The purpose of the optimization of holiday traffic emergency traffic organization is to solve the problem of serious traffic jams in holiday scenic spots. Based on the prediction of traffic volume and traffic mode division in the future years of the scenic spot, the traffic accident route is analyzed to provide theoretical support for the emergency traffic organization and planning of the scenic spot. This article takes the Shijiazhuang Jinta Bay scenic area as the research object, based on the traffic volume of the Jinta Bay tourist scenic area from 2009 to 2016, analyzes the traffic environment of the scenic area, predicts the traffic demand, and builds a one-way traffic organization double-layer optimization model. The simulated annealing algorithm is used to solve the model, an emergency transportation organization optimization plan is formulated, and the feasibility of the plan is verified through VISSIM simulation. The results of the study show that the one-way traffic organization method reduces the average vehicle delay by 32.2% and the average queue length by 14.5%. The one-way traffic organization based on branch diversion can more effectively solve the main road jamming and congestion caused by traffic accidents, prevent the occurrence of secondary accidents, and reduce the economic losses of scenic area managers. At the same time, the purpose of ensuring the tourist quality of tourists and the economic interests of scenic spot management departments is ensured.

Vessel traffic volume and vessel traffic service (VTS) operator workloads are increasing with the expansion of global maritime trade, contributing to marine accidents by causing difficulties in providing timely services. Therefore, it is essential to have sufficient VTS operators considering the vessel traffic volume and near-miss cases. However, no quantitative method for determining the optimal number of workstations, which is necessary for calculating the VTS operator staffing level, has yet been proposed. This paper proposes a new, microscopic approach for calculating the number of workstations from vessel trajectories and voice recording communication data between VTS operators and navigators. The vessel trajectory data are preprocessed to interpolate different intervals. The proposed method consists of three modules: Information services, navigational assistance services, and traffic organization service. The developed model was applied to the Yeosu VTS in Korea. Another workstation should be added to the current workstation based on the proposed method. The results showed that even without annual statistical data, a reasonable VTS operator staffing level could be calculated. The proposed approach helps prevent vessel accidents by providing timely services even if the vessel traffic is congested if VTS operators are deployed to a sufficient number of workstations.

Liquefied Natural Gas (LNG) is a clean, efficient, and economic energy, which is mainly transported by LNG carriers in the marine industry. Massive storage of LNG has led to public concern about the possible hazards of LNG carriers for people and facilities. This paper aims to determine the appropriate level of a safety zone and to develop an optimized traffic organization scheme. An innovative ECSO framework is proposed to deal with these two tasks. The results of the comparative analysis show that the influence degree of the optimized scheme is 21%, which is distinctly lower than the previous scheme (33%). To some content, the proposed framework can provide meaningful enlightenments for stakeholders to improve port service level and ensure the safe operation of LNG carriers.

There is considered a problem of road traffic organization at crossroads under conditions of urban environment and outgoing highways. The urgency of the problem of automated traffic control with the information for vehicle drivers about traffic situation using both navigation systems and warning systems by means of signal transfer to radar-detectors is shown. The investigation purpose consists in the development of automated self-regulated system of traffic lights control on the basis of vehicle number approaching to the traffic lights and vehicle driver warning about traffic jam approaching for the purpose of its going around. In the paper there are solved problems regarding traffic capacity of a megapolis traffic system, driver warning about problem road situations and the automation of these processes. On the basis of the theory of automated control there is shown a developed system allowing the formation of a traffic passage by means of driver warning about traffic jam ahead. There are described thoroughly component parts of the system limiting only with the choice of components among prototypes available in the market. A principle of automated traffic flow control at the crossroads supplied with the traffic lights is shown. There is shown a functional diagram of the interaction of system components for the successful traffic organization. The algorithm of the system automation functioning with its adjustment to certain time intervals of the effect of the enabling traffic light signal at a particular T-shaped or X-shaped intersection is described. The system developed for traffic control at intersections allows relieving considerably city streets. The analysis of the system has shown that traffic lights adaptive control allows decreasing traffic up to 70%. The application of domestic software components decreases system cost by 2-4 times as compared with foreign prototypes which, among other things, do not have the functional offered.

To study the influence of various working conditions on traffic safety in the maintenance area of a mountain expressway, 675 groups of PTV VISSIM traffic simulation experiments were designed with various traffic organization modes, traffic volumes, traffic compositions, activity area lengths, and speed limit values. The results show that the activity area length of a closed lane, a compressed lane, and a borrowed opposite lane had no marked influence on the traffic conflicts. There was a significant positive correlation between the proportion of trucks and the number of traffic conflicts, and the number of traffic conflicts increased significantly with an increase in traffic volume. In the closed lane and borrowed opposite lane scenarios, the increase in traffic conflicts was more obvious with the increase in traffic volume. There were obvious differences in the number of traffic conflicts under different forms of traffic organization. The number of conflicts in the compressed lane scenario was the lowest, and in the borrowed opposite lane scenario the number of conflicts was the highest. There was a significant correlation between a decrease in the speed limit and an increase in the number of traffic conflicts. Finally, with traffic volume, truck proportion, and speed limit values as independent variables and reliability as a dependent variable, linear regression equations of reliability were established for three traffic organization scenarios: closed lane, borrowed opposite lane, and compressed lane.

The safety of road users is one of the priority issues raised by those involved in vehicle design, latest passive and active safety systems, traffic organization or driver education. Nowadays, an important road safety problem is the behaviour of drivers in emergency situations. In order to measurably estimate the driving quality, parameters such as velocity, acceleration, the way and frequency of using the control pedals are quite often used. This article describes how to assess driver's behaviour based on measurements taken on the road. The frequency of different acceleration ranges during the vehicle drive was determined based on the results obtained. For the arbitrarily adopted acceleration range of - 0.5 - 0.5 m/s2, the driver's working time was over 77 percent on average, with the difference varying significantly between different route sections. Similarly, the study compares the driving times for other ranges of acceleration.
