Abstract Data from the Indonesian Seed and Farmers Technology Association data shows that 22 percent of Indonesian farmers have used smartphones to obtain agricultural information. But many farmers still struggle to get information especially in the pandemic era. This research is to find out how the comparison of information delivery patterns between traditional media and cyber media on farmers in Bangil. Indonesia. This research theory uses the theory of cyber extensions. This research method by, observe online media, interviewing several farmers in Bangil and supported by survey data to 85 farmers in Bangil. The results showed that although cyber media began to enter as one of the sources of information for farmers, only a few were dependent on online, while the rest still relied on information from extension methods. Counselling still needed as a connection between farmers and Internet.

The SMS gateway as an information system at SMK Negeri 2 Kabupaten Sorong can facilitate information delivery. Both the delivery of information for students and parents/guardians, as well as for school staff. This study aims to develop an information system with SMS Gateway at SMK Negeri 2 Kabupaten Sorong. The use of the SMS Gateway system is a solution for delivering school information. This research uses a research & development (R&D) approach. Data collection was done by using the observation method, literature study, and interviews. The output of this research is an SMS Gateway system that makes it easier for SMK Negeri 2 Kabupaten Sorong to deliver information to students, parents/guardians, and staff. The system test uses the White Box and Black Box methods with the results that the functions in the SMS Gateway system have functioned correctly and as expected.

Abstract Background Enhanced recovery (ER) includes pre-operative counselling during individual patient consultations with multidisciplinary team (MDT) members. Patients can experience lengthy appointments seeing multiple professionals. This negatively impacts on their ability to retain and process information, and results in long, overrunning clinics. Separate, virtual ER group sessions have been proposed to deliver aspects of the pre-operative appointment which are common to all patients undergoing oesophagogastric (OG) cancer surgery.  The aim is to improve patient engagement and experience, and improve efficiency of clinics. A patient engagement event was undertaken to gain feedback from patients about the existing service and the proposed virtual group.    Methods A semi-structured telephone interview was developed with the support of a Patient & Public Engagement Team. The 30 minute interview covered aspects such as patient experience of ER information delivery, the quality of the information they received and their thoughts on attending virtual group sessions. Seventy patients, who had undergone surgery for OG cancer in the previous 14 months were invited to take part.  A Health Informatics Team screened the patient list prior to invitation letters being sent. The telephone interviews took place in November 2020.  Results Twenty-seven patients responded (37%). Of these, 89% felt they received all information required for surgery preparation. Over 50% reported receiving adequate information to support with common post-operative issues (dietary - 81%; physical activity - 55%) but would like more on others (psychological impact - 26%). Patients highlighted that the MDT clinic took many hours and information delivery was overwhelming. The internet was accessible to 85% and 56% thought the information provided prior to surgery could have been delivered in a virtual group. Patient perceived advantages to virtual groups included: peer support; reduced travel; and avoidance of information repetition and overload.  Conclusions Patient preference, perspective and needs are paramount when designing healthcare services. Results from this patient engagement event suggest that the delivery of preoperative information and counselling as part of ER could be improved through the implementation of virtual ER groups. They also suggest that most patients perceive benefits to such a model, including the addition of peer support. The next steps in the proof of concept are to develop the virtual groups MDT content and pilot in a cohort of patients, evaluating patient related outcome measures and impact on service efficiency.

Sign language services are provided so that people with hearing loss are not alienated from socially and politically important information through TV broadcasting. In this paper, we conducted a user survey and evaluation of the current sign language services for deaf or hard-of-hearing (DHH) people, and solutions were proposed for the problems found in the course of the analyses. To this end, a total of five stages of research were conducted. First, the communication problems experienced by DHH individuals and previous studies on their language and information acquisition were investigated. Second, the most typical types of information delivery channels via TV were defined as news, discussions, and weather reports, and by investigating the actual sign language service cases for each type, three visual information delivery elements were identified: sign language interpreters, reference videos, and subtitles. Third, a preference survey, an interview survey, and an eye tracker experiment on the DHH participants were conducted with varying arrangement options of information delivery elements. Fourth, based on the results of the investigations and experiments, the options to be considered when arranging information delivery elements were compiled. The results showed that the sign language interpreter, which is the first element of information delivery, should be presented in a size clearly visible because the visibility of their facial expressions is important. In addition, it is recommended to present the interpreter without a background since DHH participants did not prefer the presence of a background. As for subtitles, which is the third element of information delivery, it was confirmed that the provision of sign language interpretation and subtitles together helped DHH participants to understand the contents more quickly and accurately. Moreover, if there are multiple speakers, individual subtitles for each speaker should be provided so that the viewers can understand who is talking. Reference videos, which are mainly placed on the screen background, the second information delivery element, were considered less important to DHH participants compared to sign language interpreters and subtitles, and it was found that DHH participants preferred reference videos to be visually separated from sign language interpreters. Fifth, based on the overall results of the study, a screen layout design was proposed for each type of information delivery element for DHH people. Contrary to the general conception that there would be no problem in viewing information-delivering TV broadcasts by DHH people simply by placing a sign language interpreter on the screen, the results of this study confirmed that a more delicate screen layout design is necessary for DHH people. It is expected that this study will serve as a helpful guide in providing better sign language services for TV broadcasts that can be conveniently viewed by both DHH and non-disabled people.

Abstract: The advancement of online strategic communication for receiving and disseminate information by Public Relations Officers (PRO) especially the government sector has been driven by the high use of the internet among Malaysians. The use of social media as a medium of information delivery is one of the steps taken by the government to improve the quality of information delivery to ensure broad participation and involvement among the people at various levels. This is a conceptual paper based on literature research about Governmental Public Relations and dialogic communication theory. Accordingly, the theory used to explain this study is Dialogue Theory where it discusses five main aspects; mutuality, propinquity, empathy, risk and commitment. There are four (4) primary objectives for conducting this study based on independent variables of dialogue theory. This comprehensive study can help explain the extent of the impact of strategic communication via online public relations on the sustainability of corporate communications. Based on digital currents as the primary choice, the public relations strategy commonin every organization’s activity needs to be processed more critically and ideally so that society can feel the efficiency of this organization as a dynamic service provider and in line with modernity. Keywords: Dialogue Theory, Online Strategic Communication, Public Relations, Sustainability, Corporate Communication     Abstrak: Perkembangan komunikasi strategik dalam talian bagi proses penerimaan dan penyampaian maklumat oleh Pegawai Perhubungan Awam (PRO) terutamanya sektor kerajaan telah didorong oleh penggunaan Internet yang tinggi dalam kalangan rakyat Malaysia. Penggunaan media sosial sebagai medium penyampaian maklumat merupakan salah satu langkah yang diambil oleh pihak kerajaan bagi mempertingkatkan kualiti penyampaian maklumat bagi memastikan penyertaan dan penglibatan yang luas dalam kalangan rakyat di pelbagai peringkat.  Artikel ini berasaskan konseptual sorotan literatur berkenaan perhubungan awam dalam kerajaan dan teori komunikasi dialog. Sehubungan itu, teori yang digunakan bagi menerangkan kajian ini adalah Teori Dialog dimana ianya membincangkan lima aspek utama; mutuality (kesefahaman), propinquity (keakraban), empathy (empati), risk (risiko) dan commitment (komitmen). Terdapat empat objektif utama bagi menjalankan kajian ini berdasarkan pemboleh ubah tidak bersandar. Kajian yang menyeluruh ini dapat membantu menjelaskan sejauh mana peranan komunikasi strategik melalui perhubungan awam dalam talian terhadap kelestarian komunikasi korporat. Berlandaskan arus digital sebagai pilihan utama, strategi perhubungan awam yang menjadi kelaziman dalam setiap aktiviti organisasi ini perlu diolah dengan lebih kritis dan ideal supaya masyarakat dapat merasai aura atau pesona organisasi ini sebagai penyampai perkhidmatan yang dinamik dan sesuai dengan kemodenan era digital. In democratic countries, government websites became an important channel for interaction with the public administration in the last few years. Nevertheless, several issues have an impact on the way users access to content and information. Lack of accessibility and usability or, in the broad sense, lack of concern with user needs, can still be found in many government websites. To address the problem, a previous literature review on e-government information delivery attributes was performed. Based on this review, a large set of attributes related to quality was obtained to evaluate these dimensions in the context of e-government. The purpose of this study is to better understand which of these attributes are the most valued, in the users’ perspective, for evaluating content delivered by government websites. A qualitative approach was adopted, using Focus Group interviews as a strategy to obtain data and Thematic Analysis to analyze such data. The main results highlighted the attributes related to content delivery, interaction, and emotional aspects. User Experience, accessibility, and usability were prioritized by Focus Group participants.

The subject of research in the article are the processes of video image processing using an orthogonal transformation for data transmission in information and telecommunication networks. The aim is to build a method of compression of video images while maintaining the efficiency of its delivery at a given informative probability. That will allow to provide a gain in the time of delivery of compressed video images, a necessary level of availability and authenticity at transfer of video data with preservation of strictly statistical regulations and the controlled loss of quality. Task: to study the known algorithms for selective processing of static video at the stage of approximation and statistical coding of the data based on JPEG-platform. The methods used are algorithm based on JPEG-platform, methods of approximation by orthogonal transformation of information blocks, arithmetic coding. It is a solution of scientific task-developed methods for reducing the computational complexity of transformations (compression and decompression) of static video images in the equipment for processing visual information signals, which will increase the efficiency of information delivery.The following results were obtained. The method of video image compression with preservation of the efficiency of its delivery at the set informative probability is developed. That will allow to fulfill the set requirements at the preservation of structural-statistical economy, providing a gain in time to bring compressed images based on the developed method, relative to known methods, on average up to 2 times. This gain is because with a slight difference in the compression ratio of highly saturated images compared to the JPEG-2000 method, for the developed method, the processing time will be less by at least 34%.Moreover, with the increase in the volume of transmitted images and the data transmission speed in the communication channel - the gain in the time of delivery for the developed method will increase. Here, the loss of quality of the compressed/restored image does not exceed 2% by RMS, or not worse than 45 dB by PSNR. What is unnoticeable to the human eye.Conclusions. The scientific novelty of the obtained results is as follows: for the first time the method of classification (separate) coding (compression) of high-frequency and low-frequency components of Walsh transformants of video images is offered and investigated, which allows to consider their different dynamic range and statistical redundancy reduced using arithmetic coding. This method will allow to ensure the necessary level of availability and authenticity when transmitting video data, while maintaining strict statistical statistics.Note that the proposed method fulfills the set tasks to increase the efficiency of information delivery. Simultaneously, the method for reducing the time complexity of the conversion of highly saturated video images using their representation by the transformants of the discrete Walsh transformation was further developed. It is substantiated that the perspective direction of improvement of methods of image compression is the application of orthogonal transformations on the basis of integer piecewise-constant functions, and methods of integer arithmetic coding of values of transformant transformations.It is substantiated that the joint use of Walsh transformation and arithmetic coding, which reduces the time of compression and recovery of images; reduces additional statistical redundancy. To further increase the degree of compression, a classification coding of low-frequency and high-frequency components of Walsh transformants is developed. It is shown that an additional reduction in statistical redundancy in the arrays of low-frequency components of Walsh transformants is achieved due to their difference in representation. Recommendations for the parameters of the compression method for which the lowest value of the total time of information delivery is provided are substantiated.
