Отображение навигационной информации в виде проекции на лобовое стекло автомобиля или стекло мотошлема обеспечивает ее восприятие водителем без переключения внимания с дороги на приборную панель, тем самым повышая безопасность дорожного движения. Используемые в настоящее время технологии визуализации информации для навигационного оснащения автомобиля или мотоцикла достаточно дороги и мало распространены, поэтому создание простого и недорогого в разработке программного обеспечения с открытым кодом, повышающего эффективность обработки и отображения информации, представляется актуальным. Предложена архитектура построения подобной системы навигации с применением технологии подсказок водителю в виде объектов дополненной реальности и использованием открытых геоинформационных сервисов. Рассмотрены применяемые в технологии структуры и типы данных, а также возможный набор аппаратных средств визуализации навигационной информации. Алгоритмы визуализации динамических объектов дополненной реальности и обработки геоданных реализованы в программном коде на языке Python. Разработан интерактивный интерфейс, обладающий интегрированным эффектом от совмещения преимуществ навигационных систем и сервисов геоинформационных данных. Приведены результаты тестирования работы кода при визуализации направления движения по заданному маршруту в режиме реального времени Displaying navigation information in the form of a projection onto the windshield of a car or the glass of a motorcycle helmet ensures its perception by the driver without switching attention from the road to the dashboard, thereby increasing road safety. The currently used information visualization technologies for the navigation equipment of a car or motorcycle are quite expensive and not widely used, therefore, the creation of simple and inexpensive open-source software that increases the efficiency of information processing and display seems to be relevant. The article proposes an architecture for building such a navigation system using the technology of prompting the driver in the form of augmented reality objects and using open geoinformation services. We considered the structures and types of data used in technology, as well as a possible set of hardware for visualization of navigation information. We implemented algorithms for visualization of dynamic objects of augmented reality and processing of geodata in the program code in the Python language. We developed an interactive interface that has an integrated effect of combining the advantages of navigation systems and geoinformation data services. We give the results of testing the code when visualizing the direction of movement along a given route in real time

The Association of Research Libraries (ARL)/Canadian Association of Research Libraries (CARL) Joint Task Force on Research Data Services (RDS) formed in 2020 with a two-fold purpose: (1) to demonstrate and commit to the roles research libraries have in stewarding research data and as part of institution-wide research support services and (2) to guide the development of resources for the ARL and CARL memberships in advancing their organizations as collaborative partners with respect to research data services in the context of FAIR (findable, accessible, interoperable, and reusable) data principles and the US National Academies’ Open Science by Design framework. Research libraries will be successful in meeting these objectives if they act collectively and are deeply engaged with disciplinary communities. The task force formed three working groups of data practitioners, representing a wealth of expertise, to research the institutional landscape and policy environment in both the US and Canada. This report of the ARL/CARL RDS task force’s working group on partnerships highlights library RDS programs’ work with partners and stakeholders. The report provides a set of tools for libraries to use when assessing their RDS partnerships, including assessing partnerships using a partnership life cycle, defining the continuum of possible partnerships, and creating a catalog. Not all partnerships will last the entirety of a librarian’s career, and having clear parameters for when to continue or sunset a partnership can reduce ambiguity and free up resources. Recognizing the continuum of possible partnerships can provide the framework by which librarians can understand the nature of each group. From cyclical to seasonal to sporadic, understanding the needs of a type of partnership can help libraries frame their understanding and meet a group where they are. Finally, creating a catalog of partnerships can help libraries see the landscape of the organization, as well as areas for growth. This approach also aligns with OCLC’s 2020 report on Social Interoperability in Research Support: Cross-Campus Partnerships and the University Research Enterprise, which highlights the necessity of building and stewarding partnerships. Developing and providing services in a decentralized organization relies on the ability to build trusted relationships. These tools will help libraries achieve sustainable growth that is in concert with their partners, generating robust, clearly aligned initiatives that benefit all parties, their campuses, and their communities.

Organizations face both opportunities and risks with big data analytics vendors, and the risks are now profound, as data has been likened to the oil of the digital era. The growing body of research at the nexus of big data analytics and cloud computing is examined from the economic perspective, based on agency theory (AT). A conceptual framework is developed for analyzing these opportunities and challenges regarding the use of big data analytics and cloud computing in e-business environments. This framework allows organizations to engage in contracts that target competitive parity with their service-oriented decision support system (SODSS) to achieve a competitive advantage related to their core business model. A unique contribution of this paper is its perspective on how to engage a vendor contractually to achieve this competitive advantage. The framework provides insights for a manager in selecting a vendor for cloud-based big data services.

Abstract: This research paper provides an insight into the comparison between VoLTE and 4G. 4G Wireless Systems or Fourth generation wireless system is a packet switched wireless system with wide area coverage and high throughput. It is designed to be cost effective and to provide high spectral efficiency. VoLTE (voice over LTE) supports voice calls over 4G LTE network. With advanced VoLTE technology, the 4G network now provides high-speed data services, high-quality voice and video calls at affordable price. The content at the end of any hyperlink is subject to two phenomena: the link may break (Link Rot) or the content at the end of the link may no longer be the same as it was when it was created (Content Drift). Reference Rot denotes the combination of both effects. Spatial metadata records rely on hyperlinks for indicating the location of the resources they describe. Therefore, they are also subject to Reference Rot. This paper evaluates the presence of Reference Rot and its impact on the 22,738 distribution URIs of 18,054 metadata records from 26 European INSPIRE spatial data catalogues. Our Link Rot checking method detects broken links while considering the specific requirements of spatial data services. Our Content Drift checking method uses the data format as an indicator. It compares the data formats declared in the metadata with the actual data types returned by the hyperlinks. Findings show that 10.41% of the distribution URIs suffer from Link Rot and at least 6.21% of records suffer from Content Drift (do not declare its distribution types correctly). Additionally, 14.94% of metadata records only contain intermediate HTML web pages as distribution URIs and 31.37% contain at least one HTML web page; thus, they cannot be accessed or checked directly.

Purpose Open government data (OGD) has emerged as a radical paradigm shift and endeavor among government administrations across the world mainly due to its promises of transparency, accountability, public-private collaboration, civic participation, social innovation and data-driven value creation. Complexity, cross-cutting nature, diversity of data sets, interoperability and quality issues usually hamper unlocking the full potential value of data. To tackle these challenges, this paper aims to provide a novel solution using a top-down approach. Design/methodology/approach In this paper, the authors propose a systematic ontology-based approach combined with a novel architecture and its corresponding processes enabling organizations to carry out all the steps in the OGD value chain. In addition, an OGD Platform including a portal (www.iranopendata.ir) and a data management system (www.ogdms.iranopendata.ir) are developed to showcase the proposed solution. Findings The efficiency and the applicability of the solution are evaluated by a real-life use case on energy consumption of the buildings of the city of Tehran, Iran. Finally, a comparison was made with existing solutions, and the results show the proposed approach is able to address the existing gaps in the literature. Originality/value The results imply that modeling and designing the data model, as well as exploiting an ontology-based approach are critical pillars to create rich, relevant and well-described OGD data sets. Moreover, clarity on processes, roles and responsibilities are the key factors influencing the quality of the published data services. Thus, to the best of the knowledge, this is the first study that exploits and considers an ontology-based approach in a top-down manner to create OGD data sets.

For Canadian academic libraries, the emergence of the COVID-19 pandemic necessitated an unprecedented switch to virtual services. An abrupt halt to in-person activities required almost all libraries to utilize new technologies in order to continue serving patrons. While the Academic Data Centre (ADC) has traditionally offered both physical and online services, with the emergence of the pandemic, the ADC pivoted to exclusively online service provision. Through new initiatives such as remote desktop access to statistical software, embedded virtual spaces for consultation and breakout discussions, online workshops and teaching, and the use of social media--the Academic Data Centre emerged successful in supporting student and faculty data needs.  While virtually scaling up data services was essential to avoid disrupting researchers working with data, the shift to online services also presented an unexpected opportunity to reflect meeting the data needs of users and, in turn, strategize innovative future data service delivery. Three themes emerged from our reflection: emphasis on greater accessibility; more flexible instruction; and the benefits for cultivating a data community. As emerge from the pandemic, the ADC expects to further embrace newly implemented technologies and virtual services to further scale and augment research data service support.

One of the basic functions of government is to provide public services. Even during the Covid-19 pandemic, these needs must still be met and optimally adjusted by service providers. The Palewai Village Office, is one of the local government agencies that does not escape its obligation to improve public service standards during this pandemic. However, based on observations, it was found that the performance of public services in the office was not optimal because population data processing was still manual and data storage media still used physical documents. Therefore, an online information system is needed that can provide clear and up-to-date information, as well as make it easier for people to fill out forms from anywhere so that there is no crowd in the service room. This study aims to develop a Website- Based Village Information System at the Palewai Village Office which will handle population data, services for making cover letters and distributing population data and current information for the community. The results of this study are a website-based village information system that can manage community data effectively and efficiently and can be accessed quickly and easily to provide information related to services at the Palewai Village office.

Edge computing refers to decentralized computing technology to reduce cloud computing's overload or security problems that redirect local data to a central data center. Edge computing is emerging as a technology that complements cloud computing in an IoT environment where huge amounts of data are generated in real time. Recently, solid state drives using flash memory have recently been recognized as a suitable storage for massive IoT data services. In this study, we propose a new data recovery scheme based on shadow paging using flash memory for effective and safe data services in IoT edge gateways. The proposed scheme recycles invalidated old data blocks that are discarded when new data is stored. Thus, The proposed scheme minimizes the burden of additional storage space required to traditional shadow paging schemes, and reduces I/O performance degradation. Simulation results show that the space gain of the proposed scheme reaches even to 29%.
