The work of the Sixth World Professional Forum “The Book. Culture. Education. This chapter outlines the history of strategic informing technology as well as its implications and impacts. The chapter begins by examining major developments that occurred in the United States, including the use of punch card machines and the creation of the internet. Next, the chapter turns to Germany and documents how strategic informing technology was employed by the Nazi state to develop advanced weapons such as the V-1 and V-2 rockets and to record demographic data used in concentration and death camps. The chapter then considers major figures and developments that occurred in Britain, such as Alan Turing's development of the Turing Machine. Next is France, with an emphasis on the role played by the company Bull. Japan is then briefly examined followed by the USSR and Poland. The chapter then examines the first attempt at a national computer development program, which took place in Poland from 1971-1975. It concludes with an examination of the Polish national information system (INFOSTRADA) and a critical evaluation the Lange economic model.

New media plays a role by emphasizing communication channels in conveying national information to enhance the patriotism spirit. The effect will also necessarily give an evolution to the cultivating patriotism spirit among the youth. Past studies have shown that the patriotism spirit among youth is very low and loose. Based on such factors, a study on the importance of new media in cultivating patriotism spirit is implemented to identify the real factors that influence youth to be more patriotic. Four aspects that influence the cultivating patriotism spirit are studied to see its relationship and influence to the youth. Factors studied are behavior, learning process, current environment and construction of patriotism values. This study is based on quantitative study that uses survey as a data collection technique while respondents are among the youths in Malaysia selected through stratified random sampling technique. The findings of the correlation and multiple regression tests conducted found that the new media had a profound influence towards patriotism spirit among youth. Also, there is a positive relationship between the four factors studied. The behavioral factor had a very high and significant relationship with the values (p <.01, r = 0.82). Multiple regression analysis showed that the four factors influenced the cultivating patriotism spirit (p <.01, R2 = 0.73) which is 73 percent. This also has implications from the aspect of the importance of new media through the dissemination of national information to increase the spirit of youth patriotism. The material presents the analysis of the draft law of Ukraine On Amendments to Certain Legislative Acts of Ukraine Regarding Ensuring National Information Security and the Right of Access to Reliable Information . This law can for the first time in the history of the country criminalize journalists for disseminating false information and set up new forms of control over information in the future. This is not the first attempt by the countrys leadership to bring all actors into a legal and civilized channel (the draft law On the Media No. 2693, which is also under consideration by the Verkhovna Rada of Ukraine, stands for the systematic policy of reforming the media sector of Ukraine). The research is aimed at defining the place of the draft law in the reformed system of legal regulation of the Ukrainian media, from the position of the academic community neutral to the process. For this purpose, a detailed content analysis was conducted, which showed that, in the long run, the ambiguous wording of the adopted document at the stage of its enforcement, leaves the regulatory authorities free to interpret it depending on the interests of the parties, rather than on the language of the law. Considering the risks associated with the entry into force of this draft, one should also take into account the ambiguous reaction of the local and international media community. The article may be considered as a contribution to the development of criteria for a comprehensive scientific analysis of the legislation regulating the activity of media structures.

Forest landscape plays a significant role in rare cryptogam distribution. However, data about the environmental demands of rare epiphytic bryophytes and lichens in boreo-nemoral forest landscapes are not complete. In this study, we focused on finding the main environmental predictors influencing the occurrence of three red-listed epiphytic bryophytes and three red-listed epiphytic lichens in the Latvian boreo-nemoral forest landscape. We obtained the records of species from the Natural Data Management System OZOLS database, which is a national information system on all rare taxa. We analyzed the occurrence of species in relation to forest stand age and area, forest type, heterogeneity and tree bark pH class. We found that selected red-listed bryophyte and lichen occurrence was mainly influenced by forest stand age and area. However, each of the red-listed epiphytic bryophyte and lichen has their own ecological demands in the boreo-nemoral landscape.

This study assesses the impact and effectiveness of the National Information and Communications Technology Policy (NIP) in Bangladesh, which is a key legal framework for ‘Vision 2021’ and ‘Digital Bangladesh’. It investigates the extent to which digital inclusion can be achieved by the NIP strategies, as well as exploring the conceptualisation of digital inclusion, which undergirds the contemporary debate on the digital divide and inclusion. The study employs a qualitative approach using policy goal-means analysis to explore critical scrutiny of the internal rationality and logic of the NIP based on three distinct criteria of the digital inclusion analytical framework: ICT access, use and skills. The analysis argues that the policy is ambiguous and techno-centric, with a narrow digitisation frame of reference, which does not comprehensively address the issues associated with digital inclusion. Policy needs to be consistent and relevant to a person’s daily life, giving the user a sense of empowerment and skill. The article concludes that a focus on a skill-based approach and the context of societal challenges of Bangladesh is crucial to ensuring digital inclusion.

The frequency, intensity, and variability of natural hazards are increasing with climate change. Detailed sub-national information on disaster risks associated with individual and multi-hazards enables better spatial targeting of adaptation and mitigation measures. This paper reviews the global best practices of disaster risk mapping (DRM) to assess the nature and magnitude of disasters, and the vulnerability and risks at the sub-national level in South Asian countries. While some global DRMs focus on vulnerability, others assess risks. Most DRMs focus on national-level vulnerability and risks. Those which focus on the sub-national risks have a limited scope and different methodologies for evaluating risks, mainly in relation to the population. Climate change exposes not only people but also many infrastructures, assets and their impacts to disaster risk. For DRMs to be useful tools for sub-national planning, they require a coherent methodology and a high-resolution spatial focus. The vulnerability and risk assessments should focus on different aspects, including population, infrastructure, and assets in various economic sectors of agriculture, industry, and services.

Introduction To address the suicide issue in the country, the Royal Government of Bhutan implemented a three year suicide prevention action plan from 1st July 2015 to 30th June 2018. As part of that action plan a national suicide registry was established under the Ministry of Health in January 2016 to collect comprehensive national data on suicide. The purpose of this study is to generate national information on suicide by analysing the suicide cases investigated and reported to suicide registry by the Forensic Department during the first two and half years.  Methodology The study is a descriptive, retrospective and quantitative analysis of the suicide cases investigated by the Forensic Department from 1st January 2016 to 30th June 2018. The variables included the characteristics of the suicide victims. Result Majority of the victims were young adults with no or low education and were either unemployed or employed with less income. 56.7% of the victims were women. Majority of them did not have physical illness or disability. About 45% had some form of mental health issues. Majority of them experienced some form of acute stressful event prior to committing suicide. Conclusion Improved socioeconomic conditions through gainful employment, easily accessible mental health services and social support networks as well as population with good social and emotional skills will contribute to prevention of suicide in the country.

A commemoration is presented of the passing 25 years ago of Andrew A. Aines, a pioneer and staunch advocate for a rational national information policy and approach to the dissemination of scientific and technical information. Included in this recognition of his efforts is information on an unfinished manuscript of major proportions covering the post-World War II efforts to create such a national policy. This manuscript includes a detailed history of the establishment and evolution of the Committee on Scientific and Technical Information (COSATI) and is available on the Internet Archive.
