Life cycle assessment (LCA) is a flexible and powerful tool for quantifying the total environmental impact of a product or service from cradle-to-grave. The US federal government has developed deep expertise in environmental LCA for a range of applications including policy, regulation, and emerging technologies. LCA professionals from across the government have been coordinating the distributed LCA expertise through a community of practice known as the Federal LCA Commons. The Federal LCA Commons has developed open data infrastructure and workflows to share knowledge and align LCA methods. This data infrastructure is a key component to creating a harmonized network of LCA capacity from across the federal government.

A raging global pandemic handled inadequately and indifferently by the Republican-led US federal government, with Dr. Anthony Fauci in a featured role; an antiracist uprising in response to police brutality; a resurgent political Right fomenting and stoking culture wars; activists’ demands for a diverse and equitable art world; increasing fiscal precarity for small, innovative live art spaces; a looming recession; and an escalating housing crisis fueled by accelerating income inequality: welcome to Los Angeles between 1989 and 1993. In this period, AIDS became the leading cause of death for US men ages 25–44; ACT UP (AIDS Coalition to Unleash Power)/LA called public health infrastructure to account and successfully fought for an AIDS ward at Los Angeles County Hospital. A widely circulated video of Los Angeles Police Department officers viciously beating Black motorist Rodney King, and their subsequent acquittal of criminal charges by a suburban jury, ignited five days of antiracist rebellion. The rising number of unhoused people in Los Angeles was becoming difficult to ignore, though not for the city's, state's, or federal government's lack of trying. “Multiculturalism” became a widely embraced—if sometimes cynically deployed—aesthetic and programming imperative.

Progressive movements today call for transformative state-led investment in renewable energy and other climate infrastructures—in the United States, a vision that confronts inherited legacies of austerity. I argue that a significant obstacle is the neoliberal toolkit through which the US federal government subsidizes renewables, an indirect, highly opaque system of tax credits and incentives. For forty years, tax subsidies have ‘paid’ private financial players to invest in renewables, via allowing them to claim legal tax shelters against their other income. In this political economic analysis, I question, first, how US renewable energy acquired this peculiar form of public finance ‘through the tax code’, unique in the global industry. Second, I explore how the model has shaped US renewables financing, development, and ownership. I center two decisive moments: the California ‘wind rush’ in the 1980s, and the ongoing renewables boom of the last fifteen years. This history articulates financial experiments and tax sheltering scandals of the Reagan Administration with exploitation returned today in more organized (and lucrative) form, as ‘tax equity’ finance. Via tax equity, a handful of major US banks dominate financing for renewables and other politically embattled public goods. They exert a troubling ability to extract rents for their capital, gatekeep what projects get built and by whom, and stall US renewables development altogether. Today, the practice is increasingly strained by these and other problems—growing public costs, private capacity ceilings, and amplification of sectoral crises. Under Biden, it faces probable reform, but may need more comprehensive reimagination.

Purpose This paper aims to illuminate the diverging approaches to marijuana-related drug enforcement at the federal and state levels in the USA, which have facilitated a boom in the US medical cannabis industry (i.e. the “Green Rush”). It further sheds light on how the USA’ aggressive extraterritorial approach to anti-money laundering (AML) enforcement might simultaneously suppress the banking of cannabis-related businesses in Jamaica due to the lingering fear of de-risking. Design/methodology/approach An international and comparative legal and policy analysis was conducted of the nexus among shifting drug enforcement policies, AML laws and the banking of cannabis-related businesses. Findings This study found that the constitutional relationship between the US federal government and states has created a de facto comparative advantage for the US medical cannabis-related businesses that benefit from limited access to financial services. This was found to pose far-reaching implications for the banking and development of the Jamaican cannabis sector due to the dependence of the country’s financial institutions on correspondent banking relationships with the US banks that are regulated by federal AML statutes. Originality/value To the best of the author’s knowledge, this paper is the first of its kind to examine the extraterritorial regulatory risks to the banking of cannabis-related businesses in Jamaica.

We use case studies of the Diné in the United States of America, and the Musahar people in Nepal, to understand how indigeneity is enacted in relation to the developmental and conservationist impulses of the dominant American and Nepalese states. We mobilize the concept of ‘waterscapes’ as assemblages of practices, technologies, emotions and worldviews, to unpack how geographical scales are produced and contested through symbolic and material practices. We find that the Diné of the Navajo Nation have socially differentiated engagement with the techno-legal assemblages embedded in the US Western water law and the water development infrastructure, e.g. the Glen Canyon Dam, that enables the tourism economy. The Musahar people, much like the Diné, have been excluded from their customary livelihoods as global-scale conservation was enacted in their waterscapes through techno-legal assemblages including the Chitwan National Park and water development and conservation policies for the Narayani River. In both the United States and Nepal, centralized agencies of the US federal government and the Nepali state tend to perpetuate exclusionary geographies of access to water and Indigenous livelihoods in the waterscapes. The national and international scales, at times, violently constrict local-scale Indigenous spaces. But the oppositional symbolic and material practices, of both the Diné and the Musahar, destabilize the dominant ontologies on local waterscapes. This paper demonstrates that across vast distances of history, geography and wealth, indigeneity does not just get repressed or occluded by the dominant state but is instead constantly reimagined and re-enacted in creative ways by the Indigenous People themselves.

We are constantly advised that intuition is a poor substitute for facts. While data and facts are not always synonymous, most people will doubtlessly agree that data are generally more useful and persuasive than opinion. Finding the data we need can be confusing and frustrating, but no entity possesses and publishes more data than the US federal government. Some of these data are more accessible than others, but if inquisitors are persistent and creative, then they can uncover a trove of information that can improve insights and increase contributions to organizations.

After the US federal government created a national pollinator protection plan in 2015, many states followed with their own. Since their goal is to promote pollinating insect conservation, we wanted to know whether the state plans are using best practices for evidence-based science policy. In early 2019 we found and downloaded every existing, publicly available US state pollinator protection plan. We then used content analysis to assess the goals, scope, and implementation of state-level pollinator protection plans across the US. This analysis was conducted using three distinct frameworks for evidence-based policymaking: US Department of Interior Adaptive Resources Management (ARM), US Environmental Protection Agency management pollinator protection plan (MP3) guidance, and Pew Trusts Pew-MacAthur Results First Project elements of evidence-based state policymaking (PEW) framework. Then we scored them using the framework criteria, to assess whether the plans were using known best practices for evidence based policymaking. Of the 31 states with a state pollinator plan, Connecticut was the state with the lowest total score across the three evaluation frameworks. The state with the highest overall scores, across the three frameworks, was Missouri. Most states did not score highly on the majority of the frameworks. Overall, many state plans were lacking policy elements that address monitoring, evaluation, and adjustment. These missing elements impact the ability of states to achieve their conservation goals. Our results indicate that states can improve their pollinator conservation policies to better match evidence-based science policy guidance, regardless of which framework is used.

In the 1950s, psychedelic drugs were the subject of extensive psychiatric research in the United States. By 1960, they had been found to be non-addictive, to have remarkable safety profiles, and to potentially be able to treat a range of psychological conditions. However, in 1968, the possession of psychedelics was criminalized by the US federal government. Consequently, medical research has been stifled, and today the possession and distribution of psychedelics are punished more severely than for more dangerous recreational drugs such as methamphetamine. Most scholars argue that psychedelics were criminalized due to a “moral panic” in the late 1960s. However, this theory overlooks several important aspects of the political process that led to psychedelic criminalization. This essay takes an alternative stance. First, early 20th century temperance advocates instilled an anti-drug moral framework into the American cultural consciousness. Then, in the early 1960s, safety concerns and professional biases led most mainstream psychiatrists to reject the therapeutic use of psychedelics. These factors interacted to cause both a moral panic and severe criminalization, but the moral panic did not itself cause criminalization.

Although the relationships between public service motivation and work-related outcomes are contingent on an employee’s psychological state, little empirical evidence exists on whether psychological empowerment conditions the relationship between public service motivation and perceived organizational performance in public organizations. This study addresses this gap by examining data from the 2010 US Merit Principles Survey on psychological empowerment’s moderating role between public service motivation and the perceived achievement of organizational goals, as well as the perceived quality of work-unit products and services in the US federal government. First, the findings indicate that public service motivation and psychological empowerment improve both of these perceived organizational performance measures. Second, the findings indicate that the link between public service motivation and perceived organizational performance is slightly enhanced when public employees feel more psychologically empowered. Points for practitioners This article offers practical lessons for practitioners who are concerned about improving organizational performance. Emphasizing the importance of psychological empowerment in strengthening the link between public service motivation and perceived organizational performance, the article suggests a critical need to cultivate psychological empowerment in the public sector, which has been under heavy pressure to do more with less in a rapidly changing environment.

Websites have become the primary means by which the US federal government communicates about its operations and presents information for public consumption. However, the alteration or removal of critical information from these sites is often entirely legal and done without the public’s awareness. Relative to paper records, websites enable governments to shape public understanding in quick, scalable, and permissible ways. During the Trump administration, website changes indicative of climate denial prompted civil society organizations to develop tools for tracking online government information sources. We in the Environmental Data & Governance Initiative (EDGI) illustrate how five data visualization techniques can be used to document and analyze changes to government websites. We examine a large sample of websites of US federal environmental agencies and show that between 2016 and 2020: 1) the use of the term “climate change” decreased by an estimated 38%; 2) access to as much as 20% of the Environmental Protection Agency’s website was removed; 3) changes were made more to Cabinet agencies’ websites and to highly visible pages. In formulating ways to visualize and assess the alteration of websites, our study lays important groundwork for both systematically tracking changes and holding officials more accountable for their web practices. Our techniques enable researchers and watchdog groups alike to operate at the scale necessary to understand the breadth of impact an administration can have on the online face of government.
