Abstract Non-take-up of means-tested benefits is a widespread phenomenon which undermines the effectiveness and fairness of social policies. The digitalisation of the welfare state creates new opportunities for proactively contacting people who are potentially entitled to benefits, but do not take up their social rights. In this study, we report on how new data flows were used to reach out to potential beneficiaries of the Increased Reimbursement of health care, a programme targeted at low-income households in Belgium. By randomizing the period in which potential beneficiaries were contacted, we were able to identify a three- to four-fold increase in take-up among those contacted as a result of the outreaching activities. Households that did not respond to the intervention, the never takers, have lower pre-intervention healthcare expenditures. This suggests that non-take-up was reduced primarily among those who would expect to benefit most from receiving the Increased Reimbursement. Exploiting the combination of rich administrative data with experimental evidence, we also find that early responders are mostly older and have higher historic health expenditures than late responders. Furthermore, results point to the need for balancing well the inclusiveness of the intervention with an increased number of applications by ineligible people.

 This study aims to produce learning videos that are feasible as learning media. The resulting video is a Spirometer Practice Tutorial Video in the Occupational Safety and Health (K3) subject for students of the Environmental Health Department of the Health Ministry of Health Yogyakarta. The method used in research is the method of research and development (Research and Development). This development research uses the Borg & Gall development procedure model which is simplified by the Puslitjaknov Team (2008: 11) with the following steps: 1) Analyzing the product to be developed, 2) Developing the initial product, 3) Expert validation and revision, 4) Testing small-scale field and revisions, 5). Large-scale field trials and final products. The research location was carried out at the Hyperkes Laboratory of Environmental Health Department. This research was conducted in July - September 2020. The results showed that the Spirometer Practice Tutorial video in the occupational safety and health course can be used as a learning medium or learning resource for students, especially for the K3 (Occupational Health Safety) practical course in the Environmental Health Department. the feasibility level is 86.84 5%. The refinement level of bio-based fertilisers (BBFs) can influence environmental and agronomic performance. This study analyses the environmental and agronomic effect of different BBFs on potato growing in sandy soil. A less refined product (liquid fraction of digestate (LFD)), two refined products (ammonium sulphate (AS) and potassium concentrate (KC)), and mineral fertilizer (MF) are compared by conducting: (i) a nitrogen (N) incubation experiment where the N release rate of the BBFs is determined, (ii) a greenhouse gas emission experiment where N2O, CO2, and CH4 emissions after BBF application are measured, (iii) a pot experiment where the nutrient fertiliser replacement value (NFRV) of the BBF is calculated, and (iv) a full-scale field trial where the potato quality and quantity and the remaining N residues in the soil after harvest are assessed. The N release rate and the NFRV of AS (142 ± 19% and 1.13, respectively) was higher compared with the LFD (113 ± 24% and 1.04) and MF (105 ± 16% and 1.00). Lowest N2O emissions were observed after the application of the less refined product (0.02 ± 0.01 per 100 g N applied) and highest for MF urea (0.11 ± 0.02 per 100 g N applied). In the full-scale field trial, no significant difference in potato yield was observed in the plots that received manure in combination with BBF or MF. This study showed that all three BBFs can safely be used in potato growing on sandy soils. However, the adoption of BBFs can be stimulated by (i) solving the practical issues that occurred during the application of LFD, (ii) making sure BBFs are on the list of RENURE materials so they can legally replace mineral fertiliser, and (iii) reducing the surplus of slurry manure to stimulate the use and fair pricing of BBF products.

Hedgerows are linear landscape features of woody vegetation usually located around agricultural fields. An increasing number of studies have addressed the effects of hedgerows on biodiversity and ecosystem services. This study is aimed to synthesize these effects and compare the levels of biodiversity and ecosystem services in farmland with hedgerows and (1) farmland without hedgerows and (2) nearby natural habitat at the global scale. We hypothesized that farmland with hedgerows (1) enhances biodiversity and ecosystem services as compared to farmland without hedgerows but (2) supports lower levels of biodiversity and ecosystem services than natural habitat. Our systematic literature review retained 835 observations from 170 primary studies, which were analyzed following the standard methodology in meta-analyses. Our results partially support both hypotheses. Farmland with hedgerows exhibited higher levels of biodiversity and provisioning services than farmland without hedgerows (H1). Farmland with hedgerows provided similar levels of biodiversity (edge effects) but lower levels of ecosystem services than natural habitat (H2). The effects of hedgerows on biodiversity and ecosystem services depended on control ecosystem type (grassland/meadow or forest/woodland) but were largely independent of climate type (temperate or tropical) and the focus of spatial scale (field or landscape). In conclusion, conservation and restoration of hedgerows contribute to people in several ways by enhancing biodiversity and multifunctionality in agricultural landscapes.

Leadership training is key to promoting more active leadership, but the effects of leadership training can depend on the gender context. Gender congruence between manager and employee can affect how the manager employs leadership behaviors adapted from training and how employees perceive leadership behavior. Quantitative data on 474 managers’ 4,833 employees before and after a large-scale field experiment with leadership training enable us to examine changes in employee-perceived leadership following training. The results show that gender congruence between manager and employee is associated with stronger leadership training effects on employee-perceived leadership behaviors. Female gender congruence shows the most pronounced effects.
