The article aims to analyze the issue of Buryat religious views as discussed in the works of Ts. Zhamtsarano in the 1900s. The purpose of the study is to identify the specifics of Zhamtsarano’s approach in the formulation of the research issue. In particular, the article analyzes the impact of his scientific and social activities on the course of his creative thought, as well as compares his interpretation of Buryat religious movement with that of M. N. Bogdanov, one of outstanding researchers of Buryat history. To analyze the impact of his cultural-historical environment on Zhamtsarano’s views, it was necessary to examine the scholar’s diaries he kept at the time of his ethnographic expeditions in Buryatia in 1903–1906 in comparison with his published works of the same period. As a result, it was possible to identify his key positions on the issue of the Buryat religious movement in the early twentieth century. Conclusions. The analysis of Zhamtsarano’s works shows that the Buryat religious movement had a long history, with its ethnoterritorial features gradually being formed. The reason for its acceleration in the 1900s was that many Buryats at the time were largely dissatisfied with their dominant religion, hence their search for new forms of spirituality. According to Zhamtsarano, the general direction of this movement was towards cultural pan-mongolism; this conclusion was based on his own active involvement in the activities for the Buryat cultural renaissance. Also, the scholar saw the religious movement of the Buryats in the 1900s as part of the global trend for secularization of the enlightenment.

Due to the special relationship that takes place between the commune head and his deputy, it is worth considering the issue of the impact of the resignation of the mandate by the commune head on the sphere of the employment relationship of the deputy commune head before the end of the term of office. Such a waiver, in accordance with Art. 492 § 1 point 3 of the Electoral Code results in the expiry of the mandate of the commune head, and this in turn, pursuant to Art. 28e of the Act on Municipal Self-Government, is tantamount to dismissal of his deputy. The problem, however, is that this solution raises numerous doubts and questions about: What are the effects of such a dismissal in the sphere of the employment relationship of the deputy mayor? How is it different from the traditional appeal made by the mayor himself? With what moment is the deputy dismissed and with what termination of his employment relationship? What is the impact of the failure to submit the so-called the final asset declaration? In this study, the author carries out a thorough analysis of the title research issue, trying to answer all the questions and doubts that arise in this context

The inheritance right is one of the basic human rights, which is protected and guaranteed by the Constitution. This fact implies that the state has certain obligations to recognize this right. The article deals with the case where the heir does not want to receive the inheritance because the testator has creditors who seek to meet the obligations left by the testator. This issue has become more frequent in recent years, as it is not yet regulated at the legislative level, so I will offer recommendations to the public. The study reveals the difficulties associated with this case of in- admissibility of the estate, when the main purpose of the heir is to avoid liability to the creditors of the testator, both by will and by law. The study discusses in each case, the inadmissibility of the entire estate, as well as the inadmissibility of part of it, as well as the case of liability to several creditors of the heir. I think the discussion of this issue will be really new for the Georgian legislation, because the Civil Code does not fully regulate this topic and it can be boldly said that the research issue will not lose its relevance in practice.

AbstractThe mediated semi-quantum key distribution (MSQKD) protocol is an important research issue that lets two classical participants share secret keys securely between each other with the help of a third party (TP). However, in the existing MSQKD protocols, there are two improvable issues, namely (1) the classical participants must be equipped with expensive detectors to avoid Trojan horse attacks and (2) the trustworthiness level of TP must be honest. To the best of our knowledge, none of the existing MSQKD protocols can resolve both these issues. Therefore, this study takes Bell states as the quantum resource to propose a MSQKD protocol, in which the classical participants do not need a Trojan horse detector and the TP is dishonest. Furthermore, the proposed protocol is shown to be secure against well-known attacks and the classical participants only need two quantum capabilities. Therefore, in comparison to the existing MSQKD protocols, the proposed protocol is better practical.

Given that the disability of population, unfortunately, has negative dynamics to increase its number, it is increasingly attracting equal and free access to education for all categories of population, especially people with special needs. That is why the need to identify the problems faced by people with disabilities in exercising their constitutional right to higher education is becoming urgent. The methodological basis for writing this article is a system of general and special methods of scientific knowledge. The authors focus on the existing barriers to higher education for people with disabilities. It is stated that the legislation of Ukraine, which regulates the research issue, contains legal gaps and conflicts that complicate the opportunities for people with disabilities to obtain higher education. It is noted that higher education institutions need to pay more attention to the material and technical equipment of the educational process, which will increase the number of people with disabilities to obtain higher education. Also, the problem of psychological adaptation and socialization of people with disabilities in higher education is particularly acute. Of particular relevance is the need to identify the problems faced by people with disabilities in exercising their constitutional right to higher education that is becoming urgent.

The paper is devoted to the study of the types of non-banking financial organizations. A classification  is an integral part of scientific knowledge, which allows us to visually demonstrate the inner content of the  category under consideration and identify the features of each element of the analyzed concept. The research  issue of the paper is predetermined by the lack of legal division between non-banking financial organizations.  The classification given in the paper, according to the author, on the one hand, most fully reflects the range of  financial services provided by non-banking financial institutions, and, on the other hand, allows differentiating the roles that separate non-banking financial institutions play in the organization and functioning of the financial  market. The latter is important for determining the specifics of legal regulation of different groups of non-banking  financial organizations, since each of them has a different meaning for ensuring the stability and sustainability of  the financial market. The paper reflects the author’s position concerning the definition of the concept of "non-banking financial organizations" and the place of individuals providing professional services in the financial market  in the system of financial organizations.

Most visitors come to visit museums; in reality, few immersive solutions support the senses experience. Virtual reality (VR) technology attaches the virtual information from the real environment. Applying the VR technology in the 3D relic information display and visualization in the museum field is a hot research issue. However, most current solutions of relics are one-sided, only focusing on the virtual exhibition, lack of associations with actual function, and senses experience, especially the large artistic cultural relics. The scenario-based virtual exhibition solution is an available approach to allow visitors to imitate ancient artist and provide relatively experience in the form of content and sense organ of ancient art. It converts large relics into “digital large relics” and enables experiencing performance of ancient civilization in person. The solution presents relics to the visitors in a more direct and vivid manner and with innovative forms, strong interaction, and intelligence, thereby improving the interests and satisfaction among visitors in this type of relic exhibition. Besides, it also provides visitors with a convenient way to experience and learn ritual and culture. Evaluation and conclusion can be drawn that most participants appreciated this solution in clear interface and completion aspects.

In the paper ‘A new stonefly species (Plecoptera: Perlodidae) from Eocene Baltic amber and questions on the wing venation potential for species diagnostic of fossil Plecoptera’, we figured and discussed on a specimen of the plecopteran Pteroliriope sinitshenkovae Cui, Béthoux, Kondratieff, Shih & Ren, 2016 (Jouault et al., 2021: figs 5–6), under the accession number MNHN.F.A71351, of the collection of the Muséum National d’Histoire Naturelle in Paris, France. The repository number has been corrected to fit with the recent ‘parachute research’ issue (DeMiguel et al., 2021). Therefore, the specimen is in fact deposited in the collection of the Nanjing Institute of Geology and Palaeontology, Chinese Academy of Science, China, under the accession number NIGP176250.
