Responding to disruptions and crises are challenges public leaders face as they strive to lead responsibly for the good of the community. The last two years have been especially challenging for public leaders and institutions. In Australia, the federal government battled natural disasters (bushfires) and COVID-19 within the span of only a few months, beginning in late 2019. These events provided the opportunity for a natural experiment to explore public perceptions of leadership in times of crises, with both a natural disaster and health crisis in quick succession. In this study, we develop, validate, and test a scale of perceptions of leadership for the greater good, the Australian Leadership Index, throughout different crisis contexts. We hypothesize and find support for the drivers of perceptions of public leadership and shifts in these perceptions as a function of the bushfire disaster response, a negative shift, and the initial COVID-19 response, a positive shift. Comparisons of the crisis periods against a period of relative stability are made. We discuss the implications of differential media coverage, how the crises were managed, and the resulting public perceptions of leadership for the greater good.

The world is focused on countering climate change to guarantee our survival. But as our planet burns up, we are burning out. The costs of mental health disorders dwarf those of climate change and yet do not get commensurate attention from global leaders. Health care providers and organizations have acted first but need support of the financial markets and public decision-makers. In this paper, we argue that the economic and social toll of mental health and wellbeing issues deserve equal attention from business and public leaders because Human Sustainability is as important as Environmental Sustainability for our ability to endure and thrive as a species in harmony with others.

This article investigates the relevance of values of Bugis culture dan Muslim Scholars' views in Bugis Quranic exegesis by MUI of South Sulawesi. This research uses a content analysis approach to the Bugis Quranic exegesis. Bugis Muslims scholars' views about women's rights (opportunity) to be public leaders, iddah, and inheritance distribution are relevant to core values of Bugis culture and local wisdom of Bugis people. To be public leaders, women never mind as long as they fulfill qualitative and functional criteria. In household affairs, a married couple is a partnership where both have responded to do together. 'Iddah stress to religious principle and culture of siri' (self-respect), paccing (purity), asitinajang (fairness).  Inheritance distribution does relate to the right and responsibility to realize equality and justice. Muslim scholars' of Bugis have the expertise to deliver values of Bugis culture, and explanatory is not only explicitly, but also implicitly and inherently. The Quran and local wisdom are two values integrated into giving solutions to people. Therefore, the integration between local wisdom relevant to the teachings of Islam (the Koran) undertaken by the ulama will undoubtedly be more effective.

The use of big data and artificial intelligence in decision-making in Indonesia is still rarely implemented. But in the business world, big data and artificial intelligence are very commonplace to boost targets. This study discusses the use of big data and artificial intelligence in policy Making in Indonesia. The method used in this paper is qualitative research with a literature study approach. The result of this research is that the dynamics in the implementation of public services require appropriate and fast decision making, considering that this is a community demand. Therefore, public leaders need to disrupt themselves in public services so that these services can be served quickly. In conclusion, big data and artificial intelligence can help public leaders make decisions to deliver the best policies. This research implies that it can be used as a reference for policymakers that big data and artificial intelligence can be used in decision-making to warn Policymaking.

Chapter 6 addresses how people can and do go from keeping their political beliefs a secret to publicly expressing them. It explores how CWG incubated some members to “come out” as local Democrats and some as public leaders by providing a sense of security and a place to practice being political. It also considers how secrecy can be a vital tool for local parties who are in the political minority by offering a private alternative to being publicly active. As evidence, this chapter demonstrates how CWG attracted members who were unwilling to publicly engage with the Democratic Party but covertly supported and rebuilt local party infrastructure by updating voter records, fundraising, or coordinating events. This chapter offers a perspective on local party infrastructure and the influence of political polarization as well as the role that political secrecy can play in helping minority parties establish or rebuild a presence and infrastructure in their communities.

The review notes the intellectual richness of the national science of constitutional law, the creators of which, on the eve of the anniversary of the Constitution of Russia, entered into a dialogue: a dialogue of generations; a dialogue of scientific schools; a dialogue of worldviews; a dialogue of individuals gifted with talent, an inquisitive mind, the ability to set nontrivial scientific problems and brilliantly solve them, involving statesmen, public leaders, politicians, practicing lawyers in the co-creation of the legal space of Russia. The constitutional dialogue initiated by the Saratov School of Constitutional Law has become an evidence that Russian state scholars are ready for the challenges of our time. They understand the full measure of responsibility that is assigned to the rulers of scientific minds in the era of large-scale changes, the era of choosing the path of further development of civilization. Reflecting the identity of representatives of various scientific schools, the continuity in the assessment of science as a path of service to the high truth, the novelty of ways to find answers to the burning questions of the modern constitutional construction of Russia, the reviewer draws attention to the fact that it brings together different positions, makes us look for a common denominator. This is the philosophy of the constitutional worldview, constitutional ethics, which has become the basis for the existence of public.

This research article contributes to leadership in the public sector by investigating the effect of a new policy for public leaders, introduced by Icelandic authorities in the summer of 2019. In the policy, the skillsets that are considered fundamental for public leaders in Iceland were defined. In this article, this policy of public leadership is analyzed, as well as its criteria and context, in order to answer the question if it reflects public leadership in organizations. Also, new leadership training and development is lacking which is not in accordance to the new public policy on leadership. Qualitative data was used and in-depth interviews were conducted with ten new public leaders. The main conclusions indicate that the new public leaders thought that the new public policy was relevant to their work. However, the participants felt they needed more training and mentoring when they were hired. Thus, there is a difference between the policy and its execution. The Covid-19 epidemic has, of course, dramatically impacted their working environment. The practical value of this research is in shedding a light on real assignments that public leaders face.

PurposeThis paper looks into the mechanisms that determine (stimulate and limit) the scope for loyal contradiction in organizations through ex ante voice. The paper provides insights into how this essential civil service function and obligation can be maintained and the role that public leadership can play in addressing these issues.Design/methodology/approachThis paper consists of a conceptual analysis of major determinants for constraints on and stimuli of loyal contradiction and provides an interpretational framework of the relevant factors involved.FindingsThis paper examines the mechanisms that determine (stimulate and limit) the scope for loyal contradiction in organizations through ex ante voice and provides insights into how to maintain this essential civil service function and obligation through the contribution of public leadership.Practical implicationsThe findings of this paper offer insight into how to avoid constraints on loyal contradiction within public organizations and point to the way public leaders can, by facilitating and stimulating it, enhance organizational performance and legitimacy.Originality/valueThis paper points to an issue that is increasingly relevant in politics and public administration. By providing a conceptual framework, this paper provides a deeper understanding of how the necessary conditions for loyal contradiction can be created within public organizations.

Governance researchers are increasingly interested in how co-creation can contribute to promoting public value in contemporary liberal democracies. While many have already argued for the potential benefits of employing co-creation in government strategies aiming to enhance public value, few have considered the implications of such a strategy for public leadership. Drawing on recent strands of theory on leadership and management, we specify how public leaders can use co-creation as a tool to achieve policy goals, and we illustrate this specification by showing how politicians and public and non-profit managers perform the public leadership of co-created public value in Gentofte, Denmark and Minneapolis‐St Paul, USA. The main proposition is that this kind of public leadership does not only involve a strategic effort to engage, inspire and mobilise actors with relevant governance assets ‐ including legitimacy, authority and capabilities ‐ but also to align their understandings of what is valuable for the public.

In this article, the author raises the question of what we will understand by the social leader of a new generation that has witnessed a global world transformation characterized by the acute threat of nuclear war, the problem of environmental pollution and the preservation and development of life on Earth, and the degradation of human abilities due to the constant use of technology. The solution of these problems largely depends on the public leaders, so the study of the personality of the leader and its qualities is a fundamentally important issue.
