Outcome-based-education (OBE) is an educational theory that bases each part of an educational system around goals (outcomes). Pakistan Engineering Council (PEC) introduced the OBE in Pakistani engineering higher-education-institutions (HEIs),from 2018, in the replacement of previously followed Syllabus& Curriculum based education system. Key to success of OBE System is its continuous-quality-improvement (CQI) mechanism. The CQI mechanism design should be based on accurate assessment process and flawless evaluation of OBE System parameters; otherwise the OBE System’s benefits cannot be achieved. However, some HEIs have not devised an effective CQI mechanism and they still using classical procedures and academic tools in implementation of the OBE Framework, which cannot give desired results from the new System. This paper presents that; instead of presently employed loose-control, a modified stringent control strategy for academic activity and employment of latest technology, can make the CQI mechanism, more effective and efficient. This paper therefore presents a two-fold contribution. At first, the implementation problems of the OBE System are critically analyzed. Secondly, few modifications in the existing approaches have been introduced to achieve the desired results from the recently adopted OBE system.

Abstract: Studies with a variety of viewpoints, goals, measurements, and quality characteristics have been conducted in order to determine the effect of design patterns on quality attributes. This has resulted in findings that are contradictory and difficult to compare. They want to explain these findings by taking into account confounding variables, practises, measurements, and implementation problems that have an impact on quality. Furthermore, there is a paucity of research that establishes a link between design pattern assessments and pattern creation studies, which is a significant limitation. For the purpose of detecting and categorising software performance anti-patterns, this article proposes a non-intrusive machine learning method dubbed Non-intrusive Performance Anti-pattern Detector (NiPAD). Abstract, This study aims to discuss the existence of the regulation of the Minister of Trade No. 56/M.DAG/PER/9/2014 and analyze the implementation problems. This research is normative legal research (juridical normative) using a statutory approach and a conceptual approach where the analysis method is carried out qualitatively. The results of the study indicate that the state must promote Indonesian national culture, one of which is to maintain and maintain traditional markets in Indonesia as a manifestation of cultural identity and one of Indonesia's national cultures. This is enshrined in the constitution based on Article 32 paragraph (1) of the 1945 Constitution of the Republic of Indonesia. About the arrangement of traditional markets in Indonesia, specific and detailed arrangements relating to traditional markets are regulated by Presidential Regulation Number 112 of 2007 concerning Arrangement and Development of Traditional Markets, Shopping Centers, and Modern Stores was then followed up with Minister of Trade Regulation Number 70/MDAG/PER/12/2013 concerning Guidelines for Arrangement and Development of Traditional Markets, which was later updated with Minister of Trade Regulation No: 56/M/DAG /9 2014 the Year 2014. However, the Minister of Trade Regulation only regulates the arrangement of modern markets. The existence of people's markets or traditional markets which are in great demand by the community to this day still causes polemics in their management, so they are often considered not so necessary. Therefore, it is very important to pay attention to the interests of the community from all levels, especially government policies in the regulation and management of emerging markets. Because the Indonesian constitution has explained that the state is responsible for providing protection and is responsible for maintaining traditional markets in Indonesia.   Keywords: Arrangement, Regulation, and Management, People's Markets or Traditional Markets   Abstrak. Penelitian ini bertujuan untuk membahas eksistensi dari peraturan Menteri Perdagangan Nomor. 56/M.DAG/PER/9/2014 dan menganalisis problematika pelaksanaannya. Penelitian ini merupakan penelitian hukum normatif (yuridis normatif) dengan menggunakan pendekatan perundang-undangan (statute approach) dan pendekatan konsep (conceptual approach) dimana metode analisis dilakukan secara kualitatif. Hasil penelitian menunjukkan bahwa negara mempunyai kewajiban untuk memajukan kebudayaan nasional Indonesia salah satunya adalah dengan tetap menjaga dan mempertahankan pasar-pasar tradisional di Indonesia sebagai wujud dari identitas budaya dan salah satu kebudayaan nasional Indonesia. Hal ini termaktub didalam konstitusi berdasarkan Pasal 32 ayat (1) Undang-undang Dasar Republik Indonesia tahun 1945. Berkaitan dengan penataan pasar-pasar tradisional di Indonesia, pengaturan secara khusus dan terperinci yang berkaitan dengan pasar tradisional diatur dengan Peraturan Presiden Nomor 112 Tahun 2007 tentang Penataan dan Pembinaan Pasar Tradisional, Pusat Perbelanjaan, dan Toko Modern kemudian ditindaklanjuti dengan Peraturan Menteri Perdagangan Nomor 70/MDAG/PER/12/2013 tentang Pedoman Penataan dan Pembinaan Pasar Tradisional, yang kemudian diperbaharui dengan peraturan Menteri Perdagangan No: 56/M/DAG/9 2014 Tahun 2014. Namun Permendag tersebut hanya mengatur terkait penataan pasar modern saja. Keberadaan pasar rakyat atau pasar tradisional yang banyak diminati oleh masyarakat sampai hari ini masih menimbullkan polemik dalam pengelolaannya, sehingga sering kali dianggap tidak begitu diperlukan. Oleh karena itu, kepentingan masyarakat dari segala tingkatan sangat perlu diperhatikan terutama kebijakan pemerintah didalm pengaturan dan pengelolaan pasar-pasar yang bermunculan. Karena konstitusi Indonesia telah menjelaskan bahwa negara bertanggung jawab untuk memberikan perlindungan dan bertanggung jawab mempertahankan pasar-pasar tradisional di Indonesia.   Kata Kunci: Penataan, Pengaturan dan Pengelolaan, Pasar Rakyat atau Pasar Tradisional

The publication is aimed at defining the essence of the concept of "women's rights". The article shows that the concept of “women's rights” is widely used in the system of normative legal acts in Russia. The domestic legislator, resolutely opposing gender asymmetry, understands the rights of women as a system of integral and inalienable rights, freedoms and obligations for every woman, girl, adolescent girl, regardless of her age, citizenship, race, ethnic or religious affiliation. Using hermeneutic tools, an attempt is made to show the content and problems of the implementation of the labor rights of females. The article emphasizes that horizontal segregation develops under the influence of many factors due to the mentality and preference of various types of activities for men and women. Ultimately, women in general end up with lower income jobs. The authors found that the problems in Russia are the separation of professions into "male" and "female", which entails different wages; the feminization of poverty and unemployment; horizontal professional mobility for women. The increasing number of appeals associated with the violation of the socio-economic rights of women and their making the most of their labor potential become the subject of justice, in particular of constitutional justice in the Russian Federation.

With several divided stages, placement and routing are the most critical and challenging steps in VLSI physical design. To ensure that physical implementation problems can be manageable and converged in a reasonable runtime, placement/routing problems are usually further split into several sub-problems, which may cause conservative margin reservation and mis-correlation. Therefore, it is desirable to design an algorithm that can accurately and efficiently consider placement and routing simultaneously. In this paper, we propose a detailed placement and global routing co-optimization algorithm while considering complex routing constraints to avoid conservative margin reservation and mis-correlation in placement/routing stages. Firstly, we present a rapidly preprocessing technology based on R-tree to improve the initial routing results. After that, a BFS-based approximate optimal addressing algorithm in 3D is designed to find a proper destination for cell movement. We propose an optimal region selection algorithm based on the partial routing solution to jump out of the local optimal solution. Further, a fast partial net rip-up and rerouted algorithm is used in the process of cell movement. Finally, we adopt an efficient refinement technique to reduce the routing length further. Compared with the top 3 winners according to the 2020 ICCAD CAD contest benchmarks, the experimental results show that our algorithm achieves the best routing length reduction for all cases with a shorter runtime. On average, our algorithm can improve 0.7%, 1.5%, and 1.7% for the first, second, and third place, respectively. In addition, we can still obtain the best results after relaxing the maximum cell movement constraint, which further illustrates the effectiveness of our algorithm.

The conscription for military service is a constitutional duty, the duty to defend the Fatherland – the order, the conditions for its implementation, problems and ways to resolve them are the object of attention in domestic science and the subject of various conflicts, litigation, incl. in the Constitutional Court of the Russian Federation. Currently, the bulk of the issues related to conscription for military service have been removed, not least thanks to the mechanism of constitutional justice.

Introduction: Telenursing during the COVID-19 pandemic with an emphasis on self-care is an effective approach to help patients, hospitals, as well as community. Despite the many challenges and benefits, tele-nursing can be used to help COVID 19 patients with new technologies. This study aimed to explore the challenges and opportunities of using tele-nursing in the COVID 19 Pandemic for helping patients with COVID 19 to gain better care.Material and Methods: An integrative review was conducted from December, 2019 to January, 2021. Databases of PubMed, MEDLINE, Web of Science, Scopus, CINHAL, and google scholar were searched on the concept of tele-nursing by using the following keywords, of COVID-19, Coronavirus, Telenursing, nurse roles, technology, Pandemics and Internet. DaA ta were analyzed according to Broome method.Results: The main results of tele-nursing in COVID 19 includes: implementation problems, insurance coverage, prevention of nurses, the problem of continuing care, and changing the roles of nurses’ infections, development of nursing knowledge, the emergence of technological care providing, emphasis on patient independence and transmission cycle control.Conclusion: Tele-nursing, this, despite the challenges, has many benefits that are effective in the current situation and effective, and reliable measure, through effective planning and implementation, help control COVID-19.

The implementation of inference (i.e., computing posterior probabilities) in Bayesian networks using a conventional computing paradigm turns out to be inefficient in terms of energy, time, and space, due to the substantial resources required by floating-point operations. A departure from conventional computing systems to make use of the high parallelism of Bayesian inference has attracted recent attention, particularly in the hardware implementation of Bayesian networks. These efforts lead to several implementations ranging from digital circuits, mixed-signal circuits, to analog circuits by leveraging new emerging nonvolatile devices. Several stochastic computing architectures using Bayesian stochastic variables have been proposed, from FPGA-like architectures to brain-inspired architectures such as crossbar arrays. This comprehensive review paper discusses different hardware implementations of Bayesian networks considering different devices, circuits, and architectures, as well as a more futuristic overview to solve existing hardware implementation problems.
