The increasing number of residents in Subang Regency every year has a direct impact on the amount of waste generation that must be managed. Until now, Subang Regency only has the Panembong Waste Disposal Site (WDS) in Parung Village which is intended to serve the entire Subang Regency area which includes 30 sub-districts. The Panembong TPA has started operating Since 1991, with the current Open Dumping operational system, the Panembong TPA has experienced an overload on an active land area of ​​± 2.2 Ha. The total area of ​​the Panembong TPA is ± 6.5 Ha which is used ± 1.6 Ha for general landfill infrastructure, the Active Zone of ± 2.2 Ha is used as a landfill area and the Passive Zone ± 2.7 With such conditions, the Subang Regency government proposes and plans to transfer and move the location of the Final Waste Disposal Site (TPA) at the planned location, while the planning location for this TPA is at: Jalupang Village, Kalijati District. The new TPA is planned to use the Sanitary Landfill system, considering that the Open Dumping system is no longer allowed by the government since 2009 which is based on Law No. 18 of 2008 concerning Waste Management. The initial step in the construction of the Sanitary Landfill TPA system is determining the location of the TPA which must comply with the requirements and provisions regarding environmental management, public order, city/environment cleanliness, regional regulations on waste management and urban spatial planning, as well as other implementing regulations that have been determined. by the government. To be able to determine the location of the landfill that meets these requirements.

Temporary Waste Disposal Site (TPSS) is a place to collect waste from various community activities which will later be transported to the final disposal site by garbage trucks. There are many considerations in choosing a TPSS location, so the selection of a TPSS location is very important in supporting the collection of waste that will be transported to final disposal. The Jember Regency Environmental Service is an agency in charge of waste management, including the selection of TPSS locations. Choosing the location of TPSS so far is still manual, where manual selection cannot be separated from human error, so that choosing the location of TPSS is not accurate can cause new problems in the community. In addition, there is no standardized assessment system in the TPSS selection process, so a decision support system is needed that can be used to assist the process of selecting the best TPSS location recommendations. In making this research system, we implemented the hybrid method of AHP and TOPSIS. Where the AHP method is used to determine the weight of the criteria while the TOPSIS method is used for the selection process for TPSS candidates.

Abstract Surface water and groundwater have been experiencing increasing risks of contamination in recent years because of the poor management of the immense amounts of waste created by different human activities. Inappropriate dump sites have served for many years as marginal disposal sites for a wide range of wastes, including solid waste, fresh sewage and hazardous waste, in developing nations such as Ethiopia. Physical, anthropogenic and organic procedures continuously interact to deteriorate the waste. One of the results of these practices is artificially contaminated leachate, which is potentially hazardous waste from disposal sites. If not managed appropriately, such a dumping site can contaminate groundwater (through leachates) and surface water (through contaminant transport by flooding and groundwater movement). Along these lines, this study focuses on the applications of water quality index in the ground and surface water quality caused by the waste disposal site of Bahir-Dar city within the Chilanchil Abay during the study period. Water testing was performed on 5 samples of surface water and 6 samples of groundwater in each month from 30th March (dry season) to twentieth August (wet season). More than 13 water quality parameters, for example, pH, TDS, Electrical conductivity, Turbidity, Temperature, DO, TH, BOD, COD, TC, NO3−, PO43−, Cr, Mn, and Pb contents, were examined in both ground and surface water. It was discovered that water quality status of the Chilanchil Abay watershed ranges from 15.87 to 36.6 for surface water and 42 to 46.2 for ground water suggesting poor and marginal status for drinking water purpose.
