The report of the president of the RAACS concerning the scientific activities of the RAACS was presented online at the General meeting of the RAACS members in June 2021. The report contains the review and analysis of the most urgent problems faced in architecture and town planning in a time of transition to the post-industrial historical space: creating a comfortable urban environment, a large-scale solution for housing problems, implementation of digitalization, environmental compliance and scientific support for the breakthrough in the socio-economic evolution of Russia, which falls under the competence of the RAACS.

The article is devoted to a topic that has been significantly updated in the last 5 years – the study of the ancient Great Silk Road as the historical predecessor of the Chinese initiative "One Belt – One Road". This initiative has involved dozens of countries on all continents of the Earth in its sphere. Many of them continue to wonder about the effectiveness of this project for China, other countries, the world economy and trade in general. The purpose of the article is to study the deep historical roots and significance for the socio-economic evolution in the past – with an emphasis on foreign trade aspects-and their role in general economic and humanitarian processes. The historical objectivity and validity of both the ancient Silk Road and the modern "One Belt, One Road" initiative are shown. The author comes to the conclusion that the ancient Great Silk Road played an extremely important role in the socio-economic development of China and other countries along the way, and at the same time provided the opportunity for intercivilizational communication, which together is extremely important in the conditions of the modern unstable world. The following research methods were used in the article: historical and economic analysis, induction and deduction, analysis and synthesis.

The purpose of this article is to demonstrate the innovation brought by Law No. 12,723 / 2012, which added Article 16-A to Decree-Law 1.455/1976, providing for the possibility of installing duty-free stores in the border twin cities, specifically those identified by the Ministry of National Integration. Still, the work deals with the Special Taxation Regime and the possibility of tax exemption, analyzes the main laws that address the theme and, discreetly, highlights positive and negative points resulting from the establishment of Free Shops in these locations. The methodology is based on exploratory, descriptive and bibliographic methods. The implantation proves to be an economic evolution to the Brazilian border municipalities, but it still presents uncertainties.

The sequence of rapid transformations from a material resource-based society to a society based on intelligence and creativity demonstrates the need to accept, integrate and implement knowledge-based management in any organization, regardless of its status. Major changes, both globally and nationally, oblige us to reflect carefully on the diversity of requirements and to identify the best strategies for the recovery of the Romanian economy. A critical assessment of the situation of Romanian organizations in all fields of activity, compared to changes at international level, will lead to the approach of new strategies and rapid measures for the recovery and development of the economy, with a view to maintaining the pace of competitiveness, with the major players in the international market. Change and economic evolution mean intelligence, information and creativity. The external environment is a competitive, and in need of survival. It depends on the social, legal, economic evolution, the technologies and services used, but also on the adaptation to evolutionary changes in order to resist the competitive market. We must be aware, however, that each country has its peculiarities, and I am referring here to the mentality, customs, but also to the relief, demographic state, national and human resources that Romania has. We're looking to keep up to date with the new research on the respective domain. The research of the literature, in order to identify the most effective and affordable strategies for the recovery of the Romanian economy, are extremely beneficial, but we must have the capacity to adapt them to the existing reality both nationally and globally.

We develop the process of discounting when underlying rates follow a jump-diffusion process, that is, when, in addition to diffusive behavior, rates suffer a series of finite discontinuities located at random Poissonian times. Jump amplitudes are also random and governed by an arbitrary density. Such a model may describe the economic evolution, specially when extreme situations occur (pandemics, global wars, etc.). When, between jumps, the dynamical evolution is governed by an Ornstein–Uhlenbeck diffusion process, we obtain exact and explicit expressions for the discount function and the long-run discount rate and show that the presence of discontinuities may drastically reduce the discount rate, a fact that has significant consequences for environmental planning. We also discuss as a specific example the case when rates are described by the continuous time random walk.

Diante do atual momento de crise econômica brasileira, nota-se a importância do setor de serviços principalmente na geração de emprego e renda. Diante disto, esta pesquisa tem como objetivo geral investigar a evolução econômica do setor de serviços no estado de Rondônia no período de 2009 a 2015. Para tanto, foi utilizado como procedimento metodológico uma abordagem quantitativa por meio da coleta de documentos com base na Pesquisa Anual de Serviços (PAS) e, como o procedimento de análise foi utilizado a estatística descritiva. Os resultados demonstraram que o setor de serviços contribuiu significativamente na criação de empresas com um crescimento de 32%. Com relação à geração de renda, o crescimento para o estado de Rondônia foi de 110%, enquanto o número de pessoas ocupadas cresceu 20% no período pesquisado. Por fim, conclui-se que o setor de serviços do estado de Rondônia contribuiu de forma significativa para a evolução da geração de renda, número de pessoas ocupadas e aumento da quantidade de empresas. ABSTRACTIn today's time of Brazilian economic crisis, there is the importance of the service sector mainly in the generation of employment and income. In view of this, this research has as general purpose to investigate the economic evolution of the services sector in the state of Rondônia in the period from 2009 to 2015. For this, a quantitative approach was used as methodological procedure through the collection of documents based on the Annual Survey of Services (PAS) and, as the analysis procedure was used the descriptive statistics. The results showed that the services sector contributed significantly to the creation of companies with growth of 32%. With regard to income generation, growth for the state of Rondônia was 110%, while the number of employed persons increased by 20% in the period surveyed. Finally, it can be concluded that the service sector of the state of Rondônia contributed significantly to the evolution of income generation, number of employed persons and increase in the number of companies.

Most world economies are undergoing fundamental transformations of economic sectors, shifting their employed workforce through the secular sequence of (1. Agriculture⟶2. Industry⟶3. Services⟶4. Government). The productivity growth rate is the driving force. Most advanced economies have reached the final stages of the sequence. Assorted recessions, crises and stagnations are simply cofluent, accompanying phenomena. Crises might be cyclical, but economic evolution is unidirectional. Traditional economics can hardly distinguish phenomena of crisis from those of the transformation. Because there is no “fifth sector”, some economies are entering the phase of metamorphosis, for the first time in history. Metamorphosis is manifested through deglobalization, relocalization and autonomization of local and regional economies. We are entering the Age of Entrepreneurship.

AbstractSupporting ecological innovations and economic activities which lead to environmental protection is one of the important challenges to decision-makers. The above is related to the problem of specification of mechanisms resulting in introducing ecological innovations to the economy. The original vision of the economic evolution determined by innovation was firstly presented by Joseph Schumpeter who identified essential innovative changes as well as indicated different mechanisms governing the economic evolution. The aim of the paper is to suggest a cohesive topological approach maintained in the stream of Schumpeter’s thought, to study changes in the economy, which result in the elimination of at least one harmful commodity or technology from the market, by incorporating Hurwicz apparatus in a suitably modified competitive economy. Qualitative properties of mechanisms which can occur within the economic evolution are also analyzed.
