Public preferences for sustainable land use policy instruments and the motivations behind such preferences are important to make appropriate policies. Based on survey data (n = 309) from northeastern Somalia, we examined preferences for a set of land use policy instruments relative to no policy (i.e. the current status quo) and how cultural worldviews predict such preferences. We used a multinomial logit model to analyze the comparative evaluation of choices due to its interpretability and robustness to violations of normality. Overall, the results show that the respondents are likely to consent to all types of land use policy instruments relative to no policy and are more inclined to market-based and informational policy instruments. Specifically, preferences for regulatory policy instruments are positively associated with hierarchy and egalitarian worldviews and are negatively associated with fatalism and individualistic worldviews with only hierarchy and fatalism are significant. The market-based policy instrument is desirable to all cultural worldviews except fatalism, but only egalitarian and individual worldviews are significant. Preferences for informational policy instruments are positively associated with all cultural worldviews but only egalitarian worldviews showed a significant effect. Although there are some contradictions, these results are broadly consistent with the proposition of the cultural theory of risk. This study highlights that preferences for land use policies are heterogeneous with cultural worldviews mainly explaining the sources of this heterogeneity. It is evident that the respondents were willing to consent to land use policies relative to the status quo of no policy and indicates the need for concerted effort to reduce land degradation and deforestation in the country. We, therefore, recommend that policymakers incorporate the different ways that humans perceive and interpret social-environmental relations into policy decisions to achieve sustainable policy outcomes.

This article examines how school and non-school policies interact to reinforce or disrupt school segregation in the context of suburban communities and how these systems are maintained by structural and institutional mechanisms. Methodologically, we use a case study approach to delve deeply into the interpretation and implementation of school attendance zone redesign and non-school policies, specifically land use policies and tools. We draw on neo-institutionalist theory and Ray’s (2019) framework of racialized organizations to make sense of school districts, planning agencies, and their policies. We find that school district rezoning policies provide a weak regulatory framework for desegregating schools because school zoning decisions are not made in a vacuum but rather are shaped by policies and actions taken by other actors in a multi-level governance structure. School zoning policies themselves prioritized capacity over desegregation, and regulations and norms governing the public engagement processes privilege opposition to desegregation. Our study points to the importance of greater coordination across governmental levels and policy arenas, and underscores how desegregation policy is part of a political and relational process between advocates, elected leaders, families, and youth across policy sectors.

Dykelands are agricultural ground protected from coastal inundation by dyke infra-structure and constitute some of the most agriculturally productive lands in Nova Scotia. Between 2015 and 2019, Canada’s Annual Crop Inventory was used to characterize and estimate hectares of agricultural dykelands cultivated in Nova Scotia. The number of hectares of wheat, barley, corn, forages and soybeans were compiled for each year and compared to the previous year. This was accomplished using GIS software, satellite images, and geodata from the Nova Scotia’s Land Property Database. Results revealed that from 2015 to 2019, an average of 56% of the dykelands’ total surface was dedicated to the production of field crops (wheat, barley, corn, soybeans) and forage. Results also highlighted the importance of forage production on the dykelands. Forage was the largest commodity grown, representing around 80% of the total crop land area of the agricultural dykelands. Corn and soybeans were the second and third crops of abundance, constituting 12 and 4% of the total crop land area, respectively. This study represents the first attempt to document the number of hectares of the principal crops grown on Nova Scotia’s dykelands using crop inventory and property boundaries. Given the predictions of rising sea levels and the overtopping risks that the dykelands face, this study will facilitate more suitable land-use policies by providing stakeholders with an accurate quantitative assessment of the utilization of agricultural dykelands.

Natural disasters that occur in the city of Dumai such as degradation of mangrove forests, coastal abrasion and tidal flooding can be mitigated by maintaining the existence of mangrove forests. Mangrove forests have important benefits on the coast of the city of Dumai, so they need to be protected together. One of the efforts to maintain the existence of mangroves can be through the use of mitigation-based mangrove ecotourism, especially in the Bandar Bakau area of Dumai City. The data collection technique in this study used a quadratic transect and added secondary data from the relevant agencies. Based on the results of the study found 9 types of mangroves that have a role as mitigation in ecotourism locations and there are biota supporting tourism, namely 13 species of birds, 7 species of reptiles and 16 species of molluscs. To maintain the sustainability of the ecotourism area of Bandar Bakau, several disaster mitigations have been carried out for retaining cliffs (revetment), reforestation of mangroves, construction of facilities that adapt to the environment, coastal education, and outreach to the community. In addition, it is very potential to develop several other forms of mitigation such as: beach nourishment, breakwater or construction of embankments to minimize abrasion, as well as construction of diversion canals and tidal flood control gates, strengthening regulations. legislation, making land use policies, policies on flood and wave resistant building standards, policies on exploration and community economic activities, promoting local cultural wisdom of maritime communities.

Ecotourism, a sustainable form of tourism, is increasingly being viewed as a tool that can promote global biodiversity and forest conservation. This study explored the scope of ecotourism in forest conservation practices in the developing context by taking the Sitakunda Botanical Garden and Ecopark (SBGE), Bangladesh’s first ecopark established in 2000, as a case study. Using GIS and remote sensing technology, NDVI analysis revealed that, unlike the anticipated outcomes of the SBGE project, after a brief increase in vegetation coverage of 84.6% from 1995 to 2000, the vegetation coverage fell drastically from 2000 to 2015, wherein 33.4% of vegetation had been completely removed, and much of the dense and medium vegetation had been converted to sparse vegetation or other land uses. Anthropogenic activities, namely, unplanned urbanization, are suggested as the major contributors to this decline. From the period of 2015 to 2020, however, vegetation was seen to regenerate, potentially due to the decelerating urbanization or the possible manifestation of the ‘U’ shape relationship between the changes in vegetation and rates of urbanization. Sustainable land-use policies may help attain the targets of the project and lead the SBGE to emerge as a success story of the Bangladeshi ecotourism industry.

Abstract The rapid rate of urbanization within the Upper Chattahoochee Watershed (UCW) is threatening the provision of ecosystem services (ESs) for six million residents of the Atlanta Metropolitan Area. This study uses the land cover change model TerrSet to project future land cover from 2016 to 2040. The modular toolset InVEST (Integrated Valuation of Ecosystem Services and Tradeoffs) is used to assess the efficacy of four land use policies in maintaining the provision of three ESs (carbon storage, wildlife habitat, and water quality) within the UCW. The Baseline scenario represents past urbanization trends, whereas the Urbanization scenario accounts for a higher urban growth rate. The Plan 2040 scenario includes existing policy guidelines, and the Conservation scenario adds forested riparian buffer areas. Two integrated indexes and an economic valuation of ESs were used to combine all ESs and analyze the overall performance of each policy. The first index uses unequal weights for ESs based on the Analytical Hierarchical Process, whereas the second index uses equal weights. The values of both integrated indexes and economic values were highest in the Conservation scenario and lowest in the Urbanization scenario. No significant differences in the provision of ESs were found between the Baseline and the Plan 2040 scenarios. However, the integrated indexes and economic values for both land use policies declined over time. Our study will feed into the ongoing movement of sustainable watershed management for ensuring the provision of ESs, especially for rapidly urbanizing cities worldwide, in general, and in the United States, in particular.

Land use/land cover (LULC) change driven by land use policy always leads to dramatic change in carbon storage and sequestration, especially in a rapidly urbanizing region. However, few studies explored the influences of land use polices on carbon storage and sequestration in a rapidly urbanizing region. Through Integrated Valuation of Ecosystem Services and Tradeoffs (InVEST) model, the spatial-temporal pattern of carbon storage altered by LULC transformation and its linkage with land use policies were analyzed in five periods (1990–1995, 1995–2000, 2000–2005, 2000–2010, 2010–2015) in the Yangtze River Delta (YRD) Region. The results indicated that: (1) the carbon storage in the YRD was substantially altered by continuous LULC transformation, totally decreased by 1.49 × 107 Mg during 1990–2015. (2) The total amount of carbon storage increased from 2.91 × 109 Mg in 1990 to 2.95 × 109 Mg in 1995, and then decreased to 2.90 × 109 Mg in 1995–2015. Thus, the total economic value of carbon storage increased approximately from 467.42 million dollars in 1990 to 472.99 million dollars in 1995, and then decreased to 465.01 million dollars in 2015. (3) The carbon storage and sequestration were influenced by LULC transformation driven by land use policies in five periods: large areas of grassland converted to woodland in 1990–1995 led by Forest Law, then clustered areas of cropland converted to built-up land in 1995–2015 around large cities of YRD Region led by Land Management Law and Development Plans, and finally, the conversion of cropland to built-up land was decreased and scattered in the entire region influenced by land use polices led by early stage of ecocivilization construction. The study can facilitate to develop regional land use policy for carbon storage conservation and carbon neutrality in a rapidly urbanizing region.

Greenspace ecological networks (GENs) optimization is an effective way to prevent landscape fragmentation and promote ecological processes. Built land sprawl is an important factor affecting this optimization. However, few studies have specifically analyzed the encroachments caused by existing built land on GENs. Given the insights from China’s total built land control policy, this study proposed a new idea of linking GENs optimization into urban expansion planning through land transformation. This idea was implemented in the Su-Xi-Chang area and integrated a series of methods, emphasizing the importance of built land encroachments removal for restoring the connectivity and quality of GENs. We identified that the built land encroached on GENs. Furthermore, we proposed to transfer the scattered rural/industrial land, whose amount was set as the land quota for urban expansion planning. Four scenarios of urban expansion were simulated based on China’s land use policies/practices and assessed by landscape metrics. The land transformation happened between rural and urban land. The main findings indicated that more inclusive urban expansion planning with consideration of the GENs optimization can be obtained. This study has practical contributions regarding GENs optimization and urban expansion planning for policymakers and our ideas of land transformation provide a reference for similar studies.
