Aim. To consider matters of dependability of highly critical non-recoverable space products with short operation life, whose failures are primarily caused by design and process engineering errors, manufacturing defects in the course of single-unit or small-scale production, as well as to define the methodological approach to ensuring the required reliability.Methods. Options were analysed for improving the dependability of entities with short operation life using the case study of single-use mechanical devices and the statistical approaches of the modern dependability theory, special methods of dependability of actuated mechanical assemblies, FMEA, Stage-Gate and ground experiments on single workout equivalents for each type of effect. Results. It was concluded that additional procedures need to be conducted for the purpose of predicting, mitigation and (or) eliminating possible failures as part of the design process using exactly the same approaches that cause failures, i.e., those of design and process engineering. The engineering approaches to dependability are based on early identification of possible causes of failures, which requires a qualified and systemic analysis aimed at identifying the functionality, performance and dependability of an entity, taking into account critical output parameters and probabilistic indicators that affect the performance of the required functions with the allowable probability of failure. The solution is found using a generalized parametric model of operation and design engineering analysis of dependability.Conclusion. For highly critical non-recoverable space entities with short operation life, the reliability requirements should be considered primarily in terms financial, economic, safetyrelated and reputational risks associated with the loss of spacecraft. From a design engineer’s standpoint, the number of nines after the decimal point (rounded to a smaller number of nines for increased confidence) should be seen as the indicator for the application of the appropriate approaches to ensuring the required reliability at the stage of product design. In case of two nines after the decimal point it is quite acceptable to use analytical and experimental verification techniques common to the aerospace industry, i.e., dependability calculations using the statistical methods of the modern dependability theory and performance indicators, FMEA and Stage-Gate, ground experiments on single workout equivalents for each type of effect. As the required number of nines grows, it is advisable to also use early failure prevention methods, one of which is the design engineering analysis of dependability that enables designers to adopt substantiated design solutions on the basis of engineering disciplines and design and process engineering methods of ensuring quality and dependability. The choice of either of the above dependability strategies is determined solely by the developer’s awareness and understanding of potential hazards, which allows managing the risk of potential rare failures or reasonably refusing to do so.

Aiming at the problem that the number and decimal point of digital instruments in substations are prone to misdetection and missed detection, a method of digital meter readings in a substation based on connected domain analysis algorithm is proposed. This method uses Faster R-CNN (Faster Region Convolutional Neural Network) as a positioning network to localize the dial area, and after acquiring the partial image, it enhances the useful information of the digital area. YOLOv4 (You Only Look Once) convolutional neural network is used as the detector to detect the digital area. The purpose is to distinguish the numbers and obtain the digital area that may contain a decimal point or no decimal point at the tail. Combined with the connected domain analysis algorithm, the difference between the number of connected domain categories and the area ratio of the digital area is analyzed, and the judgment of the decimal point is realized. The method reduces the problem of mutual interference among categories when detecting YOLOv4. The experimental results show that the method improves the detection accuracy of the algorithm.

Objectives: Workers’ strike is a global phenomenon since antiquity. In Nigeria, health-care sector has been rocked by series of strikes spanning variable periods with immeasurable losses. Ethical consideration and inter-professional rivalry are the main concern attracting much debate in the health sector. The objectives of the study were to determine the trend of health worker’s strike actions, the main agitators, and to make some recommendations. Material and Methods: This was a retrospective study of the labor ward records of the Jos University Teaching Hospital from January 1, 1985, to December 31, 2019, duration of 35 years. The data were collated and analyzed using simple percentages and the figures corrected to the nearest decimal point. Results: A total of 42 strike actions, about 2 strikes/year. The trend shows a multi-modal pattern, with the highest peak of 5 strikes in 2004 and 2013. There were cumulatively 58.5 months of strikes out of the 442 months of the period of study, giving a percentage of 13.2%. While doctors had more frequent strikes (52.3%), non-doctors under the umbrella of Joint Health Sector Union and nurse/midwives accounted for over half (58.1%) of the duration of the strikes. The resident doctors are the main agitators of doctors’ strike accounting for about half (45.2%) of the total health workers’ strikes, while NMA accounted for only 3 (9.4.%). Most strike actions occur at the end of the year, with spill into the first quarter of the following year. Conclusion: Health workers’ strike remains a perennial problem. Inter-professional rivalry is a major challenge in the health sector with far reaching implication without immediate government intervention. Addressing challenges in the residency training program will go a long way in reducing doctors’ unrest in the health sector.

Abstract It is difficult for us to discriminate the sizes of space and time as finite and infinite. In this article an axiom is defined in which one infinitely small and infinitely great must exist if the sizes of space and time can be compared and it is undividedly 0(zero) point (singularity) for this infinitely small.this axiom have some new characters distinct from current calculus ,such as extension only can be executed in the way of unit superposition in the system, the decimal point is meaningless and there aree only integers to exist in the system, and any given interval is finite quantites and can not be ‘included’ or ‘equal divided’ infinitely and randomly.The geometry space we see are the non-continuum being made of countless 0 points .

The present work deals with fractal-based texture measurement of synthetic aperture radar (SAR) images. Various land classes have been identified by classifying SAR images, and the fractal dimension is estimated for differentiating the classes. Three types of SAR images, viz., synthetic images, simulated SAR images, and satellite SAR images, have been used in the study. An issue with fractal dimension-based measurement is how many digits after decimal point should be considered for estimating fractal dimension? Since fractal dimension is calculated as a ratio, the major challenge is the decidability of significant digits for land classes. The issue has been overcome by discussing the feasibility of fractal dimension for the land classes defined by USGS and the calculated ratio for 200×200 values. As an achievement of the work, it is concluded that two digits of the decimal are sufficient to represent the fractal dimension of land classes.

Abstract The hypothetical “Dimming Effect” describes the change of the number of photons arriving from a moving light source per unit of time. In non-relativistic systems, the “Dimming effect” may occur due to the growing distance of light sources moving away from the receiver. This means that due to the growing distance, the photons continuously require more time to reach the receiver, which reduces the number of received photons per time unit compared to the number of emitted photons.Understandably, the proposed “Dimming effect” must be tested (confirmed or rejected) through observations.a. This article provides the formula for the calculation of “Dimming effect” values using the redshift parameter Z widely used in astronomy.b. The “Dimming effect” can possibly be detected utilizing the orbital movement of the Earth around the Sun. In accordance to the “Dimming effect”, observers on Earth will view 1.0001 more photons per time unit emitted by stars located near the ecliptic plane in the direction of the Earth orbiting the Sun. And, in contrast, observers will view only 0.9999 photons per time unit emitted by stars located near the ecliptic plane in the direction opposite to the Earth orbiting the Sun. Calculating precise measurements of the same stars within a 6-month period can possibly detect this difference. These changes in brightness are not only for specific stars, as the change in brightness takes place for all stars near the ecliptic in the direction of the Earth’s orbit around the Sun and in the opposite direction.c. The “Dimming effect” can possibly be detected in a physics laboratory using a moving light source (or mirror) and photon counters located in the direction of travel and in the opposite direction.d. In theory, Dilation of time can also be used for testing the existence of the “Dimming effect.” However, in experiments on Earth this effect appears in only the 14th digit after the decimal point and testing does not appear to be feasible.e. Why is it important to test the “Dimming effect?”* If confirmed, it would allow astronomers to adjust values of "Standard Candles" used in astronomy. Since “Standard Candles” are critical in various cosmological models, the “Dimming effect” can correct models and/or reveal and support new models.* If it is proved that the “Dimming effect” does not exist, it will mean that the number of photons arriving per unit of time does not depend on the speed of the light source and observer, which is not so apparent.

Abstract. The paper presents the results of a study of the stress-strain state of a circular plate of constant cylindrical stiffness, which lies on a variable elastic foundation and is under the influence of a continuously distributed transverse load. Twelve variants of calculation are considered ‒ six for a steel round plate and six more ‒ for a concrete round plate under two conditions of fixing and three different laws of variation of the bed coefficient. To solve the problem, the finite element method implemented in the LIRA-SAPR software package is used. It is noted that in the case when the bedding coefficient is a variable value depending on the coordinate in which the foundation settlement is determined, the analytical approach leads to the need to solve the corresponding differential equations with variable coefficients. Therefore, calculations of circular and annular plates lying on a variable elastic foundation by means of analytical solutions of differential equations are extremely rare in scientific periodicals and are of a private nature. An effective method for the analytical solution of differential equations with variable coefficients for a number of problems in mechanics was proposed by one of the authors of the article, however, the application of the method to the calculation of a circular plate on an elastic foundation with a variable bed coefficient requires verification, therefore, here we consider the features of the finite element analysis of such a plate under different boundary conditions and different laws of variation of the bed coefficient. In all versions, the results completely coincide with the known results of bending of slabs that do not have an elastic base and in the case when this base exists and its resistance is constant. The discrepancy here is very insignificant ‒ in the third significant digit after the decimal point for deflection when hinged and in the second for moments. In case of rigid clamping, the deflections and moments also differ from the corresponding values of the known solutions in the second significant digit after the decimal point.
