This paper presents the findings of a study that intended to seek the content validity (CV) evidence of an instrument to measure the reading ability of university students in Sri Lanka. The reading passages and items were adapted from CEFR aligned Learning Resource Network (LRN) materials. The items were designed based on the cognitive processing involved in completing each reading task as prescribed by Khalifa and Weir (2009). As a part of collecting evidence for content validation of the instrumentation, Item Objective Congruence (IOC) analysis is used in this study. In IOC, the congruence between the cognitive processing of reading and the test items were studied providing quantified data for CV. A pool of twelve experts examined a total of 41 test items against eight cognitive processing effectively. As the experts had chosen more than one objective for an item, the IOC formula simplified by Crocker and Aligna (1986) for multi-dimensional assessment of multiple combinations of skills was applied in the present study. The findings of the IOC indicate the experts’ varying degrees of agreement in terms of what some of the items were designed to assess. 38 items had acceptable IOC indices, one item was removed from the study and two items were modified. Items having high congruence show that they test only one skill and those indicating low congruence notify that, items assess more than one cognitive processing skill. The study demonstrates the utility of the IOC method in gathering evidence for CV. Test development and validation are crucial in assessment which is the first and foremost process to evaluate educational management.

This study aims to identify and analyze the political process for the implementation of the Al-Qur'an Reading Ability Test for National Political Parties participating in the 2019 General Election in Aceh Province. Based on the problem, the author chose to use qualitative research in this study, where the author can explain how the political process towards the implementation of the Qur'anic reading test and the reasons for the national party in accepting and taking the test of being able to read the Qur'an for legislative candidates in the 2019 election. General Simultaneous 2019, which incidentally did not regulate the implementation of the Qur'an reading test for prospective legislative candidates from national parties, but in Aceh requires this rule. The results of this study are not far from the author's initial assumptions where the results of the study show that the political process of being able to read the Qur'an for national political parties is not only to maintain Islamic law as an important part of the specificity of Aceh contained in the UUPA, but also as an effort to fulfill the party's interests. politics so that their existence and electability will continue to increase in every stage of the legislative general election in Aceh. And this is relevant to the theory of political actors mentioned by Mosca that actors are the holders of strategic positions or positions in the executive, namely in KIP Aceh and have the influence to add policies in the legislative elections in Aceh for the sake of Aceh as an Islamic Shari'a area.

Since there were five classes with 157 students, the samples were selected using purposive sampling. As a result, there were 62 students who took part as the sample.  This study used a quasi-experimental design with nonrandomized pretest and posttest control groups. The data was gathered employing a written test, which was a multiple-choice reading test. The data was analyzed using the t-test. The results revealed that students who were taught through PORPE technique scored higher on reading tests. Besides, PORPE technique could improve the eleventh grade students’ reading achievement of SMAN 3 Unggulan Kayuagung. Hence, students could understand the information form the text and were confidence in answering the questions.

This research was quantitative research and considered as true experimental. The objectives of the research were to find out whether modified Listen-Read-Discuss technique can be used to improve students’ reading comprehension better than original LRD or not and the reading aspect that improved the most after the students received the treatments. The sample of this research was 35 students in control class and 34 students in experimental class. The data of this research was collected through reading test. After the data were collected, the researcher used independent t test to analyze the data. From the analysis, it was found that the original and modified LRD were able to improve reading comprehension significantly and modified LRD technique enabled the students to improve their reading better than original one. The last finding of this research was determining reference the most improved reading aspect in experimental class while finding specific information was the most improved aspect in control class. In short, modified LRD technique can enhance students’ reading comprehension better than original one since it added outlining strategy which arranged information based on concept. Keywords: Listen-Read-Discuss, Modified Listen-Read-Discuss, Reading Comprehension..
