The discussion in this article focuses on the study of structural da'wah in public policy in Indonesia, which is currently widely used by local governments in various regions in Indonesia to improve morale and also campaign for Islamic values in their public policies. The focus of the discussion in this article is first, facts related to structural da'wah in Indonesia. Second, what is the background for the existence of structural da'wah in public policy in Indonesia, third, how is the formulation of structural da'wah in appropriate and good public policies. The fact related to how structural da'wah is mushrooming in Indonesia is that many regions apply structural da'wah in public policy. Various examples of regions in Indonesia that carry out structural da'wah in public policy are one of them in the Bulukumba area of South Sulawesi. As well as in Bandung Regency which has a structural da'wah program with the concept of Bandung Religious, a structural da'wah policy program is also implemented in the Central Java and East Java regions, namely in Jepara and Ponorogo Regencies. The emergence of structural da'wah policies in various regions in Indonesia cannot be separated from the existence of regional autonomy policy authorities. Concerning that local governments can regulate and manage their da'wah policies with their respective social structures. such as the degradation of morals and religious politics of the local government. In formulating the structural da'wah policy, the local government uses various innovations and various alternatives in formulating the da'wah policy. Structural da'wah policies must contain Islamic values and teachings that provide motivation, encouragement and an invitation to the Islamic community to implement and apply Islamic teachings as well as possible. The birth of this policy does not aim to make it an Islamic state and create a pure sharia-based constitution that is beneficial to society. Keywords: Structural Da'wah, Public Policy

Abstract The administration of President Michel Temer (2016-2018) led to significant changes in Brazilian foreign policy towards South America as opposed to the country’s goals that had remained in place for over a decade. This article addresses the question of how and why these changes unfolded under Temer’s government. Anchored in an analytical framework of Public Policy Analysis, we develop two main arguments. Firstly, we claim that the changes in foreign policy towards South America represented a paradigmatic transition from a post-liberal strategy to the restoration of the logic of open regionalism. Secondly, we argue that this change resulted from the coupling of the three dimensions of the political process: problem recognition, policy alternatives, and politics. The primary cause of such change was the political dispute in the public arena between business groups and party leadership.

The purpose of this study is to show how food heritage, specifically Filipino Pancit, define the culture oftheir citizens, investigate the efforts of Local Government Units (LGUs), and examine the role of a selectedHigher Educational Institution (HEI) as a partner of LGUs in safeguarding food heritage. The researcher used frameworks from international and national cultural agencies and researchers. Observation and in-depth interviews were also used for the documentation process through case study technique, which examined the aspects of statutory control and safeguarding mechanisms to determine the political prioritiesof involved LGUs and the selected HEI’s role in safeguarding food heritage in the islands of Luzon,Philippines. Findings suggest that LGUs’ sheer political will, knowledge, and awareness on issues onheritage conservation, openness, sustainable practices, and multi-stakeholder participation are essential inrobust protection vis-à-vis culture and heritage conservation. This comes with the active participation ofstakeholders, especially academic institutions, which provide expertise and extra leg work on researchbacked by their advocacy rooted on Filipino identity and sustainability to support policies of the government.Ultimately, research-based policymaking is key to open opportunities not just on intangible cultural heritagelike Filipino Pancit but on culture and heritage conservation in general.

This article discusses the experience of Public-Private Partnerships (PPPs) in the Gulf Cooperation Council (GCC) countries. It also explores the relevant individual characteristics of each country of the GCC and highlights the challenges each country faces or is likely to face in implementing PPPs. This paper seeks to understand the extent to which the implementation of PPPs in the GCC has been consistent with international best practices in formulating and creating legal and regulatory frameworks for such partnerships. It adopts a comparative approach to public policy analysis to review empirical and theoretical studies of PPPs in the GCC. The article concludes that all the GCC countries follow different, and sometimes unclear, policies in implementing partnerships and that these partnerships remain limited compared to their global counterparts. It also identifies the most significant and common obstacles and challenges these countries face in creating an attractive and competitive environment in which to implement sustainable partnerships that contribute to their ambitious economic visions and accelerate their transformation from a rentier into knowledge and production economies.

Resumen: En este artículo realizamos un análisis del Proyecto Big History, una acción enfocada al desarrollo sostenible e impulsado desde la localidad de Aras de los Olmos, València (España), a partir de una perspectiva teórica basada en la economía del conocimiento y la innovación social. La evaluación sintética de los logros y del rendimiento alcanzado por la implementación del proyecto nos permite conocer y poner en valor los elementos claves que han favorecido el crecimiento y desarrollo del territorio. La metodología aplicada en la presente investigación es un Análisis de Políticas Públicas resultado de la implementación de la Investigación Acción Participada y la Ecología de Saberes en el marco teórico del neoinstitucionalismo de la gobernanza democrática. Los principales resultados nos permiten constatar que la creatividad, la co-creación de conocimiento, la participación y el pacto de gobierno han sido elementos clave para el éxito del mismo y su repercusión en el desarrollo de toda la Comarca de la Serranía en la Comunitat Valenciana y sus comarcas limítrofes.   Palabras clave: Innovación social, desarrollo rural comunitario, gobernanza, co-creación, economía del conocimiento.   Abstract: This article contains an analysis of the Big History Project, an action focused on sustainable development and promoted from the village of Aras de los Olmos, Valencia (Spain), from a theoretical perspective based on the knowledge economy and social innovation. The synthetic evaluation of the results and performance achieved by the implementation of the project allows us to know and value the key elements that have favored the growth and development of the territory. The methodology applied in this research is a Public Policy Analysis resulting from the implementation of the Participatory Action Research and the Ecology of Knowledge in the theoretical framework of the neoinstitutionalism of democratic governance. The main results allow us to confirm that creativity, co-creation of knowledge, participation and the governance pact have been key elements for the success of the project and its impact on the development of the whole Serranía region in the Valencian Community and its neighboring regions.   Key words: social innovation, rural community development, governance, co-creation, knowledge economy.

Badan Pemeriksa Keuangan (BPK), or The Audit Board of the Republic of Indonesia, has introduced performance audits intensively since public sector audit reforms were initiated in 2001. However, the implementation of performance audits still faces several obstacles. This study examines the development of the performance audit methodology in BPK, which can be divided into three stages: before the revitalization of BPK in 2006, the initial development of performance audits during 2006-2010, and the maturity of the implementation of performance audits since 2011. This study concludes that several key factors have affected the implementation of performance audits at BPK, including the development of audit guidelines, the dynamics of medium-term government planning, the focus of the BPK’s Management, and assistance provided by other supreme audit institutions (SAI). To address new realities and challenges in the future, more sophisticated performance audit methods need to be adopted by BPK, such as big data analytics, the adoption of governance audits, and employing public policy analysis. Without adopting such methods, the institutionalization of ​​effective performance audits might not be achieved in the future.

Abstract This study is a contribution to the recently introduced notion of argumentative style (van Eemeren 2019) in the framework of the pragma-dialectical approach. It aims at characterizing a detached argumentative style, by focusing on a speech event pertaining to the communicative activity type organizational discourse, a report on EU environment and climate change policies. The analysis concerns the executive summary and the key findings of the report, reconstructed in the analysis as the concluding stage of the critical discussion corresponding to the pragma-dialectical model. The notion of text type (Adam 1992) used in the analysis has allowed a more fine-grained characterization of the detached argumentative style, especially since the communicative practice under analysis displays a specific discourse format and structure for reasons of conventionalization and institutionalization. In such circumstances, determined by the type of conventionalization imposed by the context, the adoption of a detached argumentative style appears to be a pre-requisite. In the concluding stage of a critical discussion the difference of opinion is not restated, while the most significant standpoints are synthetically (re)presented by an adequate balance of narrative, descriptive and metadiscursive text strategies meant to support the objectivity, the conciseness of the presentation and also ensuring the necessary density of information required in a report summary or the presentation of key findings, respectively. While explicit negative evaluations or formulations of standpoints are avoided, the recommendations are presented as open to adoption or reconsideration by policymakers.
