prevent the severe accidents.

This study analyzed the relative risks of migrant workers, and identified risk factors based on quantitative data for the systematic safety management of migrant workers. Many studies have found that migrant workers are more vulnerable to safety accidents than non-migrant workers. Nevertheless, there are few quantitative studies of migrant workers’ accident-risk in the construction industry, where safety accidents are most frequent. In addition, safety management for the identified accident risk factors has not been implemented systematically. To fill the gap, this study uses safety accident data from construction sites, from the +, for the methodical safety management of migrant workers. The t-test and multiple regression analysis methods are used to define the variance in non-migrant and migrant workers, and the risk indicators, respectively. The two analyses show that the results for migrant construction workers were 2.2% higher in safety accident severity than non-migrant workers, and significant factors are also different. This study’s results will provide critical guidance for the safety management of migrant construction workers.

In Europe the accident rate in commercial aviation has stagnated at around 40 accidents per ten million flights: forty times higher than Europe’s ambition. Currently safety management is done per organisation, focusing on an organisation’s own domain. European research institutions and the aviation sector have joined their expertise in the EU-funded Future Sky Safety Programme. One project within the programme aims to enable inter-organisation and inter-domain safety management. The four year project will deliver a tool, the Risk Observatory, which acquires safety data and translates it into actionable safety information. In the first year, more than 20 European stakeholder organisations have been consulted to express their needs for a Risk Observatory. The resulting requirements have been used to develop an early prototype: mock-ups of dashboards and a user interface. The Risk Observatory has four main elements. (1) Tracking of safety performance indicators distilled from input safety data. (2) Trend diagrams and visualisations of accident risk. Risk models will be developed to translate the input data into accident risk. The risk models also allow (3) assessment of the effects of mitigation measures. There is added value in sharing qualitative safety knowledge, such as identified hazards, therefore, (4) a searchable repository is included. The early prototype is successfully used to validate and further specify the requirements. The need for inter-organisation and inter-domain safety data dissemination was confirmed by the stakeholders. In the coming years the project will develop a fully functional prototype risk observatory, risk models and a business model.

Due to the lack of an efficient cold chain logistics process, China's agricultural postpartum loss has been serious for a long time, and frequent food safety accidents occur. It is of necessity to establish a quality safety management system for the agricultural product cold chain in China. From the five dimensions of man, machine, material, method, and environment (4M1E), we identify the quality risk structure of the agri-food cold chain. An evaluation system is established with the combination of the analytic hierarchy process and entropy value method. A case study demonstrates the effectiveness of the risk assessment system to help enterprises for decision-making on cold chain operations.

Every practical activity carried out by student at Aircraft Engineering Departement, then these activities have risks that need mitigation measures. In safety risk management requires departement to conduct an assessment of the risks that can occur from an activity using hazard identification, risk assessment and mitigation. By identifying types of hazards, assessing risks, getting results in the form of risk matrix and risk level and identifying mitigation actions that can be taken and accepted. Furthermore, it produces hazard identification and risk assessment & mitigation (HIRAM) documents, and controls risks to acceptable and tolerable levels with mitigation measures. Safety risk management which is one of the standards in implementing safety management system in Aircraft Engineering Departement can be fulfilled.

UAVs performance is improved, in addition to GPS, they can find routes with artificial intelligence and various techniques, and can fly autonomously. The global UAV market was US$ 25.59 billion in 2018. It is estimated that the market will reach US$70.28 billion by 2029. The first three UAV manufacturers were DCL (USA), Parrot (France) and Yuneec (PRC) and are now being produced in many countries. Aircrafts are exposed to various risks: an aerodynamic stall due to inconsistent sensor readings and inadequate response, hitting a flock of geese or flying objects, pilot being unable to prevent the plane repeatedly nosediving despite following procedures. Therefore, procedures issued by aviation agency for aircraft type certification require an aircraft manufacturer (“applicant”) to demonstrate that its design complies with all applicable agency’s regulations and requirements. Safety risk management is a key component of a safety management system and involves fundamental activities such as identifying safety hazards, and assessing the risks and mitigation. Risk management is an integral component of safety management and involves some essential steps.Take into account any current mitigation measures and assess the seriousness in terms of the worst possible realistic scenario. The risk assessment considered five operational environments; remote, rural, suburban, urban, and congested. Reliability, availability, maintainability, and safety assessment are important study in the development of UAVs. This kind of study is mandatory to increase the reliability of the UAV, its availability, and to reduce repair and maintenance costs.
