This paper aims to examine the impact and overlap of the philosophy of Emmanuel Levinas in connection with the issue of determining others in contemporary modern society, especially in relation to ethical theoretical background and real political practice. This paper aims to relate Levinasian philosophy to the phenomena of contemporary modern society, specifically, its ethics and political practice. This paper intends to capture the relevance of Levinasian philosophy to our current political and religious conflicts, the issue of refugees, immigrants, and the phenomenon of mass migration. In a broader sense, it also reflects upon the issues of racism and globalization as pertinent issues in our current age.

This paper discusses the implementation of MUI’s fatwa on worship during Covid-19 pandemic. Social facts show that the implementation of the fatwa has given rise to various socio-religious conflicts in Lombok island. Through a qualitative approach, the paper concludes: First, the people of Lombok Muslim community disapprove the fatwa. Second, there is a conceptual difference between the government as the beholder of the MUI’s fatwa and the community's religious traditions that have been maintained for a long time. Third, the model of fiqh law reasoning used by the government in general is a textual (normative) model that is contrary to society's use of historical meaning. Therefore, a dialogical process is needed for a solution to social problems that occur as a result of the implementation of the ulama’s fatwa which is used as government policy so that it does not appear to be coercive by involving elements of ulama, goverment, and society. The dialog conectivity of these three elements in negotiating their understandings of fiqh to place the intent and purpose of a legal product (fatwa) will encourage the realization of inclusive fiqh reasoning. Keywords: fiqh reason, MUI’s fatwa, mosque closing   Tulisan ini mengkaji secara fenomenologis implementasi fatwa MUI tentang ibadah di tengah pandemi wabah Covid-19. Fakta sosial menunjukkan bahwa implementasi fatwa tersebut telah melahirkan berbagai konflik sosial keagamaan di Pulau Lombok. Melalui pendekatan kualitatif tulisan berkesimpulan: Pertama, Respon masyarakat muslim Lombok sebagai demografi dengan banyaknya masjid adalah adanya ketidakmenerimaan baik secara psikologis, sosial, dan kultural. Kedua, Terjadi pertentangan konseptual antara pemerintah selaku pemegang fatwa MUI dengan konsep tradisi keagamaan masyarakat yang telah lama ada dan menjadi pedoman mereka. Ketiga, model penalaran hukum fikih yang digunakan pemerintah secara umum adalah model pemaknaan tekstual (normatif) bertentangan dengan masyarakat yang menggunakan pemaknaan historis. Oleh karena itu, dibutuhkan proses dialogis sebagai langkah solutif atas problem sosial yang terjadi akibat implementasi fatwa ulama yang dijadikan kebijakan pemerintah agar tidak terkesan memaksa dengan melibatkan unsur ulama, umara’, dan mujtama’. Konektivitas dialog tiga unsur ini dalam menegosiasikan pemahaman fikih mereka untuk mendudukkan maksud dan tujuan suatu produk hukum (fatwa) akan mendorong terwujudnya nalar fikih yang inklusif. A Roman emperor in late antiquity had to deal not only with military, administrative, and communicative matters, but also with the complex religious affairs of the time. Jovian was a Christian, and he made a clean break with Julian’s pro-pagan measures and returned to the religious policy of Constantine and Constantius II. He did not, however, issue anti-pagan measures. Jovian may have been in favor of Nicene Christianity if we can believe Athanasius’s letter addressed to him, as well as the Petitiones Arianorum. This set of four petitions to Jovian have been preserved among the apologetical writings of Athanasius and should therefore be treated with caution. In general, Jovian seems to have taken no sides in the various christological conflicts and debates of his time. He propagated religious tolerance as is evident from Themistius’s consular oration. Whether he issued a law of religious tolerance, as Themistius seems to suggest, remains in doubt. Regulating religion, dealing with dogmatic issues, or taking a position himself in religious conflicts seem not to have been among Jovian’s primary concerns.

Lagos, the most populous city in Nigeria and economic hub of the country, is a mirror of complex ethnic and religious configuration of the Nigerian federation. This diverse ethnic and religious character, among other factors, makes Lagos a hotbed of violent ethnic conflicts. This condition is exacerbated by mutual fear and anxiety among various ethnic groups, particularly Yoruba, Hausa and Igbo, about domination, coupled with the pervasive feeling by some groups that other groups are the cause of their socio-economic and political misfortunes. In this setting, hopes and aspirations that antagonism and possible triumph may guarantee socio-economic benefits have often turned minor disagreements into violent conflicts, in which ordinary people are foot soldiers and greatest victims. The core problematic of this research is to investigate the fundamental causative factors and implications of ethno-religious conflict in modern Lagos, Southwest Nigeria. Thus, this paper is a historical inquiry into the basis and impact of Yoruba-Hausa inter-ethnic violence on human security in contemporary Lagos society. The study also explores the opportunities for the attainment of sustainable peace and security within Nigeria. This study posits that the ethno-religious emotion and conviction that continuous antagonism and ultimate triumph against a particular ethnic group(s) assures socio-economic progress is false. The paper concludes that the best recipe for sustainable human well-being, peace and security for Nigerians is to collectively launch a sustained legitimate advocacy against corruption and abuse of public office rather than wasting precious human and material resources on divisive and counter-productive violent ethno-religious conflicts. The study adopts the historical method of data collection and analysis.

Securitization of religion, or consideration of religion within the context of the security sector, has returned to the Slovak and Serbian context in connection with the migration crisis. This paper is mostly theoretical, and the question of religious identity is categorized under the sector of societal security. Unlike other conflicts of identity, religion is polarizing, and religious conflicts feature the destruction of cultural heritage and religious monuments. Religious conflicts can be observed among both believers of different religious groups as well as among different denominations of one particular religion. The last section deals with the particular cases of Artsakh and Northern Ireland. In the former conflict, nationalism and overlapping territorial claims play a key role, but the later conflict can be better understood as a hierarchical ethnic conflict.

In the 20th century, in the midst of the active flow of communication technology, which is increasingly active, it provides many conveniences and benefits to the community, especially when accessing information related to religion and da'wah that anyone wants to access. This phenomenon has an impact on various religious understandings by some sects and religious organizations in Indonesia. As we know, there are some of the largest religious organizations that have existed in this country for a long time, namely, Nahdatul Ulama', Muhammadiyah, etc. With the many religious notions that are studied and embraced by some Indonesians, it gives a lot of influence in understanding the religious concept of difference. This can lead to conflict between communities and religious organizations because they have diverse and different religious understandings. Intolerance is a scourge that is very difficult to eliminate in this democratic country. It is proven by the many cases of intolerance that often occur in our country. In recent years, religious issues have become the object of discussion to cause inter-religious conflicts that are spread through social media. with the existence of the Indonesian Gusdurian Network community, it has a very significant influence in countering and also educating the social media world about tolerance between religious communities. Social media is the main tool to provide education and also the importance of understanding differences in diversity with the spirit of maintaining tolerance between religious communities.

The article studies the ethnic and religious conflicts developed over the last years. The author comes to the conclusion that many disputable events of the geopolitical process and the administrative law forms of state activity are the main reasons for all these conflicts. This article finds the ways to solve eth- nic and religious conflicts, as well as it reviews modern means of preventing them. However a wide range of mechanisms to settle this problem isn’t able to resolve it. In this context the author tries to make a unique mechanism suitable for settlement or prevention of all conflicts, or at least the major part of them.
