Utilizing administrative data from the Family Self-Sufficiency (FSS) Program operated by the Denver Housing Authority, four program outcomes, (a) savings and escrow growth, (b) credit and debt reduction, (c) employment and earnings, and (d) positive exits from subsidized housing, are examined to assess if any differences exist between participants ( n = 424) who enrolled during or after the Great Recession. Propensity score matching with replacement was employed to match FSS enrollees. Compared to post-Great Recession enrollees, results suggest that enrollees entering the program during the Great Recession were more likely to reduce their monthly contractual debt and derogatory debt, increase monthly earned income, and remain in the FSS Program longer. Findings suggest that attaining participant financial capability goals is possible during severe economic shocks and may provide vulnerable families with additional capacity to weather such shocks.

Abstract Despite being one of the most populated cities globally, the air quality of Karachi is hardly ever comprehended. The present paper investigates the outdoor concentrations of 10 air pollutants, viz. NO, NO2, NOx, SO2, CO, O3, CH4, methane carbon, non-methane hydrocarbons, and total hydrocarbons at three different city sites, viz., Sohrab Goth, Defense Housing Authority, and North Nazimabad. The results demonstrate that these pollutants severely affected the city's air quality. The annual mean concentrations of both NO2 and SO2 exceeded the WHO guidelines at some study sites. The city experiences varied concentrations of major air pollutants because three types of fuel, viz. diesel, gasoline, and compressed natural gas, operate the motor vehicles in this conurbation. The study also correlates the various air pollutants with each other and with various meteorological factors. All the three oxides of nitrogen are statistically associated at all three sites with one another, with SO2 at Defense Housing Authority, with CO at North Nazimabad, and with meteorological factors at Sohrab Goth and Defense Housing Authority. Carbon monoxide is statistically associated with the meteorological factors only at North Nazimabad. The study suggests that higher air pollution in the city is due to the adoption of lenient vehicular emission standards because stringent emission standards cannot be adopted due to the non-availability of low or zero sulfur fuel. Moreover, ineffective regulation of exiting standards also contributes to higher vehicular emissions in the city.

AbstractThe policies of U.S. local public housing authorities influence which populations have access to stable housing, an important resource for health. We assessed whether the restrictiveness of local public housing authority policies related to people with criminal justice histories—a population at high risk for HIV/STIs—were associated with HIV/STI rates at the local-level. An ecological analysis was conducted using data from 107 local public housing authority jurisdictions. The independent variable was a score that quantified the presence/absence of eight policies related to the ability of people with criminal justice histories to obtain and retain public housing. The dependent variables were county-level rates of HIV, gonorrhea, syphilis, and chlamydia. Ordinary least squares regression with state fixed effects was used. We find that the restrictiveness of housing authority policies towards people with criminal justice histories were significantly associated with higher HIV and gonorrhea rates, but not syphilis or chlamydia. For example, local housing authorities with a policy score more restrictive than the median score had an additional 6.05 cases of HIV per 100,000 population (32.9% increase relative to the mean rate) and 84.61 cases of newly diagnosed gonorrhea (41.3% increase). Local public housing authority policies related to people with criminal justice histories could affect HIV/STI risk at the population-level. These policies should be considered in studies and interventions at the intersection of housing, health, and justice involved populations.

Abstract Huai Khwang Housing is a public residential project, developed since 1972 in a fringe area of Bangkok at that time. The city has been gradually expanding, so now Huai Khwang Housing turns to be in the center of the city. There is a subway station 400 meters away from the site; therefore, the land value and potentials of this housing project has been increased. However, the physical conditions of the buildings are rather rundown since they have been utilizing for more than 50 years. The National Housing Authority of Thailand, the owner of this residence, has a plan to redevelop this housing project. The preliminary public hearing was set to inform the community about the future changes and intend to receive the opinions from the residents, who are elderlies residing in this community since it was built. Therefore, this paper aims to investigate the spatial behavior of elderly residents in this housing. The methods used include interviews and observations. The results show that the housing units are used in multi-functions and the spatial requirements include storage areas, a smell-locked and partitioning cooking area, a ventilating and sun-drying area for laundry, and spaces for air-conditioning units as well as satellite discs and washing machines. It is suggested that the redevelopment housing scheme should meet these requirements.

The Housing Choice Voucher (HCV) program represents the largest subsidized housing program in the United States. While families with vouchers can, in theory, lease any housing of reasonable quality renting below a rent ceiling, the empirical evidence suggests that they rarely use their vouchers to move to lower poverty neighborhoods. This paper examines the question of how spatial boundaries impact the residential possibilities of HCV subsidized families, both the visible boundaries of Public Housing Authority (PHA) catchment areas and the invisible boundaries of racial and economic segregation. I use administrative data supplied by the Department of Housing and Urban Development, which includes all moves by HCV families between 2005 and 2015 in the Baltimore, MD, Cleveland, OH, and Dallas, TX, metropolitan areas. Using a Louvain method of network cluster detection, I subdivide each metro into distinct mobility clusters—sets of census tracts within which voucher holders move but between which they rarely do. I find that the empirical mobility clusters at the metropolitan level are highly defined by PHA’s catchment areas. Even though families are technically allowed to “port” their voucher from one PHA catchment area to another, such behavior is rare. Within the PHA catchment areas, HCV mobility clusters are defined by patterns of race, income, and history. These findings suggest that patterns of racial and economic segregation seem to partially define the mobility clusters within PHA catchment areas, but not across them.

In recent years, land supply in Hong Kong has fallen sharply and fails to keep pace with the growth of population and number of households. Land shortage becomes urgent and dire. With the inadequate provision of residential land, housing supply is also adversely affected.Insufficient housing supply leads to surging property and rental price in the private market. According to the Rating and Valuation Department (RVD), the overall private domestic price index peaked in June 2017 at 336.1. Keen housing demand is also observed in the private rental market. RVD statistics showed that the domestic rental index also reached the peak at 183.6 in June 2017 and the vacancy rate of about 3.8% as at the end-2016, which is much lower than the average vacancy rate of 5% from 1996 to 2015 (Development Bureau, 2017).In addition, there is soaring housing demand in public housing. As at the end-December 2021, the average waiting time for general applicants was 5.7 years, which is nearly double of the Housing Authority’s target for providing the first flat offer to general applicants at around three years on average (Housing Authority, 2021). Identifying and securing sufficient land to meet both current and anticipated pressing housing demand becomes a key challenge of the government. In the light of this, the government has established a dedicated task force (Task Force on Land Supply) in September 2017 and appointed 30 professionals from different disciplines, such as planning, engineering, academia and think tank, to take a Marco-review on the land supply sources, look for feasible options as well as consider the pros and cons of various options. 18 land supply options were worked out for the public to make choices in the public engagement exercise. Among the 18 choices, the development area on the Periphery of Country Parks was regarded as one of the land supplies sources. This option does not only include the Hong Kong Housing Society’s studies on developing Two Pilot Areas on the Periphery of Tai Lam and Man On Shan Country Parks, but also include developing more areas on the periphery of Country Parks. The proposed option received overwhelming attention from the public and aroused debates in various perspectives. Its ecological value, recreational value, financial viability and even legitimacy were discussed. However, spatial analysis on the suitability of having residential development in Country Parks has not been conducted. Therefore, in this study, multi criteria GIS analysis is conducted to evaluate the geographic suitability of Hong Kong Country Parks for residential purpose with the consideration of various criteria.

Based on experiences with the development of a new research-based website on Universal Design meant to inspire and qualify the work of the Danish building sector, this paper examines the types of knowledge requested by professionals in the building sector when working with Universal Design. The Danish Transport, Construction and Housing Authority commissioned a website with the aim of increasing the building sector’s knowledge of Universal Design and supporting a change in attitude towards universal design. The site is intended to function as a platform for disseminating knowledge about Universal Design that can support the regulatory system. The empirical material of the study consists of data from qualitative interviews with actors from the building sector and workshops with the advisory board of the website. The analysis shows that, on one hand, the sector requires good examples of Universal Design and knowledge about users and their needs and, on the other hand, it needs detailed help such as comprehensive checklists to ensure the appropriate process is undertaken. However, technical information about, for example, the gradient of a ramp, does not contribute to an architectural idea and will not change any mindsets in regard to Universal Design. This paper reflects on the duality of requests from the sector using the theoretical concept of liminality. The paper describes and argues for the chosen approach for the website, namely focusing on inspiring and assisting professionals in the building sector to enhance their level of knowledge and support a change in practice towards Universal Design.

Pruitt-Igoe, in St Louis, Missouri, United States, was one of the most notorious social housing projects of the twentieth century. Charles Jencks argued opening his book The Language of Post-Modern Architecture, ‘Modern Architecture died in St Louis, Missouri on July 15, 1972 at 3.32 pm (or thereabouts) when the infamous Pruitt-Igoe scheme, or rather several of its slab blocks, were given the final coup de grâce by dynamite.’ However, the magazine Architectural Forum had heralded the project as ‘the best high apartment’ of the year in 1951. Indeed, one of its first residents in 1957 described Pruitt-Igoe as ‘like an oasis in a desert, all of this newness’. But a later resident derided the housing project as ‘Hell on Earth’ in 1967. Only eighteen years after opening, the St Louis Public Housing Authority (PHA) began demolishing Pruitt-Igoe in 1972 [1]. It remains commonly cited for the failures of modernist design and planning.
