The contradiction between rapid urbanization’s demand for land resources and the ecological environment is increasing, which has led to large-scale hardening of the underlying surface of the city and reduction of land for storage. In addition, construction land occupies rainwater confluence land, resulting in a significant decline in urban stormwater control capabilities. The increasingly frequent flood disasters in recent years have exposed the contradiction between urban construction and stormwater safety that cannot be ignored. Therefore, this article takes the central city of Harbin as the research object, uses ArcGIS for spatial analysis and SCS (Soil Conservation Service) hydrological model simulation to construct the rain and flood safety pattern in the research area, and proposes targeted optimization suggestions and strategies based on the evaluation results to achieve the purpose of coordinating the water ecosystem service function with social and economic development. The research shows that protecting the original stormwater corridor and strengthening the connection between the stormwater control patches can effectively guarantee the connectivity of the stormwater corridor, build the natural stormwater regulation and storage system, and then increase the ability of the city to resist the risk of rainstorm, reduce the disaster caused by urban waterlogging, and achieve the goal of sponge city construction.

AbstractThe central government and local governments of the South Korea execute a project to build smart tourism city for tourism and urban development. However, little study has shed light on the details of smart tourism city project. To approach the concept of smart tourism city and understand the phenomenon of smart tourism city construction, this study conducts a case study. Incheon is the first city in which implementing the smart tourism city creation project. We apply the metaverse concept to check how Incheon implements a smart tourism city. Specifically, the metaverse concept applied tourism service operated by Incheon is divided into real based and virtual based (AR Incheon and Incheoncraft). Along with an introduction to the case, how the concept of metaverse supports the creation of a smart tourism city is discussed. This is an early-stage study that explores the phenomenon by considering the relationship between the smart tourism and metaverse.

The field of rapid urbanization has recently paid more attention to the relationship between tourism development and liveable city construction. Previous studies have mainly focused on the experiences of tourists in tourist cities and seldom paid attention to the perceptions of local residents. Based on survey data of nearly 10,000 permanent residents in 40 key tourist cities in China, this study uses a multilevel model to quantitatively analyse the natural environment characteristics, sociocultural environment characteristics and comprehensive attraction of tourism in different tourist cities to explore their impact on urban liveability satisfaction. Results show that the developed tourist cities do not exactly correspond to the cities with a high liveability evaluation. The objective evaluation of both the natural environment and the sociocultural environment has an important influence on the liveability of cities, but the influence of the natural environment is stronger than that of the sociocultural environment. An intermediary effect exists in the subjective evaluation of the natural environment and environments for liveability perception. Simultaneously, residents’ liveability satisfaction varies according to their age, education level, annual household income and other social and economic conditions. These findings provide insights for developing countries to further improve residents’ living quality and urban construction under the condition of the rapid development of tourism.

The image-based 3D reconstruction technique has been applied in many scenarios of civil engineering, such as earthquake prevention and disaster reduction, construction monitoring, and intelligent city construction. However, the traditional technique is time-consuming, and the modeling efficiency has become a bottleneck limiting its application in emergency scenarios. In this paper, a rapid reconstruction method is proposed which combines the traditional image-based 3D reconstruction technique and an interactive graph cuts algorithm. Firstly, a sequence of images is collected around the target structure. Then, the images are preprocessed using the interactive iterative graph cuts algorithm to extract the target from each image. Finally, the resulting sequence of images is used to perform the 3D reconstruction. During the preprocessing, only a few images require manual intervention while the rest can be processed automatically. To verify the modeling accuracy of the proposed method, a column that has been destroyed is selected as a target for 3D reconstruction. The results show that compared with the traditional method, the modeling efficiency of the fast reconstruction method is doubled. In addition, the modeling accuracy is 97.65%, which is comparable to the modeling accuracy of the traditional method (97.73%); as well, by comparing the point clouds, the alignment between the two models is tremendously close, with tiny difference. The proposed rapid reconstruction method can be applied in emergency scenarios, such as rapid assessment in post-disaster situations.

Climate-related risks pose a great threat to urban safety, infrastructure stability and socioeconomic sustainability. China is a country that crosses diverse geomorphic and climatic regions in the world and is frequently affected by various climate hazards. In this study, we propose a comprehensive analysis on the spatial pattern of major climate hazards in China from 1991 to 2020, including rainstorms, droughts, heatwaves, coldwaves, typhoons, and snowstorms, and generate an integrated sketch map on multi-hazard zones. It is detectable that South of the Yangtze River is in danger of heatwaves, rainstorms, and typhoons, while the North China Plain is more likely to suffer droughts. Coldwaves, snowstorms, and freezing mainly affect Northeast China, Northwest China, and the Qinghai–Tibet Plateau. In the view of climate governance, cities are hotspots affected by intensified climate hazards in a warmer climate. There is an urgent need to incorporate a climate adaptation strategy into future city construction, so as to improve social resilience and mitigate climate impacts in rapid urbanization process. Specific adaptation measures have been developed from the perspectives of land-use planning, prevention standard, risk assessment, and emergency response to facilitate the understanding of climate resilience and urban sustainability.

With the application of engineering management in smart city construction under Industry 4.0, the intelligent design of urban street landscape has attracted extensive attention. Affected by the low intelligent level of traditional landscape design, the existing urban landscape composite system has difficulty in meeting the needs of smart city construction. Therefore, this paper proposes the construction of street landscape big data-driven intelligent decision support system based on Industry 4.0. Based on the complex network theory, this paper analyzes the structure, links, nodes, driving forces, and functional requirements of urban street landscape and then puts forward the construction content and implementation method of urban street landscape intelligent decision support system. The system consists of four aspects: intelligent infrastructure, service, protection and maintenance, and management and evaluation system. Its implementation not only reflects the cooperation and effective application of intelligent technology in each stage of street landscape construction, but also provides reference for the application of engineering management in other fields under Industry 4.0.
