The design and execution of works on capital repair of apartment buildings are regulated by the current normative legal and normative-technical documents. Their actualization is conditioned by the development of technologies, new forms of work organization in repair-construction production as well as by the necessity to remove administrative barriers to intensify the processes of designing and execution of works on major repair in specific conditions without residents' resettlement in order to provide safety conditions, comfortable living environment and, as a result, to prolong the periods between repairs in the process of buildings operation.

Abstract Organizational Multi layered documentation frameworks, complex document writing styles, cross referencing, poor document integration, end user language barriers and psychological factors for searching relevant information under pressure complicates the understanding of a technical document. Complex technical documents intimidate the end user and shrinks the user understanding. Document engineering or Usability mapping of documents is proven scientific method for writing technical documents in a simplified and user-friendly manner. The document engineering concepts are based on human psychology, that helps the user to navigate through document content rather searching for specific keyword or information. Safety intensive industrial sectors such as Aviation industry, Oil and Gas are already adopting the document engineering concepts in their technical documentation. It is proven in many organizations that the usage of document engineering concepts simplifies the document complexity and the end users feel much comfort in understanding the documents in their work. In this paper an attempt has been made suggest adoptable user engineering concepts to simplify technical HSE documents. Also, the paper discusses some of the in-built hidden readability features in Microsoft word for checking reading ease and reading grade levels to improve simplification of documents. The paper discusses the psychological aspects behind document reading, understanding, cognitive linking for reaching the required information. Also, the paper discusses some of the best practices to be considered for technical document writers.

The main reason a lawyer will give for not reading a software patent is that, if you run afoul of the patent and it can be shown that you had knowledge of it, your company will incur triple the damages that they would have, had you not had knowledge of the patent. That seems like reason enough to avoid reading them, but there is an even better reason, and that is, as design or technical documents, software patents suck.

Humans are capable of understanding the knowledge that is included in technical documents automatically by consciously combining the information that is presented in the document’s individual modalities. These modalities are mathematical formulas, charts, tables, diagram images and etc. In this paper, we significantly enhance a previously presented technical document understanding methodology3 that emulates the way that humans also perceive information. More specifically, we make the original diagram understanding methodology adaptive to larger architectures with more complex structures and modules. The overall understanding methodology results in the generation of a Stochastic Petri-net (SPN) graph that describes the system’s functionality. Finally, we conclude with the introduction of the hierarchical association of different diagram images from the same technical document. This processing step aims to provide a holistic understanding of all illustrated diagram information.

The article provides an analysis of regulatory and technical documents and reference data that determine the nomenclature of anthropometric indicators for various professional categories of personnel. It is shown that the anthropological indicators given in these sources have lost their relevance due to the acceleration of the planet’s population over the past decades, as well as the absence of a whole group of necessary characteristics for the design of marine equipment. So in the standards of the 1980s, the average value of a person’s height for the 95th percentile is 183 cm, and in the European standards of 2000, the height of a man for the 95th percentile is 188.1 cm. The role of dynamic anthropometric characteristics in the justification of ergonomic requirements for control systems is shown. The basic static and dynamic anthropometric indicators necessary for the design of promising marine equipment are determined.

The research is aimed at identifying the characteristics of the conceptual apparatus of the subject area «information society», which is considered as the most important means of communication. The expansion of means of communication in the context of active introduction of information technologies into various fields of activity using both linguistic and non-linguistic signs is indicated. With the participation of representatives of various spheres of activity (IT‑specialists, representatives of authorities and management, regulatory and supervisory and law enforcement agencies, information service providers and information technology users), who have different levels of vocabulary in the subject area «information society» in the communication process, information transfer is associated with its possible lack of understanding or complete misunderstanding by the communication participants. Despite the presence of publications devoted to the issues of standardization and the use of concepts characterizing various aspects of the information society formation and development in the modern documentary stream, there are no studies reflecting results of the system analysis of the term system of the subject area «information society». Based on the content analysis of the abstracts journal «Informatics», which reflects the global documentary flow (chronological coverage: 2000–2018) and Russian regulatory documents in the field of informatization of society, international and national (Russian) standards, the composition of the concepts used has been revealed. During the study of the composition and the content of the concepts definitions enshrined in regulatory and technical documents, such challenges of the conceptual apparatus formation as inconsistency of definitions used both in different industries and in different standards included in one complex or a system of standards; incorrect use of terms that have definitions enshrined in regulatory documents; parallel use of synonymous terms and concepts, including within the same field of activity, have been identified. It is proposed to consider increasing the efficiency of communications in the information society through solving a set of tasks: formation of a terminology system that meets the requirements of international and Russian regulatory documents, development of a classification of concepts that characterize the information society as a whole and its components; adaptation of the conceptual apparatus enshrined in normative legal and normative and technical documents; development of information retrieval thesauri, and complex reference editions
