The article deals with the description of the methodology for determining the prices of construction work used most often in the reconstruction of historic buildings. The procedure is based on parametric estimating of buildings and on traditional tools and principles of pricing. The historic building is divided into structural parts and technological units. Structural elements are individually valued at the unit price, which was created on the basis of sub-budget. Very strict rules are set for the financing of cultural monuments and the method of valuation is based on the price systems’ methodology. The research also included an analysis of market prices and a subsequent comparison with indicative prices. Proper estimate of historic buildings’ reconstruction cost is also an important input for the decision-making process regarding the actual implementation of the project, its method of execution and its life cycle cost determination.

Purpose: E-government is a means of providing services by facilitating communication between government and citizens, government and businesses and among levels of government in a robust, flexible and efficient manner. Service-Oriented Software Engineering (SOSE) is a recognized approach of developing robust, flexible and efficient E-government system by transformation of existing systems. However, several challenges and issues in SOSE-Based E-government systems need to be addressed to attend the desired goal. This paper used systematic literature review (SLR) to identify, classify and analyze primary studies published in the research community from 2010 to 2021 that focused on SOSE approach for E-government systems. Methodology/Approach: A review protocol was applied to gather 61 relevant primary studies that were critically analyzed, classified and evaluated. Findings/Result: The results shows that research was active on this topic within the reviewed period. The review’s record shows that the highest number of publication of 10 was in 2010 and lowest number of publication of 2 was in 2016. Furthermore, interoperability received the highest attention by researchers with 22 publications, whereas security received the lowest attention with 2 publications in the reviewed period. It is recommended that further research be conducted on modelling in view of the heterogeneous and dynamic nature of business operations in governance. In addition, further research is required toward SOSE security for protection of E-government systems. Este estudo apresenta uma análise ambiental do processo de fabricação de calçados. O plano de referência foi apresentar um diagnostico de sessões críticas com relação à geração de resíduos e o objetivo foi contribuir com propostas de ações para a mitigação dos resíduos industriais. Foram consideradas as etapas do processo produtivo de calçados: modelagem, corte, pesponto, montagem, acabamento e prancheamento. Adotou-se a abordagem sistêmica como modelo de referência conceitual para as análises. Foi realizada uma pesquisa exploratória, com observação direta e qualitativa. O método do estudo de caso foi aplicado em uma pequena empresa de calçados femininos e masculinos, localizada em Franca, São Paulo. A Teoria de Sistemas possibilitou observação sob o funcionamento do processo produtivo, bem como do tratamento dos resíduos industriais ou da falta deles, assim como das práticas gerenciais. Os resultados, apresentam que as abordagens “Entradas e Saídas, Soft Systems Methodology e o Ciclo PDCA” utilizados cumpriram a função de permitir uma análise totalitária do processo produtivo, facilitando a organização de projetos e servindo de instrumentos para a tomada de decisão.

This paper uses Soft Systems Methodology (SSM) to formulate strategies to prevent moral hazard acts in agricultural insurance in Indonesia. Agricultural insurance takes place, mainly, through Rice Crop Insurance and Cattle Insurance. Generally, the strategies that can be performed to minimize moral hazard practice in agricultural insurance programs are: developing the capacity of human resources, improving field communication, enforcing penalties, institutional strengthening, and adding new products through Islamic agricultural insurance. Specifically, this paper proposes that the prevention of moral hazard practices can be done by implementing Islamic agricultural insurance systems with the concept of risk-sharing instead of risk transfer.

Science, technology, engineering and mathematics (STEM) education is a globalized trend of equipping students to facilitate technological and scientific developments. Among STEM education, technology education (TE) plays a significant role in teaching applied knowledge and skills to create and add value to systems and products. In higher education, the learning effectiveness of the TE assisted by the immersive technologies is an active research area to enhance the teaching quality and learning performance. In this study, a taught subject of radio frequency identification (RFID) assisted by using mixed reality technologies in a higher education institution was examined, while the soft systems methodology (SSM) was incorporated to evaluate the changes in learning performance. Under the framework of SSM, stakeholders’ perceptions toward immersive learning and RFID education are structured. Thus, a rich picture for teaching activities is established for subject control, monitoring, and evaluation. Subsequently, the design of TE does not only satisfy the students’ needs but also requirements from teachers, industries, and market trends. Finally, it is found that SSM is an effective approach in designing courses regarding hands-on technologies, and the use of immersive technologies improves the learning performance for acquiring fundamental knowledge and application know-how.

Abstract Purpose of the study is to study the properties of frictional self-oscillations in systems with two degrees of freedom. As a research method, the asymptotic method of N.N. Bogolyubov and Y.A. Metropolitan. Research methods. The methodological basis of the work is the generalization and analysis of the known scientific results of the dynamics of systems in resonance modes and the use of a systematic approach. The analytical method and comparative analysis were used to form a scientific problem, goal and formulation of research objectives. When developing empirical models, the main provisions of the theory of stability of systems, methodology of system analysis and research of functions were used. The results of the study. A system with two degrees of freedom is considered, assuming that the friction function is approximated by a cubic polynomial in the sliding velocity, and friction is applied only to one of the masses. The exclusion of uniform rotation, corresponding to the third degree of freedom, leads to consideration not of the frictional moment, but the difference between the frictional moment and the moment of the moving forces. From the analysis of the results of the solutions of the equation, we can conclude that, with an accuracy up to the first approximation, inclusive, self-oscillations occur with constant frequencies equal to the natural frequencies of the system. This is consistent with the conclusions of other authors obtained using other methods. Stationary values of the amplitudes are found. The following four cases are possible: trivial solution corresponding to uniform rotation of the system without oscillations; single frequency oscillations with the first frequency; single frequency oscillations with a second frequency; two-frequency oscillatory mode. Conclusions. G. Boyadzhiev's method can be applied to study multi-mass self-oscillating systems and gives their general solution in the form of asymptotic expansions to any degree of accuracy. The obtained conditions for the stability of stationary regimes confirm the experimental results that in multi-mass systems, self-oscillations are possible only in the falling sections of the friction characteristics. The nature of the developing vibrations - their frequency and the ratio of the amplitudes of the constituent harmonics - is completely determined by the structure of the system, its elastic and inertial properties.

Purpose. Scientific formation of algorithmic support of construction organization and management processes with the use of metaheuristic methods in solving practical problems of optimal control of nonlinear dynamic production systems. Methodology. Use of metaheuristic methods of optimization, system analysis and system substantiation, use of methods of systems theory, use of methods of modeling theory for the purpose of perspective management of production systems of building branch on the basis of the general laws and principles of harmony. Results. The scientific formation of the concept of harmonious optimization of production systems of construction by the metaheuristic method of the golden section is performed. The scheme of work of the method of golden section in optimization problems of construction production is developed and the detailed visualization of this method on levels of symmetry is executed. The ways of application of the principles of harmonious management in the optimization of construction production systems in the direction of sustainable and logical development are substantiated. The components of harmonious production in improving the interaction of different departments and accelerating the response to rapid change, which will accelerate the level of success of any organization. Originality. The concept of harmonious optimization of production systems of construction by metaheuristic method of golden section is offered. The scheme of work of the method of golden ratio in optimization problems of construction production is developed and the detailed visualization of this method on levels of symmetry is executed. Practical value. The use of optimization measures to increase the efficiency of construction production is proposed to be implemented according to the developed basic algorithm for optimizing the functioning of the construction production system according to the concept of the golden ratio method. Conclusions. The substantiation of ways of application of principles of harmonious management in optimization of building production systems in the direction of steady and logical development is executed. The components of harmonious production in improving the interaction of different departments and accelerating the response to rapid change, which will accelerate the level of success of any organization. The result is the creation of all conditions for the harmonious interaction of performers and equipment at all levels of construction management, which confirms the need to develop modern approaches to production on the principles of harmony.

The purpose of the paper is to substantiate an organizational and functional model of innovative transformation of regional transport and logistics systems. Methodology. The theoretical and methodological basis of the study is the scientific works of scientists in the study of an organizational and functional model of innovative transformation of regional transport and logistics systems. To achieve the goal set in the paper, the following research methods were used:  a system analysis to systematize the organizational and functional model of innovative transformation of regional transport and logistics systems; methods of statistical analysis to determine the share of the use of IT technologies in enterprises by type of economic activity "Transport, warehousing. Postal and courier activities"; for the distribution of transport and logistics enterprises by technological innovations, % to the total number of enterprises with technological innovations in 2016-2018. Results. The paper discovered that the development of warehousing logistics is primarily a business problem and the state and regional policy in the field of transport, logistics, innovation and investment has a significant impact on the development and innovative development of warehousing systems. Thus, it is important to pay more attention to the mechanisms of implementation of international standards and norms in the areas of customs control, technical and service standards, information security, technology transfer and other normative documents, their unification with those in force in the EU, which will accelerate the integration of transport and logistics systems and promote the rapid introduction of innovations. The organizational and functional model of innovative transformation of regional transport and logistics systems is substantiated, which specifies the distribution of tasks and priorities innovation and development of warehousing logistics with their distribution at the macro level, regional level and sectoral level. The definition of main functions and expected effects will promote the intensification of innovative development, engineering and reengineering of warehouses and transport and logistics entities in general and the construction of modern logistics centers that will provide high-quality services using the latest technologies. Practical tasks. At the regional level, it is important to build effective communication with the business environment, simplify and optimize regulatory activities, improve the business climate and develop mechanisms to stimulate investment in the development of transport and logistics systems, especially in poor areas. Prospects for further research. Economic substantiation of investment support for the development of regional transport and logistics systems.
