This paper requires a lot of assumptions for financial risk, which cannot use all of the data and is often limited to financial data; and in the past, most early warning models for financial crises did not, so they could not track the fluctuation and change trend of financial indicators. A decision tree algorithm model is used to propose a financial risk early warning method. Enterprises have suffered as a result of the financial crisis, and some have even gone bankrupt. Any financial crisis, on the other hand, has a gradual and deteriorating course. As a result, it is critical to track and monitor the company's financial operations so that early warning signs of a financial crisis can be identified and effective measures taken to mitigate the company’s business risk. This paper establishes a financial early warning system to predict financial operations using the decision tree algorithm in big data. Operators can take measures to improve their enterprise’s operation and prevent the failure of the embryonic stage of the financial crisis, to avoid greater losses after discovering the bud of the enterprise’s financial crisis, and to avoid greater losses after discovering the bud of the enterprise’s financial crisis. This prediction can be used by banks and other financial institutions to help them make loan decisions and keep track of their loans. Relevant businesses can use this signal to make credit decisions and effectively manage accounts receivable; CPAs can use this early warning information to determine their audit procedures, assess the enterprise's prospects, and reduce audit risk. As a result, the principle of steady operation should guide modern enterprise management. Prepare emergency plans in advance of a business risk or financial crisis to resolve the financial crisis and reduce the financial risk.

The Malaysian Government implemented stringent containment measures to avoid the spread of COVID-19, including social isolation and the closure of businesses and schools. Although these steps are necessary to prevent the virus from spreading, many voices have raised concerns about their possible effects on the agri-food system. Therefore, this study aims to identify the effect of the Covid-19 pandemic on fresh farm consumption among consumers in Alor Gajah, Melaka. This study was guided by the following research objectives: (i) to investigate the impacts of Covid-19 pandemic on consumer attitudes and behaviours on food consumption at Alor Gajah. (ii) to find out the implications of the closure of Covid-19 on food security in Alor Gajah, Melaka. Besides, this study uses quantitative methods involving (n=154) residents in the district of Alor Gajah, Melaka. The research data were analyzed using the Statistical Package for the Social Sciences (SPSS) version 20. Descriptive analysis was used, and the result shows that the food consumption behaviour changes during the Covid-19 pandemic especially on the fresh farm produce. The findings may provide information for the local government to develop a framework that will help to address the shortage of fresh agriculture products that were affected by the pandemic at Alor Gajah, Melaka. It will also help to prepare for an unexpected future crisis by building on existing emergency plans as well as long-term food-related strategies.

Farmers’ satisfaction with reform of the land expropriation system has not been fully examined, so it is difficult to comprehensively and successfully judge the effectiveness of the reforms. Traditional statistical methods cannot accurately explain the relationship between the variables. In order to fully understand the implementation, progress, and applicability of land expropriation system reform, this paper analyzes the factors influencing farmers’ satisfaction, presents the shortcomings of land expropriation system reform, and puts forward improvement suggestions. Taking the land expropriation system reform pilot in Dingzhou city as an example, this paper investigates the satisfaction of the farmers who have had their land expropriated by establishing a structural equation model (SEM) to obtain feedback on the implementation effect of the pilot work. The results show that the factors affecting farmers’ satisfaction with the reform of land expropriation systems can be summarized into four variables: land expropriation compensation standard, land income distribution, land expropriation security mode, and land expropriation procedure. The parameter estimation between these four potential variables and their corresponding observation variables shows that, in the process of land expropriation, the comparison of land expropriation compensation standards and observation variables with market entry projects is an important factor affecting the satisfaction of farmers with regard to land expropriation. The income of municipal and county governments and village collective incomes have a great impact on farmers, indicating that the satisfaction of farmers is not only related to the absolute level of compensation and income, but is also affected by the relative level. In addition, providing farmers with a variety of reasonable security methods is an important element to enable the smooth progress of land expropriation. Furthermore, attention should also be paid to the formulation of land expropriation schemes and emergency plans to solve land expropriation conflicts.

The main objective of the present research is to study the influence of parental involvement on child’s education during the pandemic times. As a result of COVID-19, several countries applied emergency plans, for instance lockdown and school closures. The Parental association is very essential in education and has become spirited in the world of education. It will benefit to increase child’s social interactions as well as stimulate a sense of self-esteem and self-efficacy. Thus, the current study intended to examine parental involvement in their children’s learning during the lockdown and school closures in 2020. Hence, the study is especially planned to form the association among parental involvement and child’s concert in education during pandemic. In recent years, major public safety incidents occur frequently in smoke-free cities. Under the complex and severe situation, the emergency preparedness capacity of smoke-free cities in China needs to be improved. In this paper, 50 fire emergency plans in smoke-free City F are taken as samples, and the qualitative comparative analysis method of clear set (csqca) is applied to explore the improvement path of emergency preparedness ability. Three influence paths are obtained to improve the emergency preparedness ability, which are information resource integration mode, business collaboration pre control mode and system route mode. The results provide reference for improving the effectiveness of pre disaster prevention, enhance the emergency preparedness capacity of smoke-free cities and improving the effect of emergency management.

AbstractDisaster management generally includes the post-disaster stage, which consists of the actions taken in response to the disaster damages. These actions include the employment of emergency plans and assigned resources to (i) rescue affected people immediately, (ii) deliver personnel, medical care and equipment to the disaster area, and (iii) aid to prevent the infrastructural and environmental losses. In the response phase, humanitarian logistics directly influence the efficiency of the relief operation. Ambulances routing problem is defined as employing the optimisation tools to manage the flow of ambulances for finding the best ambulance tours to transport the injured to hospitals. Researchers pointed out the importance of equity and fairness in humanitarian relief services: managing the operations of ambulances in the immediate aftermath of a disaster must be done impartially and efficiently to rescue affected people with different priority in accordance with the restrictions. Our research aim is to find the best ambulance tours to transport the patients during a disaster in relief operations while considering fairness and equity to deliver services to patients in balance. The problem is formulated as a new variant of the team orienteering problem with hierarchical objectives to address also the efficiency issue. Due to the limitation of solving the proposed model using a general-purpose solver, we propose a new hybrid algorithm based on a machine learning and neighbourhood search. Based on a new set of realistic benchmark instances, our quantitative analysis proves that our algorithm is capable to largely reduce the solution running time especially when the complexity of the problem increases. Further, a comparison between the fair solution and the system optimum solution is also provided.

Natural disasters happen without warning; it is normally impossible to predict when they will occur, but it is necessary that rescue services reach the disaster site and manage the emergency. This paper proposes an innovative methodology to summarize seismic effects on road, building, and land factors in urban areas. The existing road network is modelled through the graph theory: the arcs represent the main infrastructures, while the nodes represent both the primary strategic buildings and the intersections between the main roads. Therefore, the quantitative approach takes into account the existing road network, the focal areas that play a strategic role during emergency, and their relationship with buildings and territory. The results enable the identification of the minimum urban structure (MUS) with total connectivity at maximum availability. These structures were composed of the paths that will be the priority choice for emergency vehicles after an earthquake. The proposed approach has been implemented to identify the MUS in a medium-size Italian urban center (Pomezia) in the event of a critical earthquake. The methodology is easy to apply and could represent an ideal tool in the preliminary phase of analysis of an urban road network to define new city plans through targeted territorial design, to facilitate decision makers in investment choices, to increase the road network consistency, and to implement emergency plans after natural disasters.

Introduction: Scientific progress has considerably increased the risk of unexpected bioterrorist attacks. In accordance comes the necessity for a potent “shield” of protection, known as “biosecurity” and widely referred as “biodefense”. However, ethical challenges and concerns, arising along with bioterrorism, are inevitable to address.Methods: COVID-19 outbreak immerged the significance of preexisting powerful biodefense systems. Primary factors to consider are theirs efficacy, the availability of capable emergency plans, adequate personal protective equipment, and sufficient funding. Least but not last comes the proper comprehension of risk assessment and the promotion of prevention, which contributes fundamentally in avoiding the outbreak, even before the harmful biological agent has begun spreading itself among the community.Results: Meticulous data recording will promote our knowledge of effectively constructive biodefense systems and will contribute in identifying crucial bioethical issues, as well to legislate accordingly, nationally, and internationally, in order to duly address the emerging threats. Conclusion: Drastic measures against bioterrorism are inevitable to take, so is the foundation of sufficient biodefense systems, which should lay on scientific knowledge that drives from relevant research, and general consent. Ultimately is, the establishment of international laws, to propel collaboration among nations and eliminate future bioterrorist attacks.

AbstractSince 1995, the Qatar Foundation (QF) has played a key role in the development of Qatar through education, science, and community development. QF is an “umbrella” array of more than 50 entities covering the entire educational system from PreK-12 schools to doctoral higher education, in addition to a variety of related organizations supporting innovation, health, culture, and community development. This case study examines how the QF Multiverse-city (MultiverCity) model has created synergies between Higher Education and Pre-University Education, which have contributed to support educational continuity during the pandemic across the Foundation and beyond. All the programs shifted to the online delivery mode and new professional development programs and online resources were designed and delivered to teachers to support them in this sudden transition. Also, QF organized a series of virtual global conferences addressing the impact of COVID-19 on education, the responses of schools and systems, and how to reimagine education postcrisis. An electronic publication discussing the different experiences shared in the conference with policy recommendations is being released with the aims of informing policymakers and educators in Qatar and globally.The unique ecosystem of QF has shown its advantages by witnessing a significant proliferation of initiatives devoted to supporting the continuation of elementary and secondary education both in QF schools and nationwide. One of the success factors of these initiatives is the strong links and partnerships that QF has established between its entities and all the education stakeholders nationally and internationally over the past 25 years. Community outreach and support to PreK-12 education have always been integral to QF strategy. At the same time, the pandemic has provided opportunities for further impact research, and for further learning about the impact of contingencies, implementation of emergency plans, and best practices for more effective connectedness between different levels of the educational system.
