This work describes the design, implementation and validation of the Black Sea physics analysis and forecasting system, developed by the Black Sea Physics production unit within the Black Sea Monitoring and Forecasting Center as part of the Copernicus Marine Environment and Monitoring Service. The system provides analyses and forecasts of the temperature, salinity, sea surface height, mixed layer depth and currents for the whole Black Sea basin, excluding the Azov Sea, and has been operational since 2016. The system is composed of the NEMO (v 3.4) numerical model and an OceanVar scheme, which brings together real time observations (in-situ temperature and salinity profiles, sea level anomaly and sea surface temperature satellite data). An operational quality assessment framework is used to evaluate the accuracy of the products which set the basic standards for the future upgrades, highlighting the strengths and weaknesses of the model and the observing system in the Black Sea.

Two values form the basis of the concept of human rights. The first is “human dignity” and the second is “equality”. Human rights are actually a (experimental) definition of the basic standards necessary for a dignified life. This paper was written to present information on human rights (HAM). “Never swear even if you are righteous” is an inherent statement that reflects the psychological, sociological, as well as structural characteristics of swearing and oath making in the individual’s life. This paper tries to present an introduction to the speech act of swearing and oath making. Pragmatics is a moderately new order whose nature of request crosses with that of various other sociologies, like phonetics, applied etymology, basic talk examination, semantics, sociolinguistics, human science, brain research and humanities. Pragmatics does not have its procedure; however, it draws upon the system utilized in other sociologies. As the field of pragmatics is expansive and covers an assortment of strands, from the investigation of contextualized sentence meaning to the investigation of significance in the manner by which information is gathered and examined relies upon the sober-minded viewpoint received by the specialist, just as on the object of study. This paper has zeroed in on socio-pragmatics as its approach to handling the selected subject; to be specific, on the investigation of the basic standards of speaker and listener significance as reflected in the (fitting) acknowledgement of discourse acts, the association of discussion, affableness appearances and socio-pragmatic variety. It hypothesizes that swearing, oaths are deeds that are socially influenced, and so that they should, socio- pragmatically studied. It aims to show the socio-pragmatics insight of the use of swearing and oaths by answering the raised questions. The questions are as follows; Do swearing and oaths have significance in “Othello”? Do Swearing and oaths differ from one person to another? Does the position of the individual influence the swearing and the oaths of the person? Does sex affect the use of swearing and oaths? The paper is limited to Shakespeare’s “Othello” as a text that has many reflections for the use of swears and oaths. It ends with a conclusion that sums up the results of the discussion.

ABC (glucose, blood pressure and LDL-cholesterol) goals are basic standards of diabetes care. We aimed to assess ABC control and related factors in a representative sample of Brazilian adults with diabetes. We analyzed 465 adults with known diabetes in the Brazilian National Health Survey. The targets used were <7% for glycated hemoglobin (A1C); <140/90 mmHg for blood pressure; and <100 mg/dL for LDL-C, with stricter targets for the latter two for those with high cardiovascular (CVD) risk. Individual goals were attained by 46% (95% CI, 40.3–51.6%) for A1C, 51.4% (95% CI, 45.7–57.1%) for blood pressure, and 40% (95% CI, 34.5–45.6%) for LDL-C. The achievement of all three goals was attained by 12.5% (95% CI, 8.9–16.2%). Those with high CVD risk attained blood pressure and LDL-C goals less frequently. A1C control improved with increasing age and worsened with greater duration of diabetes. Achievement of at least two ABC goals decreased with increasing BMI and greater duration of diabetes. In sum, about half of those with known diabetes achieved each ABC goal and only a small fraction achieved all three goals. Better access and adherence to treatment and strategies to personalize goals according to specific priorities are of the essence.

Важным фактором достижения стабильного развития страны является грамотное кадровое обеспечение ее управленческого аппарата, а также соответствующих государственных предприятий, учреждений и организаций. Можно констатировать тот факт, что организация деятельности общегосударственного масштаба должна быть упорядочена, иметь, так сказать, «базовые эталоны», которые позволяют контролировать процесс кадрового обеспечения, устанавливая его соответствие заданным параметрам и выявляя возможности для его дальнейшего совершенствования. В литературных источниках прямо отмечается, что система работы с персоналом строится и внедряется на основе принципов такой работы. Можно отметить, что публичное управление осуществляется большим количеством государственных служащих, которые занимают различные по своему назначению и уровню компетенции должности в многочисленных государственных структурах, что тем более обусловливает необходимость определения единых критериев для кадрового обеспечения. Задача проектного управления – эффективная работа правительственных кадров, их профессиональное и социальное развитие ради качественного выполнения правительственных задач. Целью работы является анализ возможностей проектного управления профессиональной деятельностью госслужащего. An important factor in achieving a stable development of the country is the competent staffing of its management apparatus, as well as the relevant state enterprises, institutions and organizations. It can be noted that the organization of activities of a national scale should be streamlined, have, so to speak, «basic standards» that allow you to monitor the process of staffing, establish its compliance with the specified parameters and identify opportunities for its further improvement. Literary sources explicitly note that the system of working with personnel is built and implemented on the basis of the principles of such work. It can be noted that public administration is carried out by a large number of public servants, who occupy positions of different purpose and level of competence in numerous state structures, which makes it necessary to define common criteria for staffing. The task of project management is the effective work of government personnel, their professional and social development for the sake of high-quality execution of government tasks. The purpose of the work is to analyze the possibilities of project management of the professional activities of the civil servant.

El artículo examina los documentos elaborados sobre independencia judicial por distintos órganos del Consejo de Europa. Tiene en cuenta la diferente aproximación en los mismos antes y después de la crisis del Estado de Derecho en algunos de los Estados europeos a partir de 2010. Tras resumir los estándares básicos elaborados en tales textos, se estudia su influencia en el Consejo de Europa y en la UE. En el primer sentido se examina su presencia en la jurisprudencia del TEDH. Respecto a la UE se examina el modo en que ha condicionado la labor de la Comisión en la supervisión del respeto al Estado de Derecho por los Estados miembros desde que comenzara a usarlos para evaluar las candidaturas de los países del Este a ingresar en la UE a finales del pasado siglo, hasta su incorporación al Informe sobre el Estado de Derecho en la UE aprobado en octubre de 2020.This essay focuses on the documents on judicial independence drafted by Council of Europe bodies. It takes into account its diverse approaches before and after the rule of Law backsliding in some European States since 2010. The basic standards elaborated are summarized. Its influence is addressed both at the Council of Europe and at the European Unión. In the first sense it examines the influence of this soft law in the European Court of Human Rights case law. Secondly it focuses in the way it has conditioned the European Commission task of monitoring the effectiveness of rule of law in EU member states. This influence began when they were used to evaluate the candidatures of Eastern European countries to join the EU at the end of the last century but it has kept inspiring the Commision’s activities until the Report on Rule of Law issued in October 2010.

At the end of the 1920s, the Academy of Motion Picture Arts and Sciences (AMPAS) harnessed its role in the transition to sound to shift leadership of technical research to Hollywood. At the same time that it began the Sound School, the Academy established a Producers-Technicians Committee designed to pool knowledge of universal production practices. This chapter argues that AMPAS was able to establish itself as the authority over everyday technology in Hollywood through this committee and by absorbing the AMPP’s Technical Bureau. Through their collective scientific activities, the studios were able to take advantage of the knowledge and skills of their workers to solidify Hollywood’s dominance over the motion picture industry. At the same time, several new journals and publications for the dissemination of technical knowledge were established, including the International Photographer, Journal of the Society of Motion Picture Engineers, and the Academy Technical Digest, determining who disseminated knowledge, generated definitions, and created standards. The institutional structure established by the start of 1930 would remain stable throughout the golden age of Hollywood, making AMPAS both the clearinghouse and the gatekeeper that determined what the basic standards for technology would be and who would have access to this knowledge.

The current conditions of Russian territories road infrastructure, regional budgetary funding, differences in economic potential and the economy structure of the constituent entities of the Russian Federation determine the relevance of the development and improvement of the regional regulatory base. This is important in the field of tariff policy, one of the elements of which is the approval of basic standards and rules for calculating the amount of budgetary funds for capital repairs, repairs and maintenance of regional road network. This article is devoted to the study of the regional practice that has developed in the Russian Federation for the establishment of standard costs for capital repairs, repairs and maintenance of regional and intermunicipal roads in comparison with federal ones. The work consists of two logically related structural elements: an overview and an analytical part. The review revealed the differentiation of the size of budgetary allocations in the context of subjects and federal districts. In the analytical part, an attempt is made to determine the closeness between federal and regional standards and, as a result, to identify the range of regions that practice linking regional standards to federal ones.

Relevance. The analysis demonstrated that legislative documents in Ukraine were developed to prevent and combat domestic violence, protect and respect human rights. The basic standards of the regulatory framework of Ukraine are consistent with the Istanbul Convention. A positive moment in the modern legislation of Ukraine is the establishment of restrictive measures for people who have committed domestic violence in the form of a ban on staying in a place of joint residence with a person who has suffered from domestic violence. Some recommendations on conducting a forensic medical examination in cases of domestic violence are proposed. Displayed aspects of an ethical approach in the "Rules for the Examination of Victims, Accused, and Other Persons" in order to reduce psychological trauma during the examination. Objective: to analyze and summarize the legal and forensic aspects of providing legal assistance to victims of domestic violence in Ukraine and to offer recommendations for their improvement Material and methods. The materials are data from available Internet sources within the spring of 2020; 68 appeals to forensic medical institutions. The analysis was performed using a descriptive method; fixation methods, statistical processing of the results. Results. Ukraine is oriented towards European standards, including in the area of issues of prevention and counteraction to domestic violence and respect for human rights. Recommended using modern methods of fixation during data collection and further examination of the victim in order to be able to use the obtained data by the parties to criminal proceedings / Сourt. Conclusions. The issue of prevention and counteraction to domestic violence needs special attention and further resolution due to the increase in domestic violence cases, especially during quarantine caused by COVID-19.
