Based on rural population return management, governance theory, and information technology theory, this paper analyzes the specific performance of rural areas in managing population return, and describes the overview, quantity, life status, and demographic characteristics of rural population return, as well as the current situation of rural population return management. A method of managing rural population return based on a rural population return management model constructed by a machine learning algorithm is designed. The empirical results show that the method designed in this paper is low-cost, fast, and highly accurate, and is well suited for improving and expanding the system for managing rural return flows. The research in this paper provides a reference for further promoting the transformation strategy of rural governance in the context of new urbanization.

The aim of this article is to promote the development of rural finance and the further informatization of rural banks. Based on DL (deep learning) and artificial intelligence technology, data pre-processing and feature selection are conducted on the customer information of rural banks in a certain region, including the historical deposit and loan, transaction record, and credit information. Besides, four DL models are proposed with a precision of more than 87% by test to improve the simulation effect and explore the application of DL. The BLSTM-CNN (Bi-directional Long Short-Term Memory-Convolutional Neural Network) model with a precision of 95.8%, which integrates RNN (Recurrent Neural Network) and CNN (Convolutional Neural Network) in parallel, solves the shortcomings of RNN and CNN separately. The research result can provide a more reasonable prediction model for rural banks, and ideas for the development of rural informatization and promoting rural governance.

Rural depopulation has become one of the central issues on the public agenda in the last decade in Spain. However, despite this visibility and the measures that are being developed, the process is still present. Within the policies against depopulation and rural development, the role of participation and empowerment of the affected populations has become particularly important. The objective is based on the fact that, through a more horizontal governance, they are the protagonists of the actions and measures that affect them, and that this governance becomes a means to avoid the depopulation of rural areas. The European Union's LEADER approach and the Local Action Groups have become the paradigm of this rural governance that favours their development and tackles depopulation. This article analyses the situation of rural governance in the case of a Spanish region such as La Rioja, which is affected by the depopulation of a large part of its rural areas. It starts with a theoretical framework that addresses the concept itself and how it is being articulated with issues such as social capital, territorial capital and participation, as well as the strengths and weaknesses of the scenarios that are being generated, based on the differences between territories. Next, the frameworks of depopulation in Spain are presented, which are marking the very public policies on the issue. Finally, the situation in La Rioja is addressed, focusing on the role of the regional government's plans and strategies to tackle depopulation and the role of the Local Action Groups.

As China enters the Post-poverty era, the issue of rural governance will become the key to a sustainable poverty alleviation in rural areas. As a new type of social organization, Xiangxian councils play an important role in rural governance. This research studied the existing problems of the Xiangxian Council in rural governance to promote Xiangxian’s participation and practice in rural governance.

Based on the sample data from 2005 to 2019, this paper calculates the poverty nature of contiguous destitute areas through FGT index and its decomposition and systematically analyzes the impact of economic growth, inequality, and population change on poverty change. From the decomposition results of poverty change, we can see that, first, economic growth, inequality, and population change have different impacts on poverty change in counties and rural areas, and inequality and population mobility have widened the gap between them; second, population factor has always played a key role in the change of poverty, and the deceleration of population growth has a more significant impact on poverty change; third, the impact of the mobility on the poverty change of the counties is different from that of the rural areas. Accordingly, the paper puts forward some countermeasures and suggestions, such as promoting the organic connection between rural revitalization and poverty alleviation, speeding up rural governance, and promoting the process of urbanization.
