The article presents the sectoral structure of cruise (maritime) tourism and identifies the factors influencing the level of demand and supply of cruise tourism products. The sources of the influence of the cruise industry on the economic growth of the state and the welfare of its citizens are also considered. On the basis of specific features of cruise tourism functioning and the peculiarities of creating a cruise tourism product, a model of the functioning of a cruise (maritime) tourism complex has been built. Representation of the relationship of tourist needs according to the hierarchy of needs and a species classification of cruise tourism and the industries involved in its development is also given. The model of indicators and the structural components described are built in an environment of geoinformation modeling.

In the practice of state governance economic development is usually estimated by comparing macro-economic indicators for the period being evaluated with relevant preceding periods. The article studies a non-conventional – structural approach to estimating the development of sectoral structure of Russian economy. The period of 10 years, i. e. from 2011 to 2020 was analyzed, at the same time the possibility of accelerated development in the medium-term (2023) and long-term (2036) periods was investigated. The authors provide theoretical foundations of the research, indicators of structural development, the procedure and algorithms of their estimation. The criterion and quality model of passing-over from the actual condition to the optimal combination of sector scales were identified. By comparing the actual and model (estimated) indicators of sector scales the trend and nature of structural development of national economy were evaluated, as well as its capacity to develop rapidly in future periods. The findings show that harmonization of indicators of diversity and uniformity, changeability and stability in sectoral structure forms a structural precondition for the development of national economy. These indicators can be used by bodies of state governance in the process of devising strategy of accelerated development of economy in general and its industries.

In this paper, we aim to describe and explain the regional disparities in economic resilience in Slovakia in the period 1997–2017. We focus on the effects of economic structure in combination with the vertical (potential accessibility) and horizontal geographical location. Since the early 1990s, Slovak (non-)metropolitan regions exhibited deep changes in the sectoral structure of the economy that were followed by sharp unemployment increases. Due to the FDI-fueled economic growth in the last two decades, however, considerable progress in regional economic growth and reduction in unemployment were was recorded. Therefore, Slovak non-metropolitan regions provide valuable lessons for the analysis of regional economic resilience in a long-term period. We ask if, and to what extent were, the prospects of regional renewal after economic crises associated with the geographical location, economic diversity, firm size and sectoral structure of the economy. We employed spatial regression models to test the effects of the potential accessibility, horizontal geographical location and industrial diversity, and sectoral (agriculture, manufacturing) and firm size structure. The dependent variable, Economic Resilience, was measured by the Regional Development Index, combining the indicators of demographic ageing, net migration, income per capita and registered unemployment rate. Potential accessibility and horizontal geographical location were the key predictors of regional economic resilience. Districts with tertiarized and diversified industrial and firm size structures scored, on average, higher in RDI than specialized districts with large firms and/or a high share of agriculture/manufacturing in total employment.

The present paper sets the task to consider the issues of public financial resources consolidation in the context of disclosing tax and budgetary policy tools to minimise disparities in the sectoral structure of the Ukrainian economy. The relevance of the study is determined by the topicality of the issues of consolidation and subsequent synchronisation of the finances of public structures in order to create the necessary conditions to minimise the differences between sectors of the Ukrainian economy. In this context, it is extremely important to consider the issues of public finance consolidation through the prism of disclosing the fiscal policy tools as a means of minimising the disparities in the sectoral structure of the Ukrainian economy. The issues of budgetary policy and the economy of Ukraine are extremely important from the standpoint of assessing the correctness of the chosen course of development of Ukrainian society in general and individual sectors of the national economy in particular. The purpose of this study is to assess the real state of the country's budgetary policy in general and in the context of the consolidation of public finances as a tool to minimise these disparities in particular, as well as to consider some aspects of the current status of the Ukrainian economy. The leading approach of the study is a combination of quantitative and qualitative analysis of the matter at hand. The main results of the study were: an assessment of the level of disparities in the distribution of funds from the state budget of Ukraine for 2020; determination of the main directions for the consolidation of public finances when planning the state budget for the current financial year. Prospects for further research in this direction are determined by the importance of various aspects of the distribution of public finances in various spheres of the national economy and the need to create optimal conditions for their proper distribution. The applied value of this study lies in the assessment of the prospects for consolidating public finance as a tool to minimise the disproportions in the sectoral structure of the Ukrainian economy and the possibility of searching for and then introducing optimal ways for a qualitative resolution of this issue

Abstract. The purpose of the study is to substantiate the competitive development of regional agricultural producers in terms of correction of their sectoral structure in the context of European integration processes. Methodology / methodology / approach. The theoretical and methodological basis of the study is the dialectical method of cognition, a systematic approach to the study of economic phenomena and processes, scientific works of domestic and foreign scientists on the theory and practice of competitive development of agricultural production considering exogenous and endogenous factors. Of the special research methods used economic and statistical — in analyzing the current state and forecasting the prospects for competitive development of regional agricultural producers in terms of European integration processes, graphical — to determine the projected volumes of livestock products on farms in the Carpathian region of Ukraine, abstract and logical substantiation of the institutional and economic mechanism of competitive development of agricultural producers of the Carpathian region of Ukraine in the context of correction of their branch structure. Results. The study revealed that given the possibility of establishing cross-border partnerships, deepening economic European integration with EU countries, an important economic priority of regional agricultural producers in the Carpathian region of Ukraine is the ability to form a market for various types of agri-food products with a geographical indication. The Carpathian region of Ukraine has a strong enough land and resource potential for the production of quality and safe dairy products with high added value. According to the calculations, provided the use of competitive advantages, which are enshrined in law in the EU, in the study region, the potential production of the most important livestock products — milk on farms can increase from 14 thousand tons to 252 thousand tons, or 18 times. In the region, the revival of traditional areas of specialization in agricultural production will contribute to the correction of its sectoral structure, improving organizational and economic conditions for self-sufficiency in livestock products, minimizing economic risk due to expanding areas of specialization, reducing transaction costs for transportation and sales enterprises of various organizational and legal forms of management that will produce products with high added value. Originality / scientific novelty. For the first time, the organizational and economic principles of optimizing the sectoral structure of regional agricultural producers, considering the competitive advantages that are enshrined in law in the EU. Practical value / significance. According to the calculations in the Carpathian region, taking into account the principle of bonus of 10.0% for agri-food organic, including niche or craft livestock products with a geographical indication will adjust the industry structure of agricultural enterprises in accordance with scientifically sound requirements and increase the traditional level of production at the same time, the vital type of food products — milk by 13.0—22.0 percentage points. The number of women entrepreneurs who start a new business or own a business has been increasing rapidly in recent years. The aim of this study was to determine the problems faced by women entrepreneurs registered in the associations and chambers of business in the Eastern Mediterranean Region during their entrepreneurship and to examine the effects of these problems on women entrepreneurs. The main purpose of this study is to define the role of female labor force in the new sectoral structure in the changing labor market. In addition, it is aimed to identify the existing entrepreneurship activities, to examine the barriers to entrepreneurship and to propose solutions to the problems identified in line with the findings. The role of women entrepreneurs in the labor market is examined. Evaluating these factors, which are thought to affect the business life of women entrepreneurs, to develop suggestions that can contribute to their development and empowerment. Within the scope of this study, women entrepreneurs in the Eastern Mediterranean Region were investigated. In the preliminary study, women entrepreneurs registered as women entrepreneurs were identified by contacting the Chamber of Commerce, Chamber of Industry, Organized Industrial Zone and Commodity Exchange, and the research was conducted through face-to-face questionnaires with the entrepreneurs who accepted the interview in Eastern Mediterranean Region. At the end of the study, the most common problems faced by women engaged in entrepreneurship activity were; low level of education, insufficient financial support and lack of information. In developing countries such as Turkey, especially in terms of the effects of women's entrepreneurship development should not be ignored.

The article generalizes methodological approaches to creating a mechanism for selecting strategic priorities of development of regional spatial and sectoral structure. The author studies the tendencies of choosing priorities of development in accordance with the basic principles of sustainable development, “consensuses” of various types, “inclusive economics”, “stakeholder economics”, “donut economics”, “sharing economics”. The conclusion is that methodological approaches under consideration are a kind of reflection of sustainable development principles. They serve as a transitional stage to noospheric approach that reflects balancing of “interests of a human”, “interests of the nature” and “interests of technology”. The author applies to this conception to suggest a mechanism for selecting strategic priorities of development of regional spatial and sectoral structure. Such a mechanism for selecting strategic priorities of development is supposed to be a “bridge” for the transition to “noonomics” as a new stage of development.

Abstract The most important aspect for sustainable development of cross-border territories is a balanced sectoral structure of the economy. At the current stage of development, processes of transformation and restructuring of the economy occur in the Russian-Kazakh cross-border region, resulting in structural and sectoral shifts that expand the spatial division of labour and shape the further specialization of the region. This paper studies transformation of the sectoral structure of the Russian and Kazakh border regions by the main types of economic activity, including various components of the productive and non-productive sectors (manufacturing, mining, energy, trade, transport, agriculture, etc.). As a result, we found a structural and sectoral restructuring of the economy in the transboundary regions, affecting a wide range of different industries, while at the same time the regional economy experienced a catching-up phase, the share of the non-productive sector was growing, and the share of industry and agriculture, although declining, remained high.

The regulation of the restructuring employment processes that occurs in the course of the development of the economy and the evolution of its structure should be based on the selection of sectoral priorities and be accompanied by an assessment of this process in terms of its compliance with the needs of the development of progressive types of economic activity. In this regard, the problem of elaborating methodological approaches that ensure the orderliness and controllability of the process of restructuring employment, including objectifying the choice of progressive industries and assessing the quality of shifts in the sectoral structure of employment, is highly relevant. The article substantiates approaches to identifying sectoral priorities for restructuring employment based on the criteria of economic efficiency and involvement in the implementation of government programs and also proposes a sequential process for evaluating the quality of shifts in employment based on their compliance with the selected sectoral priorities. Within the framework of the proposed approaches, using the example of the labor market in Kazakhstan, the results obtained are presented, such as a sequence of analytical actions to determine the range of priority sectors, a matrix for identifying sectoral priorities for employment, a scheme for implementing a methodological approach to assessing the quality of shifts in the sectoral structure of employment. On the basis of the proposed approaches, an assessment of the quality of shifts in the sectoral structure of employment in Kazakhstan was carried out and conclusions were drawn about the insufficient correspondence of these shifts to the priorities of the country's economic development.

The article summarizes the factors that determine the innovative development of regional economic systems. It was determined that the desire to diversify the sectoral structure should be based on an understanding of the role of construction as a sector of the economy, outstripping the development of the general economic situation. The hypothesis about the existence of a strong relationship between the volume of work in construction and the volume of output of innovative products in regional economic systems has been put forward and confirmed. In 2010–2018, there is a close relationship between the number of commercialized innovations and the volume of work in the construction industry in Russia. At the same time, the correlation between these parameters in various federal districts and subjects of the Russian Federation is not unambiguous. Russian regions are classified according to the strength of the relationship between these parameters. It is concluded that, mainly, in the border regions, construction is not associated with the development of innovative industries and innovative infrastructure.
