Статья посвящена исследованию степени соответствия современной политики российского государства в сфере образования, процессов, происходящих в региональных университетах, политико-правовым основам многонациональной Российской Федерации, заложенным в Конституции, других важнейших документах, определяющих принципы её государственно-территориального устройства. Эти основы официально гарантируют российским народам и регионам всестороннее социокультурное, образовательное, научно-технологическое развитие. Целью работы является всесторонний анализ просчётов деятельности российского государства в образовательной сфере в постсоветский период, приведших к проблемам, не позволяющим региональным университетам сегодня решать возлагаемые на них обществом функции, а также поиск путей их решения. Процесс реализации данной цели определил следующие задачи: проанализировать степень соответствия постсоветской политики российского государства в образовательной сфере провозглашённым политико-правовым основам государственного устройства РФ, гарантиям социокультурного развития российских народов; выявить взаимосвязь результатов современных реформ в системе высшего образования с объективными функциями региональных университетов РФ; раскрыть позитивный потенциал региональных университетов в решении социально-экономических, социокультурных проблем регионов и народов РФ, сохранении и укреплении её евразийской цивилизационной сущности; исследовать негативные последствия постсоветских реформ, отразившихся на состояние дел в региональных университетах, наметить пути решения возникающих проблем; показать важность учёта этнокультурного компонента в системе образования многонациональной РФ, определяющего личностные и профессиональные качества подрастающих поколений, способствующего достижению межнационального согласия и стабильности в российском обществе. The paper is devoted to the study of the degree of compliance of the modern policy of the Russian state in the field of education, the processes taking place in regional universities with the political and legal foundations of the multinational Russian Federation, laid down in the Constitution, and other important documents that determine the principles of its state-territorial structure. These foundations officially guarantee the Russian peoples and regions comprehensive socio-cultural, educational, scientific and technological development. The purpose of the work is a comprehensive analysis of the miscalculations of the activities of the Russian state in the educational sphere in the post-Soviet period, which led to problems that do not allow regional universities today to solve the functions assigned to them by society, as well as the search for ways to solve them. The process of implementing this goal defined the following tasks: to analyze the degree of compliance of the post-Soviet policy of the Russian state in the educational sphere with the proclaimed political and legal foundations of the state structure of the Russian Federation, guarantees of the socio-cultural development of Russian peoples; to identify the relationship of the results of modern reforms in the higher education system with the objective functions of regional universities of the Russian Federation; to unleash the positive potential of regional universities in solving the socio-economic, sociocultural problems of the regions and peoples of the Russian Federation, preserving and strengthening its Eurasian civilizational essence; investigate the negative consequences of post-Soviet reforms on the state of affairs in regional universities, outline ways to solve emerging problems; show the importance of taking into account the ethnocultural component in the education system of the multinational Russian Federation, which determines the personal and professional qualities of younger generations, which contributes to the achievement of interethnic harmony and stability in Russian society.

The Covid-19 virus disease affects the entire world, including the education system and its impact on students' psychology. The goal of this study is to learn how the education system transitioned from offline or face-to-face teaching learning to online teaching-learning mode at Putera Batam University for the teaching-learning process and semester exams via online during COVID-19. In this study, the descriptive qualitative approach was used to discover students' psychology in online learning. In order to overcome these issues, the purpose of this study is to provide a comprehensive picture of online teaching and learning activities taking place during the lockdown period, including the link between the change management process and online teaching and learning processes in the education system in the midst of the COVID-19 outbreak. Ongoing disruption and resumption of educational activities and discourse as normal procedures in the education system. The data were analyzed using Wile (Syahputri et al., 2020) and Miles Huberman and Saldana (2014). They were 110 students as respondents (B.Miles et al., 2014).  The result found that students fatigued 100%, they felt headache, tired, shoulder sore 85%, demotivation 21%, withdrawal, and procrastination 70%, bad time management about 76%, and Feeling Isolated 85% and Uncertainty to what the lecturer/friends explain during the class 75%.

This article first established a university network education system model based on physical failure repair behavior at the big data infrastructure layer and then examined in depth the complex common causes of multiple data failures in the big data environment caused by a single physical machine failure, all based on the principle of mobile edge computing. At the application service layer, a performance model based on queuing theory is first established, with the amount of available resources as a conditional parameter. The model examines important events in mobile edge computing, such as queue overflow and timeout failure. The impact of failure repair behavior on the random change of system dynamic energy consumption is thoroughly investigated, and a system energy consumption model is developed as a result. The network education system in colleges and universities includes a user login module, teaching resource management module, student and teacher management module, online teaching management module, student achievement management module, student homework management module, system data management module, and other business functions. Later, the theory of mobile edge computing proposed a set of comprehensive evaluation indicators that characterize the relevance, such as expected performance and expected energy consumption. Based on these evaluation indicators, a new indicator was proposed to quantify the complex constraint relationship. Finally, a functional use case test was conducted, focusing on testing the query function of online education information; a performance test was conducted in the software operating environment, following the development of the test scenario, and the server’s CPU utilization rate was tested while the software was running. The results show that the designed network education platform is relatively stable and can withstand user access pressure. The performance ratio indicator can effectively assist the cloud computing system in selecting a more appropriate option for the migrated traditional service system.

Researchers have studied academic orientation—students’ valuing of and commitment to education—as in part a function of a cultural fit between students’ cultural capital, competencies, identity, and the institutional culture of the education system. Recent research on students’ aspirations and commitment highlights the moral undertones of such cultural fit. Scholars have identified the perceived moral connotations of becoming “an educated person” and illustrated how students’ academic orientation may be intertwined with the unique moral culture of the education system. Neoinstitutional scholars have examined modern education systems’ emphasis on an individualizing type of moral culture, that is, an institutional moral culture emphasizing individual autonomy, rights, and achievement over traditional mores, knowledge, and social hierarchies. Scholars have yet to bridge these streams of research by examining the link between students’ personal moral culture and the institutional moral culture of education systems. In this study, we consider whether students whose moral orientation matches the individualizing moral culture of education systems are more academically oriented. We conceptualize this link as moral fit, and we use moral foundations theory to identify students’ personal moral culture. Analysis of a unique sample of students drawn from all secondary schools in Iceland (N = 10,525) shows (1) individualizing moral intuitions (those that emphasize the individual as the basic moral unit) are associated with a greater academic orientation, net of parental involvement, cultural capital, and other important controls, and (2) this association is only lightly moderated by differences in the school structure.

The labor market in our time is experiencing revolutionary changes. The era of a relatively stable labor market is over. There is no balance of vacancies between the needs of the modern economy and specialists trained by the education system. New technologies lead to the emergence of new professions, new vacancies. And hence the main and paradoxical trend of the modern labor market of new technologies - a lot of “non-specialists” (that is, people who have not received a special education) who create new types of labor activity, and then new professions appear, and as a result, new vacancies, and, again, new "non-specialists" creating new specialties. From the point of view of the structure of modern education, it is ready to solve these problems. But, unfortunately, these education functions are not yet activated. And the labor market needs them more and more. Those. education should teach students to self-seek.

The construction of new, market-based economic relations in Russia in the early 90s of the last century was accompanied by a radical transformation of the education system to the Bologna standard. At the same time, Western scientists - teachers drew attention to the work on the cognitive development of the child by L.S. Vygotsky, the theory of developmental education by P.Ya. Galperin, the theory of inventive problem solving by G.S. Altshuller and the results of research by other scientists providing the formation of systems thinking in Soviet education. The article shows that the documents regulating the development of Russian education include the formation of systematic and critical thinking in students, but in practice this is not always implemented. The directions of transformation of the Russian education system since the beginning of building market relations in the 90s of the last century are identified as the cause of the current situation. The formation of systems thinking in higher education should consider the peculiarities of the age dynamics of adults. The most developed figurative and verbal thinking among students makes it possible to use the teaching methods of V.F. Shatalov, which reduces the time for studying educational materials by more than 30 times in comparison with classical teaching methods.

The article explores the evolution of the social responsibility concept along with discussing its specifics in the area of higher education. In particular, it is noted that the core of social responsibility is the idea that organizations should strive not only to make their own profits but also to be aware of the multiple effects from their activities to society. In this context, corporate social responsibility is viewed as bringing together the interests of the company and society. Particular emphasis is put towards the analysis of the impact of corporate social responsibility which is primarily related to ethical and transparent behavior and promotes sustainable development, health and well-being in society subject to stakeholder expectations and compliance with current regulations and standards. The study reveals that like other marketing factors initially associated with the commercial settings, social responsibility has expanded to the non-commercial sector, including education. The hypothesis of the study is a statement that social responsibility of universities for their decisions and activities and their impact on society and the environment is being realized through transparent and ethical strategies. The purpose of this study is to trace the history of developing social responsibility in higher education institutions in Ukraine. To attain the research agenda, descriptive analysis, as well as research and confirmatory factor analysis were employed; quantitative data were collected through a questionnaire developed on the basis of a literature review and the qualitative research results. The study has revealed a close correlation between the economic, natural and social environments, in particular, by creating new rules for the higher education system in Ukraine. The findings present a history of interpreting the notion of social responsibility in higher education in Ukraine which reflects the understanding of the complexity and the multifaceted nature of this concept from different perspectives: economic, social or environmental. Therefore, the ultimate priorities can vary greatly. The study asserts that the contribution of social responsibility into the growth of the nation's well-being, associated with the quality and growing effects of the higher education system and its institutions, is of a critical importance. It is argued that the implementation of research-based policies and the use of best practices of European universities in a particular area of social responsibility will facilitate better understanding of the basic principles of social responsibility, illustrating and modeling its values, principles and behaviours needed to find new socially responsible solutions to modern humanity challenges.

The artificial intelligence education system promotes the rooting of artificial intelligence in the education field and accelerates its entry into the era of intelligent education. This article focuses on the development of the artificial intelligence education system and proposes an artificial intelligence education system based on differential evolution algorithm optimization support vector machine. First, the processing of educational demand information data is automated, then a differential evolution algorithm is built to optimize the support vector machine model, and the model is used to implement various educational tasks to achieve automated education. The test results show that the model classification accuracy, classification recall rate, classification accuracy rate, and F1-score value are 4 items. Performances have been improved to improve the efficiency of education work and provide a reference for exploring the application and practice of artificial intelligence in education.
