Despite abundant resources, the automotive industry is reported to adversely impact the environment owing to the use of heavy machinery, diverse and governmental management policies for car production per hour, remarkable employed labor force, production cycle timing, etc. For this purpose, many studies involving environmental risk management have been conducted. To this aim, the present study has been carried out in pre-paint part No. 2 of IKCO (preparation process). In this regard, using FUZZY FMEA and VIKOR methods, the identified risks were assessed and reformative measures and solutions were classified, respectively. A total of 15 individuals considered HSE experts of IKCO were selected as a statistical sample size according to the Morgan table. Consequently, the high level risks were identified and appropriate solutions were suggested to reduce the environmental effects, and according to achieved scores, “torch adjustments based on compliance report” with the objective of reducing air pollution was selected as the compromise solution. IKCO should consider torch adjustment based on compliance report actions as its first priority.

For the later Foucault, as for the early Foucault, the dream represents a privileged disclosure of the ethics of the self, and the relation to truth. What, then, is the function of the dream in the ethics of the self? This article brings together Foucault’s early work on the dream and his late work on the care of the self to answer this question. Foucault’s archeologies and genealogies of power and discourse show how the modern disciplinary, bio-political, neo-liberal individual is constituted simultaneously as self-sovereign and as subject to governmental management. The dream awakens when the self-sovereign subject of modern power goes to sleep. The dream, then, problematizes and displaces the sovereign subject and opens the door to disruptive forms of experience, counter to modern power’s demand that we be always awake, productive, and in control of our thoughts and feelings.

The aim of this article is to develop a conceptual model of the institutional analysis, planning and control comprehensive system, which, according to the authors’ point of view, has to be integrated organically into the overall system of the governmental management. The article starts with the analysis of the of the “new institutional economics” methodology’s contributions to theoretical research in the area of applied economics, with particular emphasis to developing countries, particularly to Ukraine. Then authors continue by providing an overview of the new institutional economics theory and methodology as well as their several branches. Particularly, it is described the authors’ point of view in regard to the fundamental definitions of the institutional theory. One of the article’s purposes is to outline the basic features of the institutional planning theory and to justify its interpretation in the general planning theory framework. Carrying out this task, the authors describe the existing diversity of planning theories and the main achievements of the new institutional economics in the development and implementation of planning procedures. From authors’ point of view, institutional planning is the economic theory in which planning is described as the sequence of actions of organizations or/and people responsible for planning procedures and stakeholders in order to get the immediate and final planning results. The successful implementation of such model would help the planners and stakeholders to get the results that consist in the effectiveness of the national economy and its competitiveness.

Considering the lack of systematic reviews on e-government research, this study includes research categories, spatial structure, research paradigms and noteworthy future topics in the domain of e-government. We collect 142 keywords from 2646 papers published in the Web of Science from 2000 to 2019 as the study object. Then, we identify four research categories: (1) technology and modelling in e-government, (2) drivers of e-government development, (3) public management and (4) governmental management. From public and government perspectives, we outline the spatial structure which includes theories and practices research and conclude four research paradigms: (1) theoretical modelling and application, (2) e-government development, (3) status of public management and (4) status of governmental management. Finally, we develop a 3D spatial map to analyse noteworthy topics and explore the well-studied themes: government-to-citizen, government-to-government and government-to-business, and the under-studied themes: government-to-civil society organisations and citizens-to-citizens, which helps scholars research e-government roundly.

Abstract The aim of this article is to examine how the principles of ecological civilization can help shape a consensus about restating environmental legal principles generally. This restatement is essential given the fact that many human laws have proven to be manifestly at variance with the natural systems of Earth’s biosphere. Disruptions caused by climate change increase and the sixth great extinction of species has ushered in crises in biodiversity. It is argued that with environmental degradation becoming worse world-wide, more is required of governments than just again endorsing steps to advance sustainable development. Rather, there is a need for more effective and resilient governmental management. States must agree upon the progressive development of the law necessary to deal with Earth’s changing, new, and real conditions. New environmental principles, such as the principle of resilience, will need to be added to the existing ones. Potentially, China can contribute greatly to the global debate about Earth’s ecological law principles by sharing its knowledge and understanding of ecological civilization.

Purpose Successful implementation of construction projects is one of the crucial factors for the economic development of every country. The main part of the countries’ capital is allocated to civil and infrastructure projects annually, most of which are accomplished with delay. Construction projects are often criticized for overrunning time and budgets. Analyzing the factors causing delay is essential for omitting them and timely implementation of these projects. Due to the importance of oil projects, this study aims to investigate and analyze the factors causing a delay in Iran’s oil construction projects. Design/methodology/approach In this research, after a broad literature review, using the fuzzy Delphi method, a total of 75 delay factors were identified under 11 major categories of owner, contractor, consultant, equipment, labor, materials, design, contract and contractual relations, laws and regulations, environmental factors, and managerial factors. Then, by using the best-worst method, the factors were prioritized. Findings The results showed that sanction, governmental management systems, weak project management by the contractor, technical and managerial weaknesses of the consultant, financial problems and delay in payment by the owner, low efficiency of the equipment, low productivity of the workforce, changes in laws and regulations, inappropriate organizational structure linking to the project, changes in the design, and changes in the price of materials are the most crucial factors causing a delay in Iran’s oil construction projects. Research limitations/implications These findings are expected to have significant contributions to Iran’s oil construction industry in controlling the time overruns in construction contracts. Originality/value The main contribution of this study is to develop a comprehensive framework in which, causes of delay in Iran’s oil construction projects are addressed and prioritized.

What do the visual arts tell us about historical events happening in our societies? In this article, we will examine the case of the French riots of 2005. While anthropology, media, and cultural studies have investigated visual forms such as video games, YouTube videos, and graffiti that address the riots, there has been a blind spot in the study of the representation of the riots in the fine arts, such as painting and sculpture. This study will thereby identify and analyze the art works of three contemporary francophone, and transnationally recognized artists who visually represented the riots of 2005. Indeed, the art pieces by Alexis Peskine (La France “des” Français), Guillaume Bresson (Untitled), and Adel Abdessemed (Practice Zero Tolerance) could not be more different esthetically speaking. Peskine’s colorful painting offers a postcolonial reading of the riot, deconstructing stereotypes associated with race that the riot reinforced. Bresson’s imposing neoclassical painting stages the choreography of agitated rioters. Abdessemed comments on the violence provoked by the governmental management of the riots with a sculpture installation showing three burnt cars. Despite these differences, the three artists’ approaches indubitably converge insofar as they first react to the constant play between images of power and the power of images. In addition, this observation involves an intervention into the discourse and imaginative processes that are currently shaping the narrative and interpretation of the riots. In this sense, Peskine, Bresson, and Abdessemed operate as sculptors of history.
