AbstractRobotic Mobile Fulfillment System (RMFS) affects the traditional scheduling problems heavily while operating a warehouse. This paper focuses on storage assignment optimization for Fishbone Robotic Mobile Fulfilment Systems (FRMFS). Based on analyzing operation characteristics of FRMFS, a storage assignment optimization model is proposed with the objectives of maximizing operation efficiency and balancing aisle workload. Adaptive Genetic Algorithm (AGA) is designed to solve the proposed model. To validate the effectiveness of AGA in terms of iteration and optimization rate, this paper designs a variety of scenarios with different task sizes and storage cells. AGA outperforms other four algorithm in terms of fitness value and convergence and has better convergence rate and stability. The experimental results also show the advancement of AGA in large size FRMFS. In conclusion, this paper proposes a storage assignment model for FRMFS to reduce goods movement and travel distance and improve the order picking efficiency.

Venezuela, an economically oil-dependent country in South America, has experienced a turmoil of economic crisis since 2014 under the administration of President Nicolás Maduro. This crisis has been spilling towards social and political issues, with one being the emergence of an opposition group led by Juan Guaidó. This crisis, at first, has invited sympathy from various international actors, both states and non-states, with one being Brazil under the leadership of President Bolsonaro. Brazil at first is actively sending logistical aids towards the Venezuelans. However, in February 2019, President Maduro decided to fully-blockade Venezuela-Brazil borders for any human or goods movement. Beside the individual factor of the state's leader, group factor, specifically its cabinet which still acquires legitimacy from the leader, is also often seen as affecting and advising a policy in the time of a crisis. This paper aims to analyze the presence of President Maduro’s cabinet towards the Brazil border blockade in Venezuelan Crisis in 2019. By using the groupthink paradigm, this paper argues that there is a position of convergence between the members of the cabinet with the background of: (1) the dominance of nationalist military groups loyal to President Maduro; (2) the same ideology of left-wing political spectrum. It also argues that beside the two internal factors above, the external factors of regional and global tension towards Venezuela also create an isolation as an element of stress towards this government. This paper concludes that the combination of the three factors above become the main factors that formulated the blockade policy. Keywords: economic crisis, foreign policy, groupthink, Venezuela

Abstract Modelling of transport mode choice preferencehas beencurrently regarded essential to identify the preference of transport agents towards a transport policy. This research proposes a model of the freight mode choice preference by using Stated Preference Methods for the data collection from industrial freight shippers in Gresik, Indonesia. This research examines how truck as an existing mode and rail as a sustainable mode alternative compete for goods movement. As the common feature of discrete choice models, the Binary Logit was utilized to analyze the data. The sensitivity of mode preferences was investigated by changing the shipping cost and hauling time. The results indicated that the respondents were sensitive to haul time and shipping cost. When the shipping cost and hauling time was similar, the probability of choosing a truck was 77%. However, the industrial freight shippers changed the preference when the truck’s shipping cost and haul time was higher than that in the train. The train had a 65% choosing probability when the cost difference was IDR 500,000 lower and the hauling time difference was two days faster than the truck. This study assisted the policymakers to correctly design the variables of shipping cost and hauling time for the future sustainable inland transportation based on freight shipper’s preferences.

AbstractTraditional markets play a key role in local supply chains in many countries, often influencing retailer decisions due to their inherent attractiveness. In contrast to restocking choices for retailers as part of large chains, choices of independent retailers driven by local traditional markets have not been widely researched and are not well understood. This paper analyses the factors influencing independent retailer restocking choices and investigates the interplay between the presence of traditional markets and retailer choices. Bandung city in Indonesia is chosen for the study where independent retailers are prevalent, and where a number of traditional markets are thriving. A retrospective questionnaire was used to capture independent retailer restocking behaviour and generation models were calibrated to arrive at the trip propensity. Discrete choice models were estimated to explain the retailer preferences for supplier location and transport service choice. Results indicate that trips generated by independent retailers are explained by the presence of traditional markets and retailers’ vehicle ownership, in addition to the standard variables such as number of persons employed, weekly goods demand and average shipment weight. As for restocking location choice, retailers are more likely to choose suppliers within a traditional market where the number of wholesaler units is larger. Furthermore, the choice of traditional markets has a positive influence on whether retailers choose to use their own vehicle to restock their shops.

The article deals with the problem of regulating relations between trade and producers of goods in a new plane, in the actively emerging online segment of the consumer market. The authors consider the transformation processes in domestic trade, the digitalization of the consumer market in the conditions of a permanent crisis in the economy, lockdowns, the isolation of the country in the system of international coordinates, the rejection of the free movement of people and resources. They analyze the first results of switching manufacturers of goods and wholesale suppliers from retail chains, as a priority channel of goods movement, to an online channel, new forms and technologies associated with it. They explore the prospects for the development of relations between small and medium-sized manufacturing businesses with a new form of market sales, which today includes marketplaces. They prove that the problems of manufacturers accumulated in relations with retail chains do not disappear anywhere, but only multiply and intensify. The authors substantiate the need to extend trade regulation tools to the sphere of online sales, intermediary operations in this segment, create standard conditions for manufacturers to access these product promotion resources, and distribute measures to protect the interests of small and medium-sized businesses. They analyze the existing regulatory mechanisms and the possibilities of their application in the online sphere. They offer directions for improving the current legislation.

A scientific and appliedproblem of modeling the impact of threats and vulnerabilities in the logistics of transportation of goods of a distributed production system was posed and solved. The relevance of the research topic is associated with the identification of significant threats and the emergence of vulnerabilities, which can lead to deterioration in the main indicators of a developing enterprise. The research solves of the task of increasing of logistic processes effectiveness of goods transportation in a distributed manufacturing system in emerging threats and manifestation of vulnerability conditions. A set of possible threats is analyzed and formed, which influence goods transportation in a heterogeneous transport system of distributed manufacture. A virtual experiment method is proposed for using the experts' opinions regarding the identification of threat factors using a developed multifactorial and multi-response experimental plan, where lines represent the factors and a combination of threat factors, and the columns are associated with possible threats. A manifestation of vulnerabilities risks and emerging threats is used as responses. A regressive dependence to identify the most important threat factors is formed.The cost indicators are used for solving optimization problems, which connected with vulnerability removal, the time of events to vulnerabilities neutralization and risks of threat emergence. The cost minimization associated with the removal (neutralization) of vulnerabilities that may appear when threats emerge. The agent model for simulation and event modeling of a logistic of transportation in a distributed manufacture in conditions of threat factors and vulnerability emergence is proposed. Agent-based modeling allows you to determine the time of goods movement without vulnerability emergence and time of goods movement with vulnerability emergence using possible risk generator. Mathematical methods used systems analysis, the theory of experiments planning, integer (Boolean) programming, agent-based and event modeling.

Credible corporate commitments to environmental and sustainability outcomes build upon reasonable estimates of corporate impacts and realistic plans to ameliorate those impacts. Although many companies have already begun to account for their goods movement emissions, the vast majority of environmental, social, and governance (ESG) disclosures do not. This report creates and critically evaluates two complementary accounting mechanisms for air pollution emissions resulting from local transportation systems—for use in ESG disclosure and impact mitigation planning. These mechanisms are applied to a case study of businesses involved in food freight in Los Angeles: demonstrating the scope of local goods movement impacts on air quality and climate, and paving a path for additional analyses to follow. By quantifying the scope of impact from certain business and supply chain operations, this analysis makes the case for enhanced corporate responsibility by documenting and then reducing transportation system emissions from supply chain and logistics systems.

This article reviews the Volvo Low-Impact Heavy Green Transport Solution (LIGHTS) project, a multifaceted public–private partnership in Southern California, and provides some early insights and a model for successful fleet adoption of Class 8 battery-electric trucks. This paradigm shift in commercial trucking is emerging, forcing greater interdependence among many stakeholders—fleets, %, truck manufacturers, and policymakers—not currently engaged in the traditional heavy-duty commercial truck market. The many perspectives from this article such as lead times and costs associated with the deployment of charging infrastructure, developing the workforce to support largescale deployments, and the need for market development incentives from the government can be used to inform the programs and policies of California and other states seeking to follow their lead.
