Schematic distribution of the single-species TAC (total allowable catch) and RAС (recommended annual catch) in the complex quotas was developed for 2019 based on the long-term average annual data on the structure of the catches in major types of fishing within the Petropavlovsk-Commander subzone. Comparison of this distribution and real catches for this period was provided.

The study of the Russian fishery management system aims to determine the degree of readiness of the fishing industry to implement economic processes of access to aquatic biological resources in the country’s Northern fishery basin. A comparative analysis of fishery management systems in a market economy (fishery complex of Russia) and a planned economy of the USSR has been presented. It has been determined that the allocation of aquatic biological resources for industrial fishing is managed on the basis of Russian regulatory legal acts, and the implementation of the tasks of developing the fishery sector and ensuring the country’s food security is consistent with the implementation of the Basic State Policy of Russia. Key performance indicators of the fishing industry, the system of allocation of fishing (catch) quotas for aquatic biological resources based on the “historical principle” and the “auction system” have been presented. The aim of the study is to assess the being implemented plans for the total allowable catch development, and the desire of the fishery management system and business to increase the economic potential of the Russian fishery sector.

The paper presents the results of research conducted in 2020 on the impact of amateur fishing on the aquatic bioresources of Lake Tsatsa, which is part of the Sarpin Lakes located in the Volgograd region. On the basis of field studies (direct accounting), the number of amateur fishermen who visited the lake, as well as the qualitative and quantitative composition of their catches, was established. According to the data obtained, the total catch of fish by amateur fishermen, as well as the average catch per fisherman, was estimated. The size and weight composition of amateur fishing catches was determined based on the analysis of 2912 fish species. During the observation period 9 fish species were marked as part of amateur fishermen’s catches. The assessment of compliance of aquatic biological resources catch by amateur fishermen with the norms of the current Fishing Regulations was carried out. An assessment of the scale of amateur fishing impact on the aquatic bioresources of Lake Tsatsa is given, according to the analysis of the collected data. The catch of amateur fishermen in 2020 in Lake Tsatsa is amounted to 8.8232 tons, which can account for up to 15% (about 65-70 tons) of the total stock of commercial fish species in the lake. The forecast values of the production volume for industrial fisheries, for which the total allowable catch (TAC) is established and the species for which the recommended catch is determined, are 5.9 and 18.6 tons, respectively. Out of the forecast volumes amateur fishermen additionally catch fish species for which the total allowable catch (TAC) is established (carp, bream, pike) in the amount of 2.858 tons, and species for which the recommended catch value is determined as 5.643 tons.

Abstract Even if there is fluctuation in fish species diversity and relative abundance of the species, Lake Ziway provides numerous environmental and/or ecosystem services. Despite to its importance, the Lake faces numerous threats because of its public good characteristics. Following the exponentially increased demand for fishes and the resource being public good, magnificent number of individuals are participated in capture fisheries in order to secure their livelihood. Free access to the fisheries, illegal fishing gears and environmental degradation are among the main reasons of decline in fish species and degradation of the Lake. From the current stock assessment survey, the study showed decline in biomass of fish over time. These negative trends in the Lake Ziway fisheries and poor water quality led to loss of livelihoods of many households who are directly or indirectly dependent on the Lake. Therefore, management of Lake Ziway fishery becomes very essential to manage the resource efficiently in a way that maximize fishers present and future benefits otherwise, the fish resource will disappear in the near future. Concerning management practices, most of the fishery regulations in this Lake put emphasis on the restriction of fishing gear, but the application of this instrument with its restrictions is almost zero. Moreover, Individual Transferable Quotas (ITQs) foster greater transparency and accountability for the management and enhancement of fishery resources by quota owners. In this regard, since it generates a sense of ownership and its versatility in providing a stable and productive market, ITQs are more effective than gear restrictions and in fact, it has major social benefits by controlling overharvesting. Due to this, to ensure the nutritional and food security of the country currently and in the near future, there is a need to enforce fishing gear restriction and set ITQs. Furthermore, there must be strong effort on studying the current stock of fish, and numbers of legal and illegal fishers to set Individual Transferable Quotas (ITQs) and Total Allowable Catch (TAC) for sustainable fishery management of Lake Ziway.

Case overview The case begins on 16 May 2018, with Jason Roberts, Head of Environmental Programmes at World wide fund for nature (WWF), reflecting over bad news. The Department of Agriculture, Forestry and Fisheries (“DAFF”, also referred to as “government”), have just approved the 2017/2018 Total Allowable Catch (“TAC”) for the West Coast (WC) rock lobster at 1,924 tons, almost three times the amount recommended by the scientific community. The events describe a history of tension between the primary objectives of the WWF and the government; difficulties in stakeholder management, and the potential consequences for the survival of the WC rock lobster and those who depend on it for their livelihood. The different perspectives held by different stakeholders; the relevance of the scientific evidence; the legal provisions in place and the process applicable to making the TAC decision; all highlight the complex environment in which decisions were made; to which the WWF is wondering how to respond. Expected learning outcomes The case’s primary learning objective is to highlight the variety of considerations involved in complex decision-making, also known as “integrated thinking”. Students will be required to critically analyse and evaluate the information in the case, as well as the exhibits; to comment on the appropriateness of various decisions and recommendations; evaluate the ethical/moral responsibilities of WWF; understand different perspectives and the reasons for these perspectives; identify actions and statements that reflect responsible leadership, as well as those that reflect the contrary; and apply learnings from this case to personally reflect on one’s role as a responsible business leader. Abstract The western-southern and northern coastal waters of Aceh are the potential fishing areas of spiny lobster, which faces the Indian Ocean and the Andaman Sea. Fishing gears that are widely used are lobster gill nets and hand-picking with compressors. In Indonesia, seven species of spiny lobsters are caught in these waters, including Panulirus homarus, P. penicillatus, P. versicolor, P. ornatus, P. polyphagus, P. longipes longipes, and P. longipes femoristiga. The habitat for spiny lobsters is spread from coral reefs, rock, sand, and muddy sand. Panulirus homarus is the most frequently caught species in these waters, followed by P. penicillatus and P. longipes. Panulirus homarus is mainly caught during the dry season (southwest wind) and high waves (May to July), where other lobster species experience a significant decrease in the catch. The stock of spiny lobster in Fisheries Management Area (FMA) 572 (including Aceh coastal waters) has been in an overfishing condition since 2008. Maximum sustainable yield (MSY) of spiny lobster in Aceh coastal waters part of Malacca Strait (FMA 571) is 188.60 tons.yr−1 with a total allowable catch (TAC) of 151.10 tons. yr−1. Furthermore, the MSY for Aceh coastal waters part of Indian Ocean is 292.09 tons.yr−1 with a TAC of 233.92 tons.yr−1. Spiny lobster fishing in Aceh coastal waters must ensure its use in the future, both ecologically, socially, and economically.

Abstract Fish resources of the study were landed in the Archipelagic Fishing Port of Brondong and it is dominated by the demersal fish (bottom). The red snapper (Lutjanus spp.) is one of demersal fish that is found in the Archipelagic Fishing port of Brondong. There is a catch on the red snapper (Lutjanus spp.) that takes place continuously without good management. This condition can impact to the decline or fullness of the number of its population, it is necessary to have a review to suspect the potential of sustainable catch and the number of total allowable catch, and the number of total allowable efforts in the management of the sustainable fishing commodity of red snapper (Lutjanus spp.). The data analysis method used is the production surplus model. The result of this research showed that the potential for maximum sustainable catch (YMSY) is 102.88 tons/year and total allowable catch (TAC) is 82.31 tons/year. Maximum sustainable effort (fMSY) is 709 trips/year and total allowable effort is 242 trips/year. utilization rate is 75% where condition in status fully exploited.

The paper presents the generalized materials on the current state of fisheries in the Northern part of the Caspian Sea (southern region of the Volga-Caspian fisheries basin). It is shown that catches in the North-Western and Tersk-Caspian subdistricts varied in the opposite way: an increase in production in one subdistrict was accompanied by a decrease in the other. The decreasing or increasing catches is due to semi-anadromous (roach, brim, zander, carp) and freshwaterfish species (cat-fish, pike-perch, small size ordinary fish). There have been found the significant relationships between the size of catches in the North-Western and Tersk-Caspian subdistricts with the annual runoff and the volume of spring flooding of the Volga river, which allows to conclude that fish resources are redistributed between these regions depending on the natural conditions of a particular year. In order to more fully develop the fish resources of the southern region of the Volga-Caspian fisheries basin, it is recommended to abandon the division of quotas into parts for the North-Western and Tersk-Caspian subdistricts and to allow the fishing organizations to work at the expense of the total allowable catch

The article presents the results of the work carried out within the framework of forecast topics and economic contractual topics aimed to assess the stock and production of pike in the Topo-Pyaozero (Kumskoe) Reservoir. There have been studied its main biological and structural-population indicators. Calculations of indicators of pike’s abundance and biomass at the present stage, necessary for the rational regulation of the fishery have been carried out. It was found that the fishing possibilities of the presented pike populations correspond to the production possibilities of its sexually mature part and the value obtained as a result of the biomass increase. Pike should be taken into the commercial operation from the age of 4+ years and older. The performed calculations of the stock size based on the materials of 2009–2020 recommend the volume of the pike total allowable catch at the present stage not less than 36 tons, or 21% of the value of the commercial stock (at the maximum rate of 23.4%). From the results of observations it follows that the abundance and stocks of pike in the Topo-Pyaozero Reservoir make it possible to provide large volumes of catch at the present time, and the total catch can be increased to the calculated values the volume of the allowable catch, provided that a rational fishery is maintained in water bodies. The intensity of fishing and an increase in pike catches in the reservoir should be considered as mandatory measures in terms of biological reclamation in reservoirs
