The main task of the article was to identify the dynamics of changing social characteristics of graduate students from research institutes of Novosibirsk Academgorodok. For the comparative analysis we used the data of polls conducted in 2005 and 2018. We compared such variables as the reasons for admission to graduate school, assessments of the current state of the main elements of scientific activity, the expectations of graduate students about their future profession, primarily a scientific career, criteria and factors of its success. Based on these results we planned to identify the main trends inherent in graduate studies as the main method of training personnel for Russian science. It is concluded that at present the system of training highly qualified scientific personnel in the country is in an unstable state. As a result, there is an active discussion in the professional community about ways of further reforming graduate school.

Training of highly qualified personnel for science, education and industry is an important factor in the formation of a high-tech economy. The modern system of doctoral training does not always cope with its tasks. Enhancing the efficiency of doctoral training can be associated with an increase in adaptability and self-organization. The adaptation of the pedagogical system to changing conditions should be considered in a broad sense, while its fitting to students’ features is a special manifestation of this property. It is necessary to work out two mechanisms of its adaptation – passive and active. Passive adaptation means adjusting to changing external conditions (including a new law), changing in the systems of an adjacent and higher levels. Active adaptation involves the influence on other subsystems of the university educational environment, such as master’s school, additional education (retraining and advanced training of professors), the scientific and pedagogical personnel attestation system (dissertation councils), research departments. Such adaptation can take place according to the model of expanding influence, simultaneously at two levels – personal (subject-subjective) and organizational and managerial. Self-organization is considered as one of the most important features of the system adaptability and a condition for its successful functioning.

AbstractAbundant research conducted in many countries has underlined the critical role of Science, Technology, Engineering, and Mathematics (STEM) in developing human capital in fields important to a nation’s global competiveness and prosperity. In the Gulf Cooperation Council (GCC) States, recent long-term policy plans emphasize the ever-increasing need of transition to a knowledge-based economy and preparing highly qualified nationals with credentials in STEM fields to meet the current and future needs of the labor market. Yet, despite multiple educational reforms and substantial resources, national and international indicators of student performance still demonstrate insignificant improvement in GCC students’ achievement in STEM subjects. Demonstrably, the GCC youth still lack interest in STEM careers and represent low enrollment rates in STEM fields. This paper presents the results of a systematic review conducted on STEM education research in GCC countries. The review seeks to contribute to the body of the existing STEM literature, explore the factors influencing student participation in STEM, and identify the gaps in STEM education research in those countries.

The social capital gap in education in Kuwait's public vs. private schools, including early stages to higher education, is a serious phenomenon that requires intervention. This chapter uses a qualitative approach to explore the rationales behind disadvantaged boys in public schools compared to their peers in private schools. Differences in school visits indicated a need for interventions directed toward students with unqualified teachers and a primitive educational paradigm. The chapter concludes with an alteration to the culture of human resources as well as building capabilities for improved outcomes among boys in public schools in Kuwait. Achieving these goals will require a strong education system enriched with highly qualified human resources teams and an insight to cultural circumstances.

Currently, developing the high-quality human resources to meet the socio-economic development requirements of Vietnam in general and Quang Ngai province in particular is a very urgent need, is a very urgent need. This is a both fundamental and long-term issue  in order to realize the strong and happy national aspirations. Located in the central key economic region with Dung Quat economic zone whose core is Dung Quat oil refinery, Quang Ngai is developing day by day. Presently, Dung Quat economic zone together with industrial clusters of the province have been creating a huge value of industrial output, especially heavy industry - an important spearhead industry in the process of industrialization, modernization, creating momentum to promote the development of industry and service in the whole region, and play an important role in creating the driving force for the development of the central region. Due to the specific requirements of industries with modern technology, Quang Ngai is required to have highly qualified and skilled human resources. Being well aware of this, Quang Ngai province has paid great attention to the development of high-quality human resources and initially achieved certain achievements over the past time.

Linear system identification is a well-known methodology for building mathematical models of dynamic systems from observed input–output data. It also represents an essential tool for model-based control design, adaptive control and other advanced control techniques. Use of linear identification is, however, often limited to academic environment and to research facilities equipped with scientific computing platforms and highly qualified staff. Common industrial or building control system technology rarely uses these advanced design techniques. The main obstacle is typically lack of experience with their practical implementation. In this article, a procedure is proposed, implemented, and tested, that brings the benefits of linear identification into broader control system practice. The open-source DCU control system platform with its advanced control framework is used for implementation of the proposed linear identification procedure. The procedure is experimentally tested in the laboratory setting using a unique model of HVAC system as well as in real-world environment in an experimental two storey family house. Testing this novel feature of the control system has proved satisfactory results, while some of them are presented in graphical and numerical form.

In the Republic of Kazakhstan, specialists in the field of Physical culture and Sports are faced with the problem of increasing interest in practicing folk national sports, based on the creation of both theoretical paradigms and a more evidence-based comprehensive practical database of research in scientific and methodological orientation. The research is aimed at creating a bank of models of bio pedagogical data for coaches and young people engaged in national wrestling, on the influence of Kazakh wrestling classes on the physical fitness of the muscles of the musculoskeletal system of its quality and the cardiac activity of highly qualified wrestlers in the preparatory period of the training process. The research was experimental, and data was analyzed using spss’ correlation coefficient. The results revealed the positive effects of the quality of development management on the level of general and special physical fitness of highly qualified athletes of the national team who constantly train in different teams of the republic.   Key words: bio pedagogical data; health orientation; motor and functional capabilities; qazaq kuresi; wrestlers.

Актуальность статьи обусловлена задачами повышения качества психолого-педагогической готовности врачей-ординаторов к многоплановой врачебной деятельности. В статье рассматриваются результаты «двуслойности» исследования, т.е. сделан важный вывод о значимости оценок роли психолого-педагогических компетенций во всех видах врачебной деятельности как со стороны научно-педагогических кадров профильных (выпускающих) кафедр университета, так и со стороны ординаторов, которые подтвердили близость их мнений. Проанализированы современные требования федеральных государственных образовательных стандартов к уровню формирования у обучающихся профессиональных и психолого-педагогических компетенций на уровне ординатуры. Статья носит исследовательский характер. Ее цель состоит в раскрытии роли и значимости готовности врачей-ординаторов к врачебной деятельности, предполагающей не только лечение пациентов, но и сохранение их здоровья посредством воспитания самосохранительного поведения и приобщения к ведению здорового образа жизни. Эмпирической базой публикации являются результаты исследования, проведенного в Медико-биологическом университете инноваций и непрерывного образования ФГБУ ГНЦ ФМБЦ им. А.И. Бурназяна ФМБА России в 2020–2021 году при участии автора статьи. Исследование включало экспертный опрос педагогических кадров университета, а также опрос ординаторов, обучающихся по 36 специальностям. Показана степень их включенности в поиск более эффективных дидактических систем реализации существующих моделей освоения ординаторами дисциплины «Педагогика», которая входит в перечень базовых дисциплин образовательной программы подготовки кадров высшей квалификации, разработанной в соответствии с действующими ФГОС ВО на уровне ординатуры и уточнения компонентов психолого-педагогической компетентности, необходимых врачам-ординаторам для успешной профессиональной деятельности в этой сфере. The relevance of the article is due to the tasks of improving the quality of psychological and pedagogical readiness of resident doctors for multifaceted medical activity. The article discusses the results of the "two-layered" research, i.e. an important conclusion is made about the importance of assessments of the role of psychological and pedagogical competencies in all types of medical activity both from the scientific and pedagogical staff of the profile (graduating) departments of the university, and from the residents, who confirmed the closeness of their opinions. The modern requirements of federal state educational standards to the level of formation of students' professional and psychological-pedagogical competencies at the residency level are analyzed. The article is of a research nature. Its purpose is to reveal the role and significance of the readiness of resident doctors for medical activity, involving not only the treatment of patients, but also the preservation of their health through training and education of self-preservation and positive behavior, healthy lifestyle and rejection of bad habits. The empirical basis of the publication is the results of a study conducted at the Biomedical University of Innovation and Continuing Education of the Burnasyan Federal Medical Biophysical Center of Federal Medical Biological Agency in 2020-2021 with the participation of the author of the article. The study included an expert survey of university teaching staff, as well as a survey of residents studying in 36 specialties. The degree of their involvement in the search for more effective didactic systems for the implementation of existing models for the development of the discipline "Pedagogy" by residents, which is included in the list of basic disciplines of the educational program for the training of highly qualified personnel, developed in accordance with the current Federal State Educational Standards at the residency level and clarification of the components of psychological and pedagogical competence necessary for residents for successful professional activity in this field.

One of the main tasks of modern higher education is to train specialists with a high level of competence who can constantly work on themselves. The relevance of the research topic is due to the need for continuous professional development of future dentists and the motivation of their training, and the development of an active life position in modern society. The purpose of our work is to study aspiration peculiarities of IFNMU students and interns to the successful and versatile improvement of personality. The personal qualities of the doctor provide comfortable psychological contact with the patient and maintain professional activities dedication. Communicative competence is the subject of special research in the field of future doctors' training. Professional communication is considered to be one of the components of the general culture of relations and contributes to the successful career of a specialist in any sphere of activity, especially the medical one. The problem of forming and maintaining educational interest to master the future specialty of students and interns continues to exist. Motivational components and factors that affect the professional and personal development of the future doctor increase with each year of study, and this process should not stop for life. It’s effectiveness depends on the forms of the material presentation. The presence or absence of positive motives in students and interns have a significant impact on educational activities. Insufficient motivation cannot contribute to the formation of their high professional realization. Therefore, a genuine and persistent desire to acquire knowledge and skills should be the starting point in the formation of a highly qualified healthcare professional. The main factor influencing the interest in the education of students and interns is the acquisition of knowledge, skills, and abilities, which will form the foundation of professional activity in the future. The following factors contribute to increase the motivation of learning: the method of learning the material, its content, teaching methods; usage of problem tasks at each stage of the class; application of interactive technologies. Our analysis showed that gaining knowledge among students and interns is dominated by professional motives: to become a highly qualified dentist and to find a job that meets personal desires in the occupation of their choice. Thus, learning is more effective when it is motivated, and the activities of students coincide in direction and purpose. As a result, the graduate's professional training becomes successful. The effectiveness of the educational process depends on the variety of forms and methods of presenting scientific and practical material. The directions of increasing motivation are as follows: constant improvement and updating of material, the use of interdisciplinary links to understand the importance and practical necessity of each subject in a higher educational establishment, the use of multimedia presentations during practical and lecture classes, work in simulation centers, implementation in the educational process of situational tasks "patient-doctor and doctor-patient" with further discussion and recognition of the flaws of each participants' work. The usage of the latest information technologies and simulation centers helps not only to memorize a large amount of theoretical material but also to obtain practical and communication skills which are necessary for a modern doctor.

The article discusses the new roles and functions of HR specialists in the context of the formation of a new economic model. The first part of the article discusses the reasons for the change in the role and status of HR in the company and the emergence of new areas of work with personnel. Among the main reasons for HR transformation, the author highlights: the formation of a new model of the business environment – the transition from the VUCA-world to the BANI world; digitalization and active development of the gig economy, which caused the emergence of new forms of social and labor relations; changing the model of the organization itself – the spread of heterarchical structures and cross-functional teams, changing the paradigm of employee management – orientation towards the concept of human capital management. The second part of the article provides an overview of the new HR functions. HR transformation is associated with the expansion of the field of attention and sphere of influence of HR specialists. Currently, the focus of HR work is shifting to strategic issues, deep immersion in business, due to the liberation from routine. At the same time, the content of traditional HR functions is changing: new HR functions are becoming more focused and technologically advanced, new employee management tools and new positions are emerging (for example, HR-marketer, HR-Ambassador, HR-evangelist, happiness manager, HR-business-travel, specialist in managing remote work of employees, etc.). Currently, there is a «war for talents» all over the world, associated with attracting the most promising, highly qualified and unique employees. In these conditions, it is the personnel management system that becomes a competitive advantage.
