This article describes and tests the author's methodology for analyzing the specifics of interaction and the implementation of communicants' strategic plans in personal German-language interview. The author's understanding of the personal interview as a communicative event, in which the interaction of communicative processes of varying degrees of complexity and structure is implemented, implies a detailed study of the conditions and nature of each of them. In order to study communicative activity and features of interaction in the personal German-speaking interview, which has such characteristics as goal-setting and spontaneity, ritualization and self-organization, the presence of subject-logical and psycho-social plans of interaction development, the author undertakes to develop a comprehensive method of analysis. The material for the study in this article was an interview with the renowned German literary critic Marcel Reich-Ranicki Hasste Marcel Reich-Ranicki wirklich die Frauen?. The linguistic material was examined in detail using a transcript of the video interview created with the FOLKER / Exmaralda programme (Institut fr Deutsche Sprache) in accordance with the GAT2 transcription system. The complex method of analysis described in this article is based on the theoretical postulates and practical methods of the current trends in modern linguistics and communication research. It enables the study of the peculiarities of communicative interaction and the analysis of verbal realization of communicants' strategic programs. As a result of the application of the described complex method of analysis the author identified structural and discursive units of analysis and made a conclusion that the core of the interviewer's strategic program forms the strategy of information request with the dominance of tactics of argumentation and establishing and maintaining intersubjective relations. The interviewee's strategic program is constituted by the strategy of self-presentation, the core of which in this interview are the tactics of enhancing one's own image and the tactics of informing.

This study aims to classify graduates based on the similarity of competency characteristics by referring to the indicators of graduate user satisfaction. The indicators are implementation of Islamic values; integrity, ethics, and morals; expertise based on knowledge (professionalism); foreign language skills; ability to use ICT; communication; teamwork; and self-development. The survey was aimed at graduates of five study programs totaling 211 people. Determination of respondents using the purposive sampling technique. Data was collected through a questionnaire containing statements about the eight indicators. Data analysis uses descriptive and multivariate statistics with the non-hierarchical cluster method or K-Means cluster analysis, assisted with SPSS (Statistical Package for Social Science) software. The results show that based on the similarity of competency characteristics, graduates are grouped into three clusters, namely Cluster 1 with 13.27% with characteristics of graduates with low competence, Cluster 2 with 32.7% with characteristics of graduates with high competence, and Cluster 3 with 54.03% with the characteristics of graduates with moderate competence. Thus, a strategic program that is systematic, comprehensive, and continuous is needed to develop human resources to shape the quality mentality and competence of students and to be competitive with students and by the needs of the workforce or users. For this reason, it is necessary to develop an e-tracer system that is integrated with the campus web and to strengthen synergistic cooperation with stakeholders, including users.

Abstract: The Agrarian Reform (RA) policy, especially land redistribution from the release forest areas, is considered slow. This was caused by several problems in the field, namely: leadership, institutions, regulations, and RA subjects-objects. Effective strategies to implement RA at central and regional levels has not been found, particularly on leadership and coordination between sectors at site level. This study is presented in the form of a policy forum by closely reviewing findings and solutions to RA practices in forest areas. Analysis, reduction, and interpretation of qualitative data were carried out to draw conclusions on real practices of RA at site level in the last three years. At macro level, the authors' findings confirm that the practice of RA experiences a fairly systematic problem due to the weakness of key actors controlling the implementation of RA, the ineffectiveness of the established institutions, and different interpretations of regulations impacted on the differences in understanding RA objects in the field. These findings emphasized that, resoundingly, strategic program of RA has not yet become a common agenda to be implemented in the framework of creating justice and welfare for the entitled people. Keyword: Agrarian reform policy, PPTKH, GTRA, TORA, release of forest area     Abstrak: Kebijakan Reforma Agraria (RA) khususnya redistribusi tanah dari objek pelepasan kawasan hutan dianggap lambat. Pelambatan tersebut disebabkan karena beberapa problem di lapangan, yakni: kepemimpinan, kelembagaan, regulasi, dan objek-subjek RA. Sampai saat ini, belum ditemukan cara yang efektif untuk menjalankan tata kelola RA di level pusat dan daerah, khususnya kepemimpinan dan koordinasi antarsektor di level tapak. Kajian ini dimaksudkan untuk memetakan problem dan menawarkan solusi dengan basis observasi dan studi di lapangan selama tiga tahun terakhir (2018-2020). Studi ini disajikan dalam bentuk policy forum dengan me-review secara padat temuan-temuan dan solusi atas praktik RA di kawasan hutan. Analisis, reduksi, dan tafsir atas data-data kualitatif dilakukan untuk menarik kesimpulan, bagaimana sesungguhnya praktik RA di level tapak dalam tiga tahun terakhir. Secara makro, temuan penulis mengkonfirmasi bahwa praktik RA mengalami problem yang cukup sistematis akibat lemahnya aktor-aktor kunci pemegang kendali RA, tidak efektifnya kelembagaan yang dibentuk, dan perbedaan tafsir atas regulasi yang berdampak pada perbedaan pemahaman atas objek RA di lapangan. Berbekal temuan tersebut, secara meyakinkan program strategis RA belum menjadi agenda bersama untuk dijalankan dalam kerangka menciptakan keadilan dan kesejahteraan untuk masyarakat yang berhak. Abstract The Vera C. Rubin Observatory Legacy Survey of Space and Time (LSST) will produce several billion photometric redshifts (photo-z's), enabling cosmological analyses to select a subset of galaxies with the most accurate photo-z. We perform initial redshift fits on Subaru Strategic Program galaxies with deep grizy photometry using Trees for Photo-Z (TPZ) before applying a custom neural network classifier (NNC) tuned to select galaxies with (z phot − z spec)/(1 + z spec) < 0.10. We consider four cases of training and test sets ranging from an idealized case to using data augmentation to increase the representation of dim galaxies in the training set. Selections made using the NNC yield significant further improvements in outlier fraction and photo-z scatter (σ z ) over those made with typical photo-z uncertainties. As an example, when selecting the best third of the galaxy sample, the NNC achieves a 35% improvement in outlier rate and a 23% improvement in σ z compared to using uncertainties from TPZ. For cosmology and galaxy evolution studies, this method can be tuned to retain a particular sample size or to achieve a desired photo-z accuracy; our results show that it is possible to retain more than a third of an LSST-like galaxy sample while reducing σ z by a factor of 2 compared to the full sample, with one-fifth as many photo-z outliers. For surveys like LSST that are not limited by shot noise, this method enables a larger number of tomographic redshift bins and hence a significant increase in the total signal to noise of galaxy angular power spectra.

The Ministry of ATR/BPN organizes land registration innovations based on the national strategic program, namely PTSL. The implementation of PTSL aims at accelerating land registration in a fair and equitable manner, including anticipating disputes in the field of utilization and spatial planning. One important issue is the dispute over road access. The Land Office of Bekasi Regency applies a policy of implementing servituut rights in land registration activities as an anticipation of disputes related to road access. This research was conducted to understand the implementation of servituut rights as the actualization of the social function of land in the PTSL program at the Bekasi Regency Land Office. This study uses empirical legal research methods. The results of the research show that the implementation of the servituut rights policy is motivated by the dualism of road status, the existence of regional development and land acquisition, and the relatively high land value. The implementation of the policy has undergone a change in meaning, from restrictions on land use to the obligation to surrender some land rights. For PTSL participants who agree to give up part of their rights for roads, the administration of the transfer of rights is carried out in a Declaration Letter on Land Boundaries and Land Areas. For those who disagree, the plot of land is included in the K3 category and a land register is made.

AbstractA comprehensive cancer center is supported with an administrative infrastructure that facilitates the overall planning, management, and organization in the delivery of the center’s cancer care. This chapter explores the various administrative functions that are integral to the development and implementation of a comprehensive cancer center. Core administrative functions include, but are not limited to, strategic program planning and development, financial management, human resources management, operations management, space and facilities planning, compliance to regulatory and accreditation standards, and facilitation of access/intake functions for new patients entering the center for care. Depending on size of the cancer center and whether it is a freestanding institution, affiliated with an academic medical center, or part of a hospital or health system, the administrative infrastructure can vary in the extent to which operations are centralized versus decentralized. The optimal framework for administrative management can be scaled incrementally as the cancer center grows.

Education is an integral part of public life, which means that the development of higher education institutions must take place continuously, and on the basis of the principles of strategic management, in which the mission of the institution is formulated, strategic program (strategy) is designed and implemented, strategic tasks are solved. At the present stage of formation the strategy of development of higher educational institutions implementation of the principles of strategic management to the organizational model of higher education institutions is an objective necessity for the competitive functioning of institutes and universities in the market of educational services. Higher education as a type of economic activity is represented by higher educational institutions that provide educational and related services. Therefore, higher education institutions are unique subjects of the market of educational services, which is quite relevantly studied by the results of the relevant publication.

Abstract We use deep and wide imaging data from the CFHT Large Area U-band Deep Survey (CLAUDS) and the Hyper Suprime-Cam Subaru Strategic Program (HSC-SSP) to constrain the ionizing radiation (Lyman Continuum; LyC) escape fraction from AGNs at z ∼ 3–4. For 94 AGNs with spectroscopic redshifts at 3.3 &lt; z &lt; 4.0, we use their U-band / i-band flux ratios to estimate LyC transmission of individual AGNs. The distribution of their LyC transmission shows values lower than the range of LyC transmission values for IGM of the same redshift range, which suggests that LyC escape fraction of AGNs at z &gt; 3.3 is considerably lower than unity in most cases. We do not find any trend in LyC transmission values depending on their UV luminosities. Based on the photometry of stacked images we find the average flux ratio of LyC and non-ionizing UV photons escaping from the objects (fLyC/fUV)out = 0.182 ± 0.043 for AGNs at 3.3 &lt; z &lt; 3.6, which corresponds to LyC escape fraction fesc = 0.303 ± 0.072 if we assume a fiducial intrinsic SED of AGN. Based on the estimated LyC escape fraction and the UV luminosity function of AGNs, we argue that UV-selected AGNs’ contribution to the LyC emissivity at the epoch is minor, although the size of their contribution largely depends on the shape of the UV luminosity function.
