This research aims to understand the strategic analysis of collaborative governance on forest and land fire disasters at the ontological and sociological level that are very significant in reducing risk of natural disasters in Indonesia. The problem is very interesting to be analyzed by conducting a descriptive qualitative research based on theory of public policy, collaborative governance, and strategic management. The data were collected through in-depth interview, observation, and related documentation in forest and land fire cases in Indonesia. The data were analyzed by using interactive models, which are data reduction, data display, data verification, and supported by triangulation. The results were based on ontological and sociological level by using collaborative governance perspective and strategic analysis of internal, external, supporting, and inhibiting factors for reducing disaster risks and improving disaster management. Vision and mission of public policies on disaster management are needed for improving and providing information to stakeholders regarding regulations and sanctions in natural disaster management and produce a revised relevant regulation for state agencies as public officials in making regulations on disaster management in Indonesia.

In view of the obligation of affirmative duty of public administration in the timely way, the author of this paper is verifying the thesis that failing to meet this obligation, in Poland, during the COVID-19 epidemic, the Council of Ministers did not introduce the state of natural disaster regulated by the Constitution and the natural disaster management act.

Abstract In the past, various traditional methods used experiments and statistical data to examine and solve the occurred problem and social-environmental issue. However, the traditional method is not suitable for expressing or solving the complex dynamics of human environmental crisis (such as the spread of diseases, natural disaster management, social problems, etc.). Therefore, the implementation of computational modelling methods such as Agent-Based Models (ABM) has become an effective technology for solving complex problems arising from the interpretation of human behaviour such as human society, environment, and biological systems. Overall, this article will outline the ABM model properties and its applications in the criminology, flood management, and the COVID-19 pandemic fields. In addition, this article will review the limitations that occurred to be overcome in the further development of the ABM model.

The purpose of the study was to assess the socio-economic responses from Iringa District Council Natural Disaster Management Committee. The research used both quantitative and qualitative research approaches whereby questionnaires were used to collect data from community members and interviews were conducted with the key informants from Iringa District Council Disaster Management Committee. Cross-sectional design was used to gather data to answer the research problem and summarize the results. Targeted population was 11675 community members and key informants from District, Ward and Village Disaster Management Committees (DMC, WDMC AND VDMC) in Iringa District Council whereby a sample size of 133 was drawn out of it. Purposive and simple random sampling techniques were used for the selection of respondents. Descriptive statistical analysis and contents analysis were used in data analysis. The findings of this study revealed that the DMC has been providing both social and economic responses to the disaster victims such as temporary shelters and housing, supply of water and food as well as a relief package to the disaster victims. However, the social responses were considered minimal as compared to the economic responses by the DMC. The study recommended for the WDMCs and VDMCs to be empowered to be able to mobilize social economic assistance within and outside the community. This will help the local community to restore their lives and properties before the assistance from the DDMC. The DDMC is advised to establish training schedules with proper skills and techniques on natural disaster management in wards, villages, involving the academic institutions in the respective areas, definitely will facilitate to handle the situation effectively. Furthermore, the WDMCs and the VDMCs should re-enforce the legal disaster management Act, and Village by laws of (2019).

Introduction: Natural disasters is one of the real threats which cause the loss of life, property, and refugees. Background Problems: The role of the Indonesian National Armed Forces (TNI) in natural disaster management becomes an interesting thing to study when natural disasters occur in Indonesia. Novelty: This article reveals the analysis result of the implementation of TNI’s principles in disaster management, especially in the following regions: Palu, Sigi and Donggala (Pasigala), Central Sulawesi Province. Research Methods: The research was conducted using qualitative research methods. The collected data was analyzed using qualitative data analysis techniques. Finding/Results: Based on the results of the study, it was concluded that the role of TNI’s leadership style was very prominent to fill the vacancies of Regional Leaders in certain areas experiencing disaster. The support of TNI personnel in natural disaster management cannot be separated from the implementation of 11 TNI leadership principles, which consist of: Takwa, Ing Ngarsa Sung Tulada, Ing Madya Mangun Karsa, Tut Wuri Handayani, Waspada Purba Wisesa, Ambeg Parama Arta, Prasaja, Satya, Gemi Nastiti, Belaka, and Legawa. The application of these principles can be seen in emergency response situations, where TNI plays an important role, in which their instructions were conformed by the community. In disaster mitigations, they evacuated victims, rebuilt worship places, looked around for logistical sources for the community, were incharged for possible criminal actions, such as eradicated looting acts, arrested the perpetrators and handed them to the local Police. Thus, it can be said that the leadership of TNI has succeeded in handling natural disasters in Pasigala, Central Sulawesi. It can be then recommended that the Indonesian Government and stakeholders should improve the quality of training and education for leadership and disaster management by implementing the leadership principles of TNI, as well as synergizing with TNI in disaster management

This research is at the ontological level of implementing logistic disaster management that is very significant in reducing the risk of natural disaster in Indonesia. The problem is very interesting to examine by conducting descriptive qualitative research. Sharpening the research was using the theory of public policy, collaborative governance, and supply chain management for logistics improvement. Data were collected using in-depth interviews with several key informants, direct observation, and related documentation. Data were analyzed using interactive models in data reduction, data display, and data verification supported by triangulation employed to obtain validity and reliability. The results were based on ontology, epistemology, and sociology research by empowering the logistic and equipment distribution for natural disaster and disaster management in Indonesia. Vision and mission of public policies related to natural disasters are needed to complete the facilities of prevention, equipment management, and logistics supervision, provide information to stakeholders regarding regulations and sanctions in natural disaster management that were carried out deliberately, and balance the provision of disaster management. Therefore, it will produce revised and detailed relevant regulations and state agencies as public officials in making natural disaster and disaster management regulations in Indonesia. The researchers suggested that relevant state institutions as public officials in making regulations on natural disaster management in Indonesia should form regulations and institutions to cover the collaborative governance of natural disaster reduction.

<p>To enhance the preparedness for (and response to) natural disasters, the ITU/WMO/UNEP Focus Group on AI for Natural Disaster Management (FG-AI4NDM) explores the potential of AI to support data collection, handling, and monitoring; to improve modeling across spatiotemporal scales (reconstructions and forecasts) through extracting complex patterns (and gaining insights) from a growing volume of geospatial data, and to provide effective communication. To achieve these objectives, FG-AI4NDM converges stakeholders and experts from across the globe with special effort made to support participation from low- and mid-income countries and those countries shown to be particularly impacted by these types of events.</p>
