It is common knowledge that the transition of mobile networks from one generation to another is basically for the improvement in the network’s Quality of Service (QoS). Bearing this in mind, we will assumme that the Universal Mobile Telecommunication System (UMTS) will outperform the Global System for Mobile Communication (GSM), hence, the motivation to conduct this study in Calabar, Nigeria, for four mobile networks; MTN, Airtel, Globacom and 9mobile. With the aid of a TEMS investigation software installed in a laptop, a measurement campaign was carried out and log files collected, with focus on Call Setup Success Rate (CSSR), Dropped Call Rate (DCR), Handover Success Rate (HOSR), Call Setup Time (CST), network coverage and network quality. The collected data was analyzed with the aid of a TEMS discovery software. The analyzed data for each Key Performance Indicator (KPI) was compared with the minimum benchmark of the telecommunications regulatory body, the Nigerian Communication Commission (NCC). Result reveal that there was no outright improvement in the QoS and there was fluctuation in the QoS provided by the network operators. We therefore conclude that the network operators, either did not make accurate planning before installing their base stations or do not optimize their networks frequently and this led to poor QoS in most cases.

Abstract A triple-frequency operated concentric annular ring microstrip antenna which is single fed is presented. The proposed antenna with three concentric annular rings and two symmetrical notches on its outer ring and having a cross slot in its ground surface shows triple band at resonance frequency 1.22760, 1.57542, and 2.18 GHz, respectively. At the first two bands (GPS L2 and GPS L1), circular polarization characteristic is observed and the third band observes linear polarization finding its application in Universal Mobile Telecommunication System (UMTS). The complete dimension of the antenna designed and fabricated is only 51.6 × 51.6 × 1.6 mm3. Experimental results depict the proposed antenna gain of 3.31, 3.55, and 3.50 dBi in three bands, respectively, and closely matches with the theoretical results.

INSPIRE-SAT 7 is a French 2-Unit CubeSat (11.5 × 11.5 × 22.7 cm) primarily designed for Earth and Sun observation. INSPIRE-SAT 7 is one of the missions of the International Satellite Program in Research and Education (INSPIRE). Twice the size of a 4 × 4 Rubik’s Cube and weighing about 3 kg, INSPIRE-SAT 7 will be deployed in Low Earth Orbit (LEO) in 2023 to join its sister satellite, UVSQ-SAT. INSPIRE-SAT 7 represents one of the in-orbit demonstrators needed to test how two Earth observation CubeSats in orbit can be utilized to set up a satellite constellation. This new scientific and technological pathfinder CubeSat mission (INSPIRE-SAT 7) uses a multitude of miniaturized sensors on all sides of the CubeSat to measure the Earth’s energy budget components at the top-of-the-atmosphere for climate change studies. INSPIRE-SAT 7 contains also a High-Frequency (HF) payload that will receive HF signals from a ground-based HF transmitter to probe the ionosphere for space weather studies. Finally, this CubeSat is equipped with several technological demonstrators (total solar irradiance sensors, UV sensors to measure solar spectral irradiance, a new Light Fidelity (Li-Fi) wireless communication system, a new versatile telecommunication system suitable for CubeSat). After introducing the objectives of the INSPIRE-SAT 7 mission, we present the satellite definition and the mission concept of operations. We also briefly show the observations made by the UVSQ-SAT CubeSat, and assess how two CubeSats in orbit could improve the information content of their Earth’s energy budget measurements. We conclude by reporting on the potential of future missions enabled by CubeSat constellations.

Abstract The described method of structure identification of the state vector of a telecommunication system stochastic model is based on a posteriori probability density approximation (APDA) by a system of a posteriori moments. An assumption of possible APDA approximation by a class of Pearson distributions resulted in a closed system of moment equations. Implementation of optimal non-linear stochastic object control techniques helped to solve the problem of structural identification. Introduction of the proposed approach into contemporary telecommunication systems will not impose additional requirements on the calculating equipment, thus making this method well-suited for a wide range of applications.

Abstract The main task of the clocking network synchronization (CNS) network subsystem is the formation, transmission, distribution and delivery of synchronization signals to the telecommunication system (TCS) digital equipment for the purpose of its coordinated interaction. Indicators of the telecommunication services quality are inextricably linked with the indicators of the CNS network functioning quality, in this regard, the process of monitoring and managing the CNS network comes to the fore for the purpose of prompt detection of failures and their subsequent elimination. The article provides an overview of the main classes of CNS network equipment and their diagnostic parameters, and also indicates the significant influence of the CNS network functioning process on the entire TCS functioning. To assess the technical condition of the CNS network an approach using the entropy analysis of the diagnostic parameters of the CNS network elements is proposed. The entropy model of the network dynamics is obtained in CNS work, which can later be used to develop a methodology for monitoring the technical condition of the CNS network. Using this model, it is possible to estimate not only the differential entropy of each CNS network element, but also to estimate the differential entropy of the entire CNS network or a separate fragment of the CNS network. Differential entropy parameters reflect the technical state of the CNS network.

Many researchers have discussed various topics in universal mobile telecommunication system (UMTS) networks: the process of switching from one cell to another for the subscriber and the impact of the quality of the connection during the transition process, quality of services (QoS), the quality of the uplink and downlink carrier line, the various types of code for the voice transmitted through the Internet, especially the research that discussed voice over internet protocol (VoIP) technology as voice travels from cell to cell in mobile networks, depending on the type of delivery. In this paper, a proposed scenario of a UMTS network was implemented to evaluate the multicellular VoIP movement; the proposed UMTS network was simulated using the OPNET 14.5 simulator. The calculation and analysis of the different parameters of the user while moving from one cell to another with different movement speeds considered, the best mean opinion score (MOS) value (3.19) registered for the scenario (soft handover) comparing with another type of handover (3.00).

The article deals with the main principles of protecting digital rights – a new legal category – in the digital environment. In the context of the rapid development of information and communication technologies when cyberspace becomes the platform for interaction between citizens, society, and the state, there is a need to re-evaluate traditional approaches to rights exercised through digital communications on the Internet. The purpose of the study is to examine the legal features and properties of digital rights and identify the principles for protecting digital rights online. The authors employ the general scientific dialectical method as well as the formal legal, systemic structural, and formal logical cognition methods. The synergetic method is used to identify the features and properties of digital rights, this method helps to highlight new rules and new realities in the creative potential of chaos. The authors conclude that the scope of digital legal relations has the characteristics of cross-border and virtuality, thus ensuring the protection of digital rights should be carried out considering the special properties of this environment in which subjects cannot always be identified, and objects are characterized as simulations. Digital rights are obligations and other rights, the content and the exercise of which are determined by their specific features according to the rules and functioning principles of the information and telecommunication system. The holder of a digital right can be a person who can exercise the right. The authors identify the basic principles of protecting digital rights: the digital equality principle; the digital self-determination principle; the anonymous communication principle; the principle of confidentiality of private communications; the principle of privacy in the digital environment; the principle of secrecy of digital identification; the principle of security of data obtained through facial recognition technologies; the principle of erasure of digitalized personal information.

Connected objects are deployed all over the world. Thus, they are contributing to improving communications. In urban areas, technological challenges are gradually being overcome, and advances in this area are exponential. Unfortunately, isolated territories such as northern Quebec do not beneficiate from this technological progress. Yet, northern Quebec relies on abundant natural resources, with notably its huge hydroelectric dams and iron mines, and therefore, the region’s economic life revolves essentially around the exploitation of these resources and is heavily reliant on rail transportation. However, according to Transport Canada, 1246 railroad accidents were reported in 2019 to the Transportation Safety Board (TSB). Thirty-eight people described as trespassers lost their lives, and five railroad employees were fatally injured. In this context, we present the implementation of a security system in an isolated environment for employees intervening on the railroad track to warn them of the imminent arrival of a train. Due to the context of the isolated environment, i.e., without an electrical network, without internet, and without an LTE network, a solution for employees has been developed using a Zigbee telecommunication system and a connected watch. A case study on a train operating in a remote and isolated area in northern Quebec is presented to validate the performance of the proposed system based on an open-source and customizable solution.

The arbitral trustee faces many problems in his work, but the most important is question about pay for his services. The purpose of the article is to study the legal regulation of remuneration to the trustee in bankruptcy, identify problems that arise in practice in the application of the relevant provisions of the Code of Ukraine on Bankruptcy Procedure and highlight on this basis the author’s vision of the remuneration of the trustee in bankruptcy. The authors argued the introduction of a provision on the appointment of an arbitral trustee to perform the powers of the administrator of property in the event of bankruptcy proceedings on the application of the initiating creditor as a permanent one, which will work after the launch of the Unified Judicial Information and Telecommunication System. This will allow to adhere to the principle of dispositiveness, as one of the principles of the Code of Ukraine on Bankruptcy Procedure, according to which the bankruptcy procedure is carried out. Based on the results of the study, the authors conclude that the arbitral trustee should be able to choose in which bankruptcy case to participate, and which to refuse, what amount of remuneration he should receive and so on. In reorganization and liquidation proceedings, only creditors (through the creditors’ committee) should elect an arbitration trustee to perform the powers of the reorganization trustee and liquidator. Creditors must pay a fee to the trustee if they are interested in settling their claims. The arbitral trustee shall exercise his / her powers for a fee, which shall consist of a principal and an additional fee. The arbitration trustee may also receive funds from creditors from the fund to advance the monetary reward. It is necessary to distinguish between the concepts of “the emergence of the right to monetary remuneration” and “payment of monetary remuneration”. The emergence of the right to monetary remuneration means that only the first condition has come — the payment deadline. However, the payment of monetary remuneration is not automatic, as only creditors can assess the effectiveness of the arbitral trustee in the procedure of disposition of property.

<p class="0abstractCxSpFirst">Long Term Evolution (LTE) of (Universal Mobile Telecommunication System) is one of the modern steps in series of mobile telecommunications systems. That appears to be a strong technology that meets the requirements of fourth-generation (4G) mobile networks and supports authentication and encryption mechanisms between User Equipment (UE) and Message Management Entity (MME). This paper provides an overview of the three most important algorithms that are considered the heart of LTE cryptographic algorithms (SNOW3G, AES, and ZUC) and a comparison between cipher key length and initial vector length to generate keystream depending on the structure used for each algorithm as each algorithm has a time of complexity and space of complexity that differs from the other security algorithm.</p><p class="0abstractCxSpLast"><strong> </strong></p>
