The features of power supply for oil and gas enterprises, the design, features of the operation of gas turbine plants, methods of organizing a power supply system with elements of its own generation are considered, an autonomous power system with the organization of a direct cur-rent link has been developed to ensure stable operation of gas turbine units operating in paral-lel.

The stimulation of inventive and rationalization activities in Russia should contribute to the transition of the country's economy to an innovative type of development. The foreign experience of stimulating inventive and rationalizing activities is being investigated. The tools, examples of measures to support and stimulate inventive and rationalization activities carried out at the state level in developed countries are considered. Foreign experience shows that the state supports the system of stimulating inventive creativity, both of individual inventors and creative, scientific collectives. The state acts as a sponsor of innovation activities, the instruments of material interest are used to ensure the acceleration of the introduction of inventions into production processes. Legal and methodological regulations stimulating inventive and rationalization activities in the Russian Federation, at oil and gas enterprises are being investigated. The existing methods of supporting inventive and rationalization activities in Russia are not specialized. The promotion of invention in Russia is regulated by legal acts and a methodological framework partially developed in the USSR, as well as in recent years in the Russian Federation. The main methods of direct and indirect government incentives that can be used to support innovation and invention at oil and gas enterprises: budget financing of research organizations and universities, financing of business incubators, technology parks, public procurement of innovative products and services, investment in the capital of financial institutions involved in the creation of innovative projects, the provision of tax incentives, the allocation of preferential government loans and credit guarantees. The necessity of participation of four levels of management in the process of improving the stimulation of inventive and rationalization activities at oil and gas enterprises is substantiated - the state level, the level of subjects of the Russian Federation, the industry level and the level of oil and gas industry enterprises, which will lead to the activation of this direction in the Russian Federation, increase in its activity, the revival of the high social status of inventors and innovators.

Aim. The presented study aims to build a model for the efficient development of the oil and gas industry in the long term. Tasks. The authors investigate the peculiarities of the development of the oil and gas industry in the Russian Federation at the present stage when the COVID-19 coronavirus pandemic has had a significant impact on the reduction of oil production and global demand for oil and petroleum products; identify strategic directions for the development of the oil and gas industry in Russia and substantiate the need for government measures to support the oil and gas industry, including the possibility of forming innovative investment resources and reducing the tax burden in combination with a global shift away from fossil fuels, which will ensure more efficient use of oil and gas reserves. Methods. This study uses the theory and methodology of strategizing developed by academician V.L. Kvint as a basis for determining strategic directions and priorities for the development of the oil and gas industry. An economic and mathematical regression model for predicting the volume of oil production in the Russian Federation over the next five years is developed with allowance for the priorities of the methodology under consideration. Results. Substantiation of the projected values of oil production increases the preparedness of Russian oil companies and the government, allowing them to respond to various scenarios in the future and thus making it possible to develop an efficient strategy based on preventive measures to reduce the impact of oil price volatility on the Russian economy. Calculations show that Russia will most likely not be able to fully realize its production potential. In the long term, oil production will naturally decline due to the depletion of the resource base. One of the prerequisites for the successful operation of oil and gas enterprises is their orientation towards an innovative strategy in the context of sustainable development. Conclusions. The era of cheap oil and unexpected profits from hydrocarbons is gradually coming to an end. Therefore, strategically important directions for the oil and gas industry include the modernization of technologies and equipment by attracting investments in oil and gas enterprises and the development of the industry’s infrastructure, diversification of the refining industry, reduction of crude oil exports, and increased exports of finished petroleum products.

A novel polygeneration technology and equipment concept has been suggested for energy and water supply systems of oil and gas enterprises. It was created in order to enhance opportunities of mutual integration of power and manufacturing systems using recuperation and recycling. As an example, we have described a system which incorporates modules for combined energy resource and water generation as well as wastewater and low pressure hydrocarbon gas recycling. Feasibility of polygeneration and mutual integration was assessed with use of a multi-criterion concidering efficiency and effectiveness.

The article discusses aspects of the project approach in the management of innovative activities of enterprises in the oil and gas sector. It is noted that the functioning of enterprises in the oil and gas sector is closely related to innovation and needs to apply a project management approach in order to timely achieve the set production objectives. It is indicated that the use of the project approach in the management of oil and gas enterprises can increase labor productivity, in general, thirteen times. It is concluded that it is advisable to adapt the accumulated extensive foreign experience in the implementation of project management in the oil and gas sector.

Resume Due to the increasing requirements for reducing the carbon footprint on the part of end users of hydrocarbons, there is a need to develop a system for automated analysis of the main business processes of oil and gas field development to assess greenhouse gas emissions, as well as for optimization in order to improve environmental safety. The paper describes a prototype of a platform that was developed for decarbonization of oil and gas enterprises using modern optimization tools and up-to-date methods for inventory of greenhouse gas emissions. The platform is based on the following models: – simulation model (IM) – simulates the company's business processes, identifying weaknesses and areas of potential development, is a set of mathematical algorithms for solving direct problems; – optimization model (OM) – allows to conduct a comprehensive analysis with a large number of parameters, excluding manual data processing and using automated information exchange between various software that is used in the oil and gas industry for modeling and monitoring of various processes, as well as developing various development options (taking into account geological conditions, geophysical interpretation, etc.). The initial conditions and the specified criteria related to economic indicators allow to solve the problem of finding the optimal parameters for the development of the selected asset. This paper shows the economic effect of implementing software based on a digital twin, implemented as a platform with the ability to build a model of an oil and gas asset, using various data (SAP, 1C, IPM GAP, Repos, Eclipse, etc.) and targets for the development. In the same way, the possible losses of the oil and gas industry from the introduction of additional carbon taxation and the potential for optimizing processes to minimize these costs are considered. IPCC methods are used to calculate greenhouse gas emissions, and direct, indirect, and fugitive emissions are considered in the calculation. The main conclusion is the need to reduce the costs for oil and gas companies and prepare modern automated digital solutions for accounting for greenhouse gas emissions in advance to achieve a zero-carbon footprint and maintain the competitiveness of the Russian oil and gas industry. As a result of the work done, the feasibility was justified, and the result was demonstrated to the customer for calculating greenhouse gas emissions based on digital twins of key business processes of oil and gas enterprises. The use of automated systems makes it possible to reduce the potential economic risks associated with the introduction of a carbon fee from large oil and gas consumers.

In accordance with the Energy Strategy until 2035, the possibility of increasing the efficiency of energy use of secondary energy resources in the form of associated oil and waste gases has been substantiated by increasing the energy efficiency of the primary energy carrier to 90-95 % by means of cogeneration plants with a binary cycle of electricity generation and trigeneration systems with using the energy of the waste gas to cool the air flow at the inlet of gas turbine plants. The conditions for maintaining the rated power of the main generator with variations in the ambient temperature are shown. An effective topology of electrical complexes in a multi-connected power supply system of oil and gas enterprises according to the reliability condition is presented, which allows increasing the availability factor by 0.6 %, mean time between failures by 33 %, the probability of failure-free operation by 15 % and reducing the mean time of system recovery by 40 %. The article considers the use of parallel active filters to improve the quality of electricity and reduce voltage drops to 0.1 s when used in autonomous electrical complexes of oil and gas enterprises. The possibility of providing uninterrupted power supply when using thyristor systems for automatic reserve input has been proven. A comparative analysis was carried out to assess the effect of parallel active filters and thyristor systems of automatic transfer of reserve on the main indicators of the reliability of power supply systems of oil and gas enterprises.

Personnel certification is one of the most effective tools for implementing human resources development processes and procedures. By certifying employees, either enterprises, institutions or organizations strive to expand their capabilities by acquiring new or improving already existing knowledge, skills, abilities and experience in order to improve the efficiency of performing professional duties. The purpose of the article is theoretical and methodological justification, practical testing and evaluation of personnel certification processes using design thinking procedure. The research goal is achieved by setting and solving the following tasks:- to investigate the theoretical and methodological basis of design thinking procedure, to establish the possibilities and ways of its practical application in the processes of human resource development of the organization;- to improve the implementation of international certification processes for professional drillers with the help of the prototyping tool; - to develop recommendations and evaluate the influence on the certification procedures according to the international standards.The draft study presupposes the analysis of the preparatory and final stage of international certification of oil and gas enterprises personnel, as well as the development of recommendations for their improvement, by using design thinking procedure. The study combines methods of quantitative and qualitative analysis. In particular, statistical analysis tools are used to study the results and evaluate the influence on personnel certification. Qualitative methods are used to establish intellectual, psychological and professional options of a person, by applying prototyping tools. Based on the results of the study, it is planned to obtain:» design thinking procedure integrated into the process of international personnel certification of oil and gas enterprises, which will increase the efficiency of human resources development;» improved approach to the organization of international certification procedures for professional drillers, which is based on the use of prototyping tools;» a list of influences on the certification procedures according to international standards and an approach to their evaluation.
